  • कोर्ट से किसान को मिला स्थगनादेश


    यमुना एक्सप्रेस-वे के गांव जगनपुर अफजलपुर के चार किसानों को हाईकोर्ट से राहत मिली है। जमीन अधिग्रहण के बाद पूरा मुआवजा न मिलने पर किसान कोर्ट में गए थे। कोर्ट ने किसानों के पक्ष में फैसला करते हुए प्राधिकरण को गांव के गाटा संख्या 61 म में निर्माण कार्य बंद करने का निर्देश दिया है।
    गांव जगनपुर अफजलपुर में यमुना एक्सप्रेस-वे प्राधिकरण ने जमीन अधिग्रहण किया था। भूमि के खसरा नंबर 192 व गाटा संख्या 61 म का भी प्राधिकरण ने अधिग्रहण कर लिया। किसान जब मुआवजा लेने गया तो पता चला कि उसका रकबा सीओ चकबंदी ने कम कर दिया। उसने सीओ चकबंदी के निर्णय के खिलाफ डीडीसी गौतमबुद्धनगर के यहां वाद दायर किया। किसान को वहां से भी राहत नहीं मिली। डीडीसी के निर्णय के खिलाफ पीड़ित ने हाईकोर्ट में वाद दायर किया। आठ जुलाई को हाईकोर्ट ने याचिका पर सुनवाई करने के बाद प्राधिकरण को गाटा संख्या 61 म पर निर्माण कार्य रोकने का निर्देश दिया।

    I'm just another salaried person who has spent more than 3 years searching for a decent property within my budget. I did not go for NE as I wanted 'ready to move' property.

    शाहबेरी और पतवाड़ी में जमीन अधिग्रहण रद्द होने के बाद सीएम के पैतृक गांव बादलपुर के 140 किसान भी जमीन अधिग्रहण के खिलाफ हाई कोर्ट में याचिका दायर करने के लिए गुरुवार को रवाना हो गए। किसानों का आरोप है कि जो किसान हाई कोर्ट के लिए रवाना हो गए हैं, उनके घरों की बिजली व पानी की सप्लाई काट दी गई है। वहीं साकीपुर गांव में तीन गांवों के किसानों ने गुरुवार को पंचायत करके होई कोर्ट में याचिका दायर करने का फैसला किया है। अगर साकीपुर, बिरौडी व जैतपुर के किसानों की याचिका पर हाई कोर्ट ने फैसला दे दिया तो शहर के आवासीय सेक्टर डेल्टा वन, टू व थ्री के अलावा, ईटा, जीटा व कई बिल्डरों के प्रोजेक्ट खतरे में पड़ जाएंगे।

    बादलपुर गांव के उप प्रधान चाहत सिंह ने बताया कि किसानों के साथ अथॉरिटी सौतेला व्यवहार कर रही है। किसानों का आरोप है कि अथॉरिटी ने बीएसपी के नेता की जमीन जीटी रोड पर अधिग्रहण से मुक्त कर दी और जमीन के सामने से 60 मीटर चौड़ी रोड भी बना दी। उन्होंने बताया कि किसानों ने अथॉरिटी को एक सप्ताह पहले इससे अवगत करा दिया था। इसके बाद भी अथॉरिटी ने किसानों की समस्या का समाधान नहीं किया। बादलपुर के किसानों को अब मजबूरी में हाई कोर्ट का दरवाजा खटखटाना पड़ रहा है।

  • Buyers hope against hope


    The Noida Extension dream - which was floated to support a global slowdown-hit real estate sector three years ago - has crashed, creating a never-before crisis for homebuyers. In 2008, the economic crisis forced realtors to shut shop. The government came up with a plan - affordable
    housing. Those unable to own a house of their own saw possibilities. A nondescript cluster of villages across the Hindon was chosen and a term "Noida Extension" coined to woo buyers. Greater Noida was still a no-no.

    Now Noida Extension is a no-go zone. Court orders have quashed land acquisition in several villages, leaving thousands of homebuyers in the lurch. The Allahabad High Court will decide on the fate of rest of Noida Extension villages on July 26. There is no relocation plan. Refunds are hard to come by. Home loan EMIs are driving buyers crazy. "Even if there are refunds, we will not be able to buy houses elsewhere because of price difference. Any new deal between farmers and the authority will mean costlier land and the burden will be passed on to the end user," said Prashant Garg, a buyer.

    The mandate of the project was to provide the middle-class buyer his dream two-bedroom house Rs15 lakh against the existing rate of Rs25 lakh. "Land acquisition was done for industrial development. The authority used the urgency clause. It also changed, in many cases, the land use to residential and allotted plots to builders. The floor area ratio or FAR (controlling bulkiness of a building) was increased to ensure delivery of maximum units," said an official, now transferred from Noida.

    Changes were also made in the allotment policy - builders were allowed to start contraction after payment of only 10% of the land cost. Earlier, they needed to pay 30% of the land cost before they could start construction. In no time, Noida Extension left Noida and Greater Noida behind in terms of buyers' interest because of its affordability and location. Air became thick with dust. Trucks ferried construction material day in and day out. The number of property agents grew by the hundreds. Hoardings of celebrities endorsing housing projects swarmed the belt. Plus, there were text messages and FM radio.

    But things have completely changed. With farmers reclaiming their land, sites are looking deserted. There is no client walk-ins. Bookings have stopped completely.

    So when did the trouble begin? "Farmers basically wanted their abadi land should not be acquired. The officials did not listen. Even developed land plots - promised prior to acquisition - were hard to come by. This allowed farmers to be organised and a cycle of protests began, which finally led to groups moving court," said Roopesh Verma, a farmer leader. Plus, there were issues of lower compensation, urgency clause and land use change.
    There is little hope for revival of Noida Extension dream. "Many court orders have quashed land acquisition. More verdicts are likely on July 26. All land in Greater Noida has been acquired using the urgency clause of Land Acquisition Act - something held illegal by the court and used as a ground to quash the acquisition in Shahberi and Patwari," Verma said.

  • Crores spent go down the drain; who will pay the price?

    Builders had planned 2.5 lakh houses in Noida extension. Considering the average cost of a house (Rs20 lakh), the idea was to rake in Rs50,000 crore. Nearly 1,00,000 flats worth Rs20,000 crore have been booked. Half of these sold units were funded through home loans. Though banks sanctioned home loans worth Rs10,000 crore but, luckily, disbursed only Rs1,000 crore to buyers who have booked flats in Noida Extension, as most buyers had opted for construction-linked payments.


    Those buyers who did not opt for home loans have been a little slow in payment and paid about Rs500 crore. With banks stopping funds and buyers asking for refund, these are tough times for builders too.

    Builders have invested Rs10,000 in their projects. They have paid Rs5,000 crore to the authority as installments for the land allotted. The authority had allotted 3,000 hectares of land to more than 60 builders for Rs30,000 crore to be paid in installments. Builders have already carried out construction worth Rs2,500 crore.

    The authority has spent Rs4,000 crore in terms of development of Noida Extension and compensation to farmers in Noida Extension villages. Now, the authority may have to return builders' money plus Rs400 crore to 3,000 allottees whose plots have been scrapped in the Patwari judgment.
    The authority will find it difficult to bail itself out by taking bank loans. Banks give loans on the basis of land the authority has. Land parcels are slipping out of the authority's hand. It already has taken loans worth Rs4,000 crore.

    Realise That Investments Safe Only If Township & Developers Survive


    Noida: The past fortnight not only knocked down the dreams of 26,000 homebuyers under the twin blows of Sahberi and Patwari verdicts,but also seems set to change the course of the buyers struggle.

    So far,buyers had been uniting under small projectspecific associations to demand refunds or adjustment in alternative housing projects from their builders.But with scores of farmers petitions pending before Allahabad High Court,and the fate of entire Noida Extension uncertain placing the investments of some 3.5 lakh middle-income buyers in jeopardy the realization that it is important to ensure the survival of Noida Extension first for safeguarding individual investments is slowly sinking in.

    The buyers movement,therefore,seems to be headed towards greater unity of purpose amongst the multiple small associations.It is extremely important that project-specific groups coalesce.Today,the future of entire Noida Extension is at stake, said engineer Ravi Garg,member of a 150-strong group of buyers who have booked houses in various categories with Panchsheel group.

    Highlighting the practical problems faced by small groups,Ravikant Pandey,who had booked a flat with Mahagun Mywoods and is now part of a 250-member association,said,It is difficult for all to come together on a single consolidated platform because most of the members are from the service class and do not have the time or the means to contact each other.

    In contrast,Noida Extension Flat Buyers Welfare Association (NEFBWA),which claims to have 3,000 registered members,is in Allahabad to move the high court to hear the stand of buyers.For the last two days,we have been filing applications to be impleaded in the high court on the basis of writs filed by different villages in Noida Extension, said secretary of NEFBWA,GL Sagar.We have filed six applications till now and hope to file 20 more by tomorrow, Sagar told TOI.

    Buyers have also softened their stand against builders realizing that the continuing reverses in court could drive them to bankruptcy,in turn wiping out buyers investments.

    At the end of the day,I fear,it would be the buyers,along with the builders,who would be left in the lurch, said Abhay Shukla,whose dream house in Nirala Estate came crashing down with the Patwari verdict.Villagers who are holding all Noida Extension projects to ransom should clearly state the rates at which they want to sell their lands, said Shukla.

    Many flat buyers are of the opinion that builders and buyers should form a joint forum because both are at the receiving end of court verdicts on Noida Extension.

    At the end of the day,the interests of builders and buyers converge.Builders want to sell houses,and buyers want to buy those houses, said Abhinav Singh,who has bought a house in Amrapalis La Residentia project in Patwari village.

    उन्होंने बताया कि एक्सटेंशन क्षेत्र ग्रेटर नोएडा प्राधिकरण के क्षेत्र में ही आता है। नोएडा के नजदीक होने के चलते नोएडा एक्सटेंशन के नाम से गलत प्रचार किया जा रहा है। भले ही एक्सटेंशन के बारे दुविधा बनी हुई है और कोर्ट के फैसले किसानों के पक्ष में आ रहे हैं। लेकिन प्राधिकरण रास्ता खोजने में जुटा है। अभी प्राधिकरण के पास फेस-२ की पूरी जमीन है और अधिग्रहण का अधिकार प्राधिकरण को है। कोर्ट के निर्देश और जमीन अधिग्रहण की नई नीति के मुताबिक किसानों से जमीन लेने का अभी विकल्प खुला हुआ है। मौजूदा समय में ग्रेटर नोएडा फेस-वन का विकास चल रहा है। जिसमें ११३ गांवों में ३६ हजार हेक्टेयर जमीन पर विभिन्न योजनाएं लाई जा रही हैं। अभी भी एक दर्जन से ज्यादा गांवों की जमीन अधिग्रहीत की जानी है। इसके अलावा ग्रेटर नोएडा फेस-२ में १८८ गांव हैं, जो गाजियाबाद और बुलंदशहर की सीमा तक फैले हुए हैं। कुल जमीन ५५ हजार हेक्टेयर है। इसलिए निवेशकों और आवंटियों को ज्यादा चिंता नहीं करनी चाहिए। ग्रेटर नोएडा फेस वन से फेस दो में दूनी जमीन है। योजना के बारे में बताया कि फेस वन को फेस दो से जोड़ने के लिए ६० मीटर से लेकर १०५ मीटर के छह हाईवे का निर्माण किया जा रहा है। दादरी, दनकौर का निर्माण काफी हो चुका है और अन्य के लिए जमीन अधिग्रहण का काम चल रहा है। सभी हाइवे अपर गंगा कैनाल एक्सप्रेसवे से जोड़े जाएंगे। फेस दो के बीच पैरिफेरल हाइवे का भी निर्माण चल रहा है, जो एनसीआर के शहरों को जोड़ेगा।

  • Indeed excellent post based on real facts and not on incorrect assumption of so called poor farmers. I have presented similar facts in my other posts. In the whole drama, it's buyer and landless labourers who are suffering the most and not being paid any attention at all.

    In addition, we all know how poor landless labourers are treated by land owners of this belt of U.P. They are treated no better than a dog. Abused, bitten, humiliated always.

    The fortune of this UP belt of so called poor, innocent farmers have actually changed drastically merely because of land acquisition though done through urgency clause or for wtsoever reason. They have gone from rags to riches who have all the luxuries. Ofcourse, there may be some exception where people have suffered but that would be only because they did not make wise investment. If they had been really intersted in farming, they could have puchased double the land from the compensation money at some distance(Many of the farmers have done that after spending money on other things like building homes, marriages, cars etc.).

    I understand everybody has a greed to get more but atleast do not support the greed at the cost of others and by using words like "poor, innocent".

    Reposting for the benefit of a larger audience. Hope this is not against Forum Rules.

    Everyone, it seems, is talking about the plight of "poor" farmers; be it the court, the politicians (all of them) or the media and even the bystanders (common folk who have not invested in Noida Extension). But are they really poor?? Isn't everyone misinterpreting the term Farmer. Our rural population of "Farmers" can broadly be divided between two categories Landowners which at best constitute 5% of India's rural population and Landless Labourers which make up the rest. The petitioners in the NE case are Landowners and not Landless Labourers. Everyone speaking on this issue needs to differentiate between the two.

    For the sake of argument, lets set aside all other parties directly or indirectly related to or involved in this dispute (GNIDA, Builders, Buyers, BMW, Govt, Courts, Politicians) and talk a bit about these "poor" farmers.

    Lets take the case of Mr. F the "poor" farmer who owns about 50 Acres of land.

    In India the average net profit per acre per crop cycle works out to around Rs. 20,000; so if Mr. F does 3 crops a year (as their lawyer has claimed in the court) he pockets a cool Rs. 30,00,000 every year as net profit. Lets be generous and give Mr F some relaxation, let us for the sake of argument give him a 50% discount and assume that he earns only Rs. 15,00,000 per year. Obviously Mr F, being a farmer, does not pay any taxes. Taxes which help the Govt provide water, electricity, healthcare, education, security, law and order, etc etc etc. (And let us also forget the quality of these services for the time being, as its a much wider subject with a much wider impact). He does not pay any property tax either nor any sales tax.

    Taxes are to be paid by the salaried class, the traders, the businessman, etc. For heaven's sake even the members of armed forces pay Income Tax, they are exempted from tax only if they are getting Disability Pension; but not "poor" Mr. F.

    And since Mr. F is so poor, he is provided loans at 'subsidized' rates. Loans which are written off by the political party in power as and when needed by the political party, depending on their analysis of the forthcoming elections. Mr F buys fertilizers at 'subsidized' rates. Even seeds are made available to him at 'subsidized' rates. The diesel which goes into his tracter and pumps and generators is also sold at 'subsidised' rates. Mr. F also gets electricity at 'subsidized' rates.

    Mr F hires Landless Labourers to work on his land during harvest season at the rate of Rs. 60 to 75 per day. Agriculture being an unorganized/unregulated sector, Mr. F does not have to pay any wages to his workers during off season. Mr. F does not pay or provide any employment related social benefits like PF, Gratuity, ESI, etc to any of his workers which is mandatory for Businessmen/traders in the organised sector. When his workers fall sick, they go to Govt run hospitals and seek additional income to sustain themselves under Govt funded schemes like NREGA. Effectively all these social benefits for Mr. F are once again subsidized.

    To summarise, "poor" Mr. F earns Rs. 15,00,000 per year on the back of a series of 'subsidies'. "Subsidies" which are funded at tax payers expense. Almost every buyer in NE belonged to this group of Tax Payers who had been working really hard all these years so that "poor" Mr. F could continue earning a six figure sum every month.

    Now lets take the case of Mr. M belonging to the typical Middle Class, who earns Rs. 3,00,000 per year, pays all the taxes to fund the 'subsidies' provided to Mr. F. So far properties in NCR which used to cost anything upward of Rs. 40,00,000 were beyond his limit and he had to continue living in rented accomodations.

    NE came as a surprise blessing for Mr. M and thousands of Middle Class house holds as it was at a cost ranging from 10 lacs to 25 lacs.

    Now thanks to the Greed of Mr. F, the dream of Mr. M to own a house of his own has gone for a toss. Worse still is the fact that the down payments made by him till date are gone as well, at least for the next few months.

    The question I want to ask is, has justice actually been served by the honorable Supreme Court and honorable High Court. The lawyer representing the Landowners (I wont use the term Farmer which would also include Landless Labourers) said 1600 families would be affected by the 20th July judgement of the Allahabad High Court. But he did not mention how many of these 1600 families are actual landowners and how many are landless labourers, because as far landless labourers are concerned their plight is worse than that of the Middle class. And these labourers had lost their livelihood the day GNIDA took over the land in these villages. This judgement will bring no relief or benefit to them. They will continue being treated just as a statistic; nothing more, nothing less.

    The landowners on the other hand are the only ones who will benefit from this decision. Govt had bought their land for few hundred crore rupees and then invested few thousand crores on infrastructure to make the area fit for residential/commercial use. Lets not ignore the most basic fact, which is- the cost of this land has gone up from Rs. 850 per sq mtr to 12-14,000 sq mtr after the Govt spent or promised to spend few thousand crores of, Tax Payers money, on developing infrastructure in the region. Without basic infrastructure like roads, water, electricity, schools, hospitals, markets, etc who would pay 12000 per sq mtr for undeveloped agricultural land.

    And now that the Govt has spent Tax Payers money on developing the infrastructure the Landowners want more money. And our Courts have generously agreed to their plea and denotified the land. Dreams, hopes, aspirations and most importantly money of thousands of Tax Payers has been put on the back-burners so that few hundred landowners were not happy with few hundred crores which was given to them 3-4 years ago and wanted few hundred crores extra.

    Builders have been making money so far and they will continue making money. A loss in 1 or 2 projects will not affect them as they are simultaneous working on dozens. Plus they always set up separate limited liability companies for each project; worst case scenario they will file for liquidation of their SPV created for their project in NE. Their other projects will continue without any troubles.

    As far as politicians are concerned they are interested in UP only till the Assembly Elections. Politicians as a whole will start focusing on 2014 General Elections by this time next year and UP will no longer be of any concern to them.

    The Officials of GNIDA will, in a worst case scenario, get transferred.

    Media will find some new hot story / scam to follow.

    The Landless Labourers, who lost their livelihoods 3 years ago, and the Middle class which had invested in NE projects will lick their wounds, say a few cuss words and get on with their daily struggle for survival. They never had a voice and they never will. Their concerns or needs were never important and they never will be. They will continue living the same life of obscurity that they have been living so far, nothing has changed in 65 years and nothing will.

    After all this is India. Chalta hai Yaar.

    नोएडा एक्सटेंशन एरिया में रोजा याकुबपुर गांव के मामले पर इलाहाबाद हाई कोर्ट ने 26 जुलाई तक सुनवाई टाल दी। इस गांव की करीब 460 हेक्टेयर जमीन के अधिग्रहण के खिलाफ दायर की गई याचिका पर बुधवार को सुनवाई होनी थी। बिसरख , इटैडा , देवला , हैबतपुर , बादौली , घंघोला आदि गांवों के किसानों की याचिका पर भी गुरुवार को सुनवाई होनी थी , लेकिन याचिकाकर्ताओं के वकील पंकज दूबे के मुताबिक कोर्ट सभी संबंधित मामलों की सुनवाई एक साथ 26 जुलाई को करेगा। वहीं दूसरी ओर , कोर्ट के फैसले का असर अब नोएडा तक पहुंच गया है। बुधवार को सौहरखा , सर्फाबाद , सालारपुर , ककराला , भूड़ा , बरौला आदि गांव के किसान सुबह से धरने पर बैठ गए हैं। इस गांव की जमीन के इलाके में सेक्टर- 74 , 75 , 76 , 77 , 78 , 79 , 115 और 117 में बड़ी संख्या में प्राइवेट बिल्डर फ्लैट बना रहे हैं।

    बुधवार को रोजा याकुबपुर और आस-पास के गांवों के किसान हाईकोर्ट का फैसला आने के इंतजार में प्रधान की चौपाल पर सुबह से जमा हो गए थे। खुशी मनाने के लिए किसानों ने मिठाई , ढोल नगाडे़ बजाने के लिए पूरा इंतजाम कर लिया था। सुनवाई टाले जाने की खबर सुनने के बाद किसान लौट गए।

    इलाहाबाद हाई कोर्ट ने मंगलवार को पतवाड़ी में 589 हेक्टेयर जमीन का अधिग्रहण रद्द कर दिया था। पतवाड़ी गांव के करीब 83 पर्सेंट किसानों ने मुआवजा उठा लिया है। ग्रेटर नोएडा अथॉरिटी यह मान रही थी कि जिस गांव में 80 पर्सेंट से अधिक किसानों ने मुआवजा उठा लिया है , वहां खतरे की बात नहीं है। लेकिन इलाहाबाद हाई कोर्ट के निर्णय से अथॉरिटी के इस मंसूबे को झटका लगा है। इस निर्णय से करीब एक दर्जन प्रोजेक्ट प्रभावित हुए हैं। इनमें रेजिडेंशल के अलावा इंस्टिट्यूशनल और कमर्शल प्रोजेक्ट भी शामिल हैं।

    पहले शाहबेरी , फिर पतवाड़ी में जमीन अधिग्रहण खारिज करने के कोर्ट के निर्णय से ग्रेटर नोएडा के प्रॉपर्टी मार्केट को भारी झटका लगा है। निवेशक न आने से प्रॉपर्टी मार्केट से जुड़े लोगों को पसीने छूट रहे हैं।

    किसानों के धरने प्रदर्शन के चलते ज्यादातर साइटों पर काम रुका रहा। हालांकि , किसानों का पहले दिन का धरना प्रदर्शन शांतिपूर्ण रहा लेकिन बिल्डर भयभीत थे। शाम को घबराए बिल्डरों के प्रतिनिधि मंडल ने अथॉरिटी के चेयरमैन से मुलाकात कर मदद की मांग की। धरने को शांत कराने गए अथॉरिटी के ओएसडी अजय श्रीवास्तव की बात मानने से किसानों ने इनकार कर उन्हें बैरंग लौटा दिया।

    मंगलवार को पतवाड़ी में 589 हेक्टेयर जमीन अधिग्रहण रद्द करने के हाई कोर्ट के निर्णय के बाद बुधवार को ग्रेटर नोएडा अथॉरिटी में दिनभर निवेशकों का तांता लगा रहा।

    निवेशकों को अथॉरिटी के अफसरों ने यह आश्वासन दिया है कि इस निर्णय के खिलाफ हाई कोर्ट में रिव्यू पिटिशन दायर होगी। सुप्रीम कोर्ट में स्पेशल लीव पिटिशन (एसएलपी) भी दायर करने का विकल्प खुला है।

  • Noida Extn flat buyers move Allahabad HC

    The Noida Extension Flat Buyers Welfare Association has filed a petition in Allahabad High Court seeking to implead them as a party in the petitions challenging land acquisition in Gautam Bhudh Nagar.

    People who purchased flats in Noida extension have formed an association and approached the High Court to take into account their interests as well. The petitioner association has appealed to the High Court to ensure that the interests of the investors who have invested their hard earned money in the real estate projects should not suffer.

    Allahabad High Court Thursday after hearing the plea of the Flat Buyers Association adjourned the petitions filed by farmers of Haibatpur, Bisrakh jalapur, Roza Yakubpur village, challenging the acquisition of land in Noida extension.

    In a related matter the division bench comprising Justices Amitava Lala and Ashok Kumar Srivastava directed to prepare a list of pending challenges mentioning the date of notification, and date of acquisition of all the related matters.

    Allahabad High Court has listed the case of land acquisition of Dadri district’s Ghodi Bachedi village on July 26 alongwith other petitions challenging land acquisition in the area. Petitioners - the farmers of Ghodi Bhacheri village from Dadri had approached the court challenging land acquisition by government by relying on urgency clause to do industrial development, but no such development ever took place, claimed the petitioners.

    Petitioner stated that land was acquired from them for industrial development so that villages can get employment. However, even though the land was acquired in the year 2005-06 for industrial development, no development took place so far.

    Now-a-days, undeserving people with jugad or pretty gals without any talent become journalists. True journalist can not survive in present media environement. Everybody is under pressure to expose some breaking news and if breaking news is not available, then they are compelled to create one.

    Just recall how news was telecast after the shahberi verdict.

    I myself watched news channels telecasting totally incorrect facts. After the shahberi verdict, all projects such as Stellar jeevan, Earth Towne, Patel Town, Golf Homes were shown as affected projects. Mr. Anil Sharma, CMD, Amrapali, kept saying only smart city is affected but they continued flashing all the projects as affected one.

    Status of journalism especially broadcasting has touched all time low.

    Even SC did not bother to consider ground realities. If one reviews the historical background of Noida and Greater Noida, then he will come to know that entire noida and greater noida was developed in the similar manner. If authories (NA, GNA), had not been established, then land of the area which has turned gold would still be selling cheap.

    I stay in dilshad garden. MIG costs here 50-55 lakhs. At some distance away (1-2) from dilshad garden, there is a place called DLF. Metro is only 2 kms away from DLF, but still you can find MIG in this area for 17 lakhs. Only because area has not been developed in the planned manner. Entire area is divided into plots of 100-200 yards which are sold to private builders and private builders are constructing 3 stories and selling them. Roads are poor, electricity supply is poor, no green area, no common park and the entire area has become like a cluster.

    NA and GNA officials are no doubt corrupt but at the same time, one must not forget that both the authorites have developed both the area in really planned manner and maintaining the area really well.

    One more thing that I have been hearing for so many days is that GNA acquired the land from farmers and sold it to builders at10 times more of the price they gave to farmers. It is not true. The money that authority gets from builders by alloting the land are accounted money. If it had been true, audit of accounts would have unearthed the scam.


    Authority officials do not make money by selling the land at 10 times more price to builders.

    In Patwari, only 15% land was allotted to builders, 15% for residential plot scheme launched by GAN, some 20% for IT parks and 50% land was kept for roads, parks and other public services.

    Besides, builders paid only 5% premium and they were supposed to pay rest of the payment in 10 years.

    How authority officials and govt. makes money?- Govt. and authority officals make money through builders who pay under the table to get preference in land allotment and also to avoid hurdles that may be caused by authority officials in clearing the files at variouis level.

    Authorities officials also make money by harassing farmers in giving compensation money, in settling their abadi land disputes and land lease back. In fact, in my opinion, farmers' real grivances should be delay in getting compensation money, delay in settling abadi and lease back issues which are their genuine and justified demands and for which they have been harrased by authority officials.

    As per some of legal experts (in news)... rest of area will also be impacted with same decision..

    In this case... there was no land use changed from industrial to residential... all farmers have taken money....but still HC has given verdict against authority.
