    Crossings residents to move court over fire station land

    The nearest fire station is 6 km away from Crossings Republik.

    GHAZIABAD The residents of Crossings Republik have been demanding a fire station in the township for four years now but it has been stalled as GMC is reluctance to part with the land chosen for it.

    The RWAs under the aegis of FedAOA had written to the district magistrate who in turn ordered a survey after which a plot of land in Dundahera was selected for the fire station, but no progress has been made in this regard.

    “There is an urgent need for a fire station in Crossings Republik township which has 29 highrise buildings where more than a lakh people live,” said Alok Kumar, president, FedAOA. “The nearest fire station is in Kotwali and is about 6 km. Given the traffic jam in the city and on NH-24, it takes more than half an hour for a fire tender to reach the township and in such conditions, any fire incident could turn catastrophic,” added Kumar.

    In the past four years, Fed AOA has been communicating with the administration. In 2016, they even filed a PIL in Allahabad high court.

    After the PIL, the administration woke up to the issue and in July this year, district magistrate Ritu Maheshwari wrote to chief fire officer but the CFO cited unavailability of land for fire station. “As per rules, the land for fire station has to be provided for free and in Crossings Republik we need at least 4,000 sqm of land to set up a fire station. So far, we have not received the land,” said Sunil Kumar Singh, chief fire officer.

    Maheshwari had ordered the scouting of land after which 4,148 sqm of land was identified near Dundehera for the fire station. “The land belongs to GMC which is not ready to part with it. As a result, the process has been stalled,” said an official. When municipal commissioner CP Singh was apprised of the situation, he said that the said piece of land is for a different purpose. “Ideally, the developers of the township should have provided with the land for fire station which they have obviously not done and now they are eyeing GMC land which we intend to use for another purpose,” said CP Singh, municipal commissioner. The FedAOA now plans to approach Allahabad high court on the impasse.

    “We are left with no other option but to approach the court which we will be doing shortly,” said Kumar.

      The GNIDA started work on the stretch under its jurisdiction on Monday. “The approach road to Crossings Republik via Rishpalgarhi village is a commuter’s nightmare, as it is narrow, filled with potholes and inundated with sewer water most of the time,” said Amod Giri, a resident. “This road is the only option for school buses and heavy vehicles. They can’t take Shahaberi road because a high-mast barrier has been put up there. When our repeated requests to GNIDA and GDA bore no results, we approached the chief secretary, who goaded the two authorities to act,” Giri added.

      Earlier, the then GDA vice-chairperson Ritu Maheshwari had directed the chief engineer to conduct a survey of the stretch falling under its jurisdiction. “The GDA is yet to conduct the survey,” said Giri.

      Meanwhile, GDA chief engineer VN Singh said the original approach road conceived for the township passed through a different route. “Residents had approached Allahabad high court over the matter, and the court directed us to construct the road. But a patch of private land in the way got stuck in litigation, so we had to abandon the project. The present road is under GNIDA’s jurisdiction as of now and GDA doesn’t have much role in its construction,” Singh said.

        The Ghaziabad Development Authority (GDA) has appointed a firm to prepare a feasibility study and alignment report for the proposed extension of 10.3km Hindon elevated road to Noida. The report will be prepared at a cost of Rs 90 lakh and the firm is expected to submit the same within two months, officials said.

        GHAZIABAD: The Ghaziabad Development Authority (GDA) has appointed a firm to prepare a feasibility study and alignment report for the proposed extension of 10.3km Hindon elevated road to Noida. The report will be prepared at a cost of Rs 90 lakh and the firm is expected to submit the same within two months, officials said.

        “We had invited bids for preparing a feasibility and alignment report for the proposed extension of the Hindon elevated road. Kastha has been selected for the job and it will submit its report in two months’ time,” Santosh Rai, secretary, GDA, told TOI on Tuesday. “The firm is expected to draw a possible route along the Hindon canal right up to Noida’s Mahamaya flyover and also assess its feasibility. The study will cost GDA Rs 90 lakh,” he added.

        The proposal to connect Hindon elevated road with DND flyover came up for discussion in December last year as it was felt that if it would provide seamless flow of traffic from Delhi to the heart of Ghaziabad via Noida. The GDA had initially approached the NCR Planning Board to prepare a detailed project report (DPR), but the board sought feasibility and alignment report from GDA before taking up the DPR.

        “It was then we thought of hiring an external agency to prepare the feasibility and alignment report and for which we had invited firms. And out of three, one was selected,” said Rai. “After we get the report, it will be discussed in GDA board for its approval and for financing the project, we will have to bring Noida and Delhi on board because it is going to be beneficial for all three cities,” he added.

        The canal road stretch is about 6.5km from UP gate to DND flyover and if the extension plan fructifies, the length of the elevated road will increase to about 16km. And with unhindered traffic flow, commuters from Delhi will reach Raj Nagar Extension bypassing internal traffic in Noida and Ghaziabad in just 20 minutes.

        The elevated road, NCR’s longest flyover, that connects Raj Nagar Extension in Ghaziabad with NH-24 at Delhi border, was opened to traffic in March this year.

          What would the current resale purchase price for a golf facing view full 3BHK or a 2+study unit be in Panchsheel Wellington?

          Seems a wide range of quotes from brokers, with no real deals happening

          Sellers are being told no real buyers for a 3BHK, as people okay with 2+converted study option...buyers are being told no sellers for price desired.

          Meanwhile everyone says both NH24 work is progressing & shahberi-end connectivity is improving...yet rentals are going down over past 3 yrs, which seems to make more sense

            5 builders leave no space for landfill, projects sealed

            The Ghaziabad Development Authority (GDA) has sealed under-construction projects of five builders in the Crossings Republik area for failing to provide land for a waste-to-energy plant in Galand. According to an understanding under the integrated township scheme, developers are supposed to acquire nearly 32 acres of land for the purpose.

            GHAZIABAD: The Ghaziabad Development Authority (GDA) has sealed under-construction projects of five builders in the Crossings Republik area for failing to provide land for a waste-to-energy plant in Galand. According to an understanding under the integrated township scheme, developers are supposed to acquire nearly 32 acres of land for the purpose.

            Following NGT committee on solid waste management’s January 15 deadline to shift Pratap Vihar landfill site to Galand, GDA is under pressure to make land available to GMC. And the action against the builders seems to an attempt to exert pressure on them to deliver on their promises.

            “We have sealed under-construction projects of five builders in Crossings Republik after they violated the agreement made under integrated township scheme under which they were supposed to acquire land and hand it over to GDA for the waste-to-energy plant in Galand,” said development authority’s vice-chairperson Kanchan Verma.

            The builders whose projects have been sealed are Crossings Infra, Park Tower, Samag Constructions, Golf Link and Jaipuria Sunrise. “Even after repeated reminders, they failed to act eliciting action from GDA,” she added. A consortium of builders under the integrated township plan were supposed to acquire 35 acres of land and hand over to GDA. “Of which, 22 acres have been handed over to us while the remaining land with some builders is still pending,” said another GDA official.

            Under duress from GMC, Verma, in the meantime, said GDA has readied a back-up plan “to acquire the remaining land to meet NGT committee’s deadline. Even though we have sealed the projects of these builders, our problem is far from over as NGT committee’s January15 deadline is nearing. We will on our own acquire the remaining patch of land in Galand and hand over to GMC,” said Verma.

            Earlier, the municipal commissioner had written a letter to the GDA vice chairperson to expedite handover of land. “Till date, we have received only 19 acres of land which is insufficient for developing the waste-to-energy plant in Galand for which state government has already signed an agreement with a Netherlands-based company” said CP Singh, municipal commissioner, GMC.

            “In the view of the NGT committee’s deadline to stop duping waste at Pratap Vihar landfill site, it is all the more necessary for GDA to act now,” he added.

              Crossings residents stop trucks of GMC from dumping waste nearby

              The residents of Crossings Republik said dumping of waste at Dundehera will affect their health

              Ghaziabad: The Ghaziabad Municipal Corporation is in a fix over where to dump 1,000 tonnes of waste generated daily in the city. After protests in Noor Nagar and Vasundhara, residents of Crossings Republik have now stopped trucks of the GMC from dumping waste at the nearby Dundehera area.

              After the civic body was barred by a National Green Tribunal committee from dumping waste at Pratap Vihar, it has been exploring options at other places. But GMC trucks have been facing protests by residents in most of the areas. Though officials said the Dundehera landfill was a temporary arrangement, residents of Crossings Republik refused to allow any of the trucks.

              “For several days, we have been protesting the dumping of waste at Dundehera,” said Sanjay Jha, a resident. “The dumping site is close to the Crossings Republik township. The dumped waste is already affecting the health of residents and we will not allow GMC to turn it into another dumping site,” he added.

              On Sunday, scores of residents carried out a protest march to the dumping site and blocked GMC trucks carrying waste. “GMC had earlier earmarked 35 acres in Dundehera for developing it into a landfill, but the residents went to court and argued that it would affect the health of people living close to the dumping site. The court gave a decision in our favour,” said Ravi Agarwal, another resident. “Just when we thought the problem is over, GMC has again started dumping waste. We will not allow this,” he added.

              The GMC said it was a temporary arrangement until the waste treatment plant was set up in Galand. “We are left with few options to dump about 1,000 metric tonnes of civic waste that the city generates daily. Our designated landfill site at Galand is still not ready and we are facing opposition from locals. In that case, we can only exercise options available with us. After all, the five acres in Dundehera belongs to GMC,” the official added.

                Crossings Republik to get own fire station

                Ghaziabad: Crossings Republik may finally get a fire station of its own as the consortium of builders has earmarked land for the same.

                Though residents have been demanding a fire station since 2011, it picked up steam two years back but the consortium refused to part with land. Now, with the intervention of the district magistrate, the issue has been resolved. The fire department, however, says it will take at least an year to operationalise the fire station.

                Crossings Republik is dotted with 28 highrise apartments which house about 30,000 families. There is not a single fire station in the township, the nearest being in Kotwali area which is a good 10km away.

                “We’ve handed over 2,500 sq m of land adjacent to the police post. But when we went to Ghaziabad Development Authority to submit the proposal, we were told that the project will need to make amendments in the layout plan, which will be done only in the development body’s board meeting,” said Manoj Gaur, director, Crossings Infrastructure Private Limited (CIPL).

                GDA said it has approved the land but rejected the layout plan. “It was rejected on technical grounds and we have asked them to bring the layout plan afresh,” said an official.
                However, chief fire officer of Ghaziabad, Sunil Kumar Singh, said though the land has been provided, but it will require sanction from the state government. “Apart from the approval, the government will have to release money for the same and it will take time. In all probability, the fire station in the township will be operational only by next year,” he said.

                Residents are now more or less happy. “Since 2011, we have been demanding a fire station, given the vulnerability of the township in case of a fire, but we had to run from one department to the other. Finally, after the intervention of district magistrate Ritu Maheshwari and Ghaziabad Development Authority vice chairperson, the Crossings Infrastructure Private Limited (CIPL) parted away with 2,500 sq m of land,” said Alok Kumar, president of Fed AOA.

                Crossings Republik is Uttar Pradesh’s first township under the Integrated Township Scheme that came up in 2005. A consortium of builders under CIPL developed the township, and as per rule, 70% of the land was acquired by the builders while the remaining by the government agencies.

                “The builders found enough land for building highrises, but never bothered about building civic infrastructure and the problem is the result of this mind set. Even after so many years, we are still waiting for a fire station,” said Kumar, the Fed AOA president.

                  GHAZIABAD: Twenty two out of 31 group housing societies in Crossings Republik are yet to get completion certificates from the Ghaziabad Development Authority (GDA).

                  The agency has issued notices to builders warning it would cancel their map approvals if they do not apply for the certificate within a month. The notice states that it is against the rules to hand over flats to residents in the absence of completion certificates.

                  Sushil Kumar Chaubey, GDA officer on special duty, said, “In case the builders do not respond to our notice, action will be taken against them under relevant sections of the Uttar Pradesh Urban Planning and Development Act.”

                  According to a GDA report, out of 31 group societies in Crossings Republik, 24 have formed the Apartment Owners’ Association (AOA), but only two have been handed over the maintenance by the builders. The developers have also been directed to help in the formation of the AOAs.

                  Under the UP Urban Planning and Development Act, builders are required to complete the development according to the approved plan and obtain a completion certificate from the authority to show that they have not violated any rules or diverted from the layout approved by GDA.

                  Before applying for the completion certificate, the developers have to ensure that proper space for road construction and green belt has been made in accordance with the master plan.

                  The builders also have to obtain no-objection certificates from the fire department, electricity department, UP Pollution Control Board for the fire safety arrangements, lifts and environmental clearance, respectively.

                  Besides providing proper arrangements for parks, community centres and parking, among other amenities, builders are also required to comply with solid waste management rules, installation of sewage treatment plant and rainwater harvesting system.

                  Taurn Chauhan, the president of Crossings Republik Owners and Members Association, said, “It has been our long-pending demand from the developers. Even GDA had not paid heed to this. Without completion certificate, we are treated as illegal occupants. Several societies are facing issues related to malfunctioning lifts and poor structural maintenance.”
