पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    A decision on the Noida Extension land row that has halted the construction of more than 2 lakh flats for several months could well be on the cards. The NCR planning board meets on March 26. The board has not been able to clear Greater Noida’s master plan and, as a result, housing projects remain halted. The next day, on March 27, the Allahabad HC is likely to hear a petition filed by the Greater Noida authority, seeking resumption of projects even without the approval of the NCR board.

    “We’re hoping for the best. But in case our master plan is not cleared by the NCR board, we will have the hope of a court relief,” said a senior official of the Greater Noida authority.

    Abhishek Kumar of the Noida Extension Flat Owners and Members Association said, “We will visit the board office in Delhi to explain our plight and put pressure on officials for early approval. We have approached the planning board. We expect an early approval,” said PC Gupta, deputy chief executive officer of the Greater Noida authority.

    NOIDA: Homebuyers of Noida Extension are losing hope as chances seem slim regarding approval of the Greater Noida Authority Master Plan 2021 by the NCR Planning Board anytime soon so that construction of projects can resume. While the planning board has confirmed that its next meeting is on March 22, an RTI has revealed that it would take a minimum of 2-3 months for the plan to be approved.

    "The board has also said that the Master Plan has to be approved by the planning committee before it is taken up for discussion," said Abhishek Kumar, a homebuyer who had filed the RTI.

    The board has brushed aside speculations that it will give a green signal to the Master Plan in its next meeting. "The reports are concocted and false. Also, our meeting is scheduled on March 22 and not March 26. It is yet to be decided whether the Master Plan issue would be on the agenda," said an official of the planning board.

    All hopes of homebuyers are now fixed on the Allahabad High Court that would hear the petition filed by Noida Extension Flat Buyers' Welfare Association to impose a time-bound deadline on the planning board for giving its sanctions to the Master Plan.

    "Our petition has been accepted by the Allahabad High Court and the next date of hearing is March 27. Our hopes are hinged on the court taking cognizance of the fact that the NCRPB is dragging its feet over the issue," said GL Sagar, secretary of the buyers' association.

    The Allahabad High Court, in its judgment of October 21, 2011, had directed the Greater Noida Authority to implement suggestions and recommendations of the planning board into its Master Plan 2021 before resuming construction activities in the region.

  • Buyers cry foul as flat allotments cancelled


    NOIDA: Even though builders had promised homebuyers in Noida Extension that they would not be affected by the land row, many of them have started getting cancellation letters of their allotted flats. Earlier, only small builders had sent such letters to buyers, but now it seems even the major developers have joined in.

    A large number of buyers, who claim that they had been given allotment letters for flats after paying 10% of the basic sale price, have now been allegedly handed cancellation letters without any notice. Builders, on the other hand, claim that only those allotments have been cancelled in which payments were not made as per conditions, apart from those who defaulted on payments before the land dispute broke out.

    "I was allotted a flat after paying 10% of the basic sale price a few weeks before the land row started," said Mahesh Jha, who booked a 2BHK flat in Ecovillage-II. "No demand letter for further payments was issued. Suddenly, in the first week of March, I was issued a cancellation letter," added Jha.

    Such letters have been issued only to those buyers who had booked flats by paying 10% or less of the total price before the land acquisition row broke out. Buyers allege that developers have cancelled their bookings on flimsy grounds. "The builder says that we had not made the payment on the total cost of the flat," said Dr Gyanesh Sharma, a Ghaziabad-based homoeopath, who has booked a 2BHK flat in Ecovillage-I.

    The total cost of a flat is calculated by adding placement-location charges, parking charges and other costs to the basic sale price. The total cost is a few thousand rupees higher than the basic sale price.

    After the land acquisition row broke out, there were instances when small developers, who were not CREDAI members, had handed out demand letters to homebuyers asking them to cough up pending instalments or face cancellation of flats. However, this is the first instance that a major developer has handed out cancellation letters to existing homebuyers.

    Developers, meanwhile, say that cancellation letters have been issued only to those who have not paid as per conditions of the sale agreement. "We issued cancellation letters only to those who booked flats by paying a part of the booking amount," said RK Arora, MD of Supertech. "Moreover, buyers who defaulted on payments before the land row broke out have been issued cancellation letters. We sent regular reminders to them and records have been maintained. Cancellation letters have not been issued to any customer whose payment is up-to-date and has been made as per the terms and conditions," said Arora.

  • FARMER FURY THREATENS TO DISRUPT NH-91 PROJECT

    Farmers at Dadri in Greater Noida have threatened to disrupt a national highway project.

    They are not ready to part with their land needed to build a bypass for the 405-km-long NH-91, which branches out from NH-24 in Ghaziabad and goes up to Kanpur. Despite the highway being a public good project, farmers want rehabilitation benefits as announced in the real estate hub of Noida Extension.

    The National Highway Authority of India (NHAI) is widening a 116-km stretch of NH-91 from Gautam Budh Nagar to Aliragh on a PPP model at the cost of R1,750 crore.

    The developer will bear the cost and charge toll till 2032.
    Because of populated areas coming in the way of widening, the NHAI is building six bypass roads in as many towns, including Dadri.

    Officials admit if there is a problem at Dadri, the entire highway project will be affected. On Tuesday, farmers created ruckus at the Collectorate, submitted a memorandum to the district magistrate and sought a public hearing. Farmers alleged their `abadi' land was being acquired in the name of farmland.

    The Dadri bypass will be 8.15km long and have four lanes.
    The project has to be completed by August 2013. The construction company has begun the process of road building.

    The district administration started the process of acquisition of 480 hectares of land in 17 villages last year.

    Some farmers took compensation. But after the Bhatta antiland acquisition agitation, farmers in Dadri are up in arms, seeking greater price for their land.

    “Since the area falls under Greater Noida, the authority should acquire land and give it to the NHAI,“ said farmer leader Roopesh Verma.
