पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    उद्योगों के लिए गैर उपजाऊ जमीन का ही अधिग्रहण होगा। साथ ही किसानों को जमीन की कीमत के साथ-साथ परिवार के एक युवक को नौकरी और बुजुर्ग को आजीवन पेंशन का भी प्रावधान है। इस संबंध में शासन ने प्रदेश के सभी विकास प्राधिकरण, आवास विकास परिषद, औद्योगिक विकास विभाग से सुझाव मांगे हैं। विशेष सचिव उत्तरप्रदेश ने इस आशय का पत्र भेजा है। इस नीति का उद्देश्य ग्रेटर नोएडा एवं कचरी जैसे हालात से बचना है।


    इस नीति में एक प्रावधान ये भी प्रस्तावित है कि यदि तीन वर्ष में जिस उपयोग के लिए जमीन ली गई है वह काम शुरू नहीं किया गया तो जमीन का अधिग्रहण रद्द हो जाएगा। यानी जमीन लौटानी होगी।

    BJP members in Rajya Sabha today said the controversy over construction of residential apartments in Noida Extension on Delhi's outskirts has not been resolved due to "red-tapism".

    Raising the issue during Zero Hour, Mukhtar Abbas Naqvi (BJP) said 10 lakh people, who have booked homes there, were left in the lurch.

    He said dreams of about 10 lakh people who booked houses by investing their entire lifetime savings have crashed and they are now demonstrating at Jantar Mantar here for justice.


    The prevailing red-tapism in Central government, preventing it to come out with a solution, has also rendered lakhs of construction workers jobless and they are on the verge of starvation, he said.

    "The National Capital Region Planning Board entrusted with the task of deciding on the issue has failed to come out with a master plan," he said.

    As regards compensation to farmers whose land was acquired, they are yet to get justice even as the High Court has come out with a solution. "It was decided to give 64 per cent compensation to farmers but they are yet to get it," he said.

    Naqvi demanded that the minister concerned should direct the NCR Planning Board to immediately solve the issue and implement the master plan which is gathering dust in files.

    Members from BJP and CPI-M supported Naqvi.

    Last year, the Allahabad High Court, while staying construction activity, had directed Greater Noida Authority that construction activity will begin after NCR Planning Board's approval of the Master Plan 2021. However, the approval is still pending. PTI NAM AMR

    According to senior state government officials, the main suggestion of NCRPB pertained to the available land and projected population in the coming years. The new government has, hence, made the changes accordingly. Considering that incorporating the suggestions and getting them approved was a pre-condition for construction work to resume in Noida Extension, the government is confident to reach a final solution at this month's meeting of the planning cell.

    "The main problem was that the earlier government was not ready to make these changes. However, we have now studied the Master Plan in detail and incorporated the suggestions. We are hopeful that in the next meeting of the planning cell, to be held sometime in mid-May, this plan should be given the final approval," said AK Gupta, Industrial Development Commissioner, UP. "Last time we had assured the planning board that we intended to cooperate and had requested them to allow us to present the improvised Master Plan to the planning cell headed by chief secretary NCRPB instead of taking it before the board to save time. They agreed to this and we are hoping that in the meeting this month we will get good news," Gupta added.

    Due to non-clearance of Greater Noida's Master Plan by the NCRPB, development work in the Noida Extension area has remained stuck for over six months now. The Allahabad high court had last year ruled that construction would not begin till the board approved of the Master Plan.

    The planning board had mainly objected to the plan pointing out that Greater Noida currently has a population of 1 lakh, but land is being acquired for a highly inflated projected population of 29 lakh. However, as per the planning board's regional plan-2021, a population of 7 lakh by 2011 and 12 lakh by 2021 was projected in Greater Noida. In fact, the Census 2011 figures show that the population in Greater Noida has increased by just a lakh in the last 15 years indicating a slow rate of growth of population. The board had, hence, refused to accept that the population could grow to 29 lakh and rejected the previous UP government's attempt to acquire land at an alarming rate.

    Meanwhile, the plight of middle-income homebuyers of Noida Extension has reached the highest portals of the country with the BJP raising the controversial issue in the Rajya Sabha. BJP leader, Mukhtar Abbas Naqvi, raised the issue during the 'zero hour' in the Upper House on Thursday following reports that homebuyers would be staging a dharna at Jantar Mantar over the non-resumption of construction on hundreds of residential projects in the area.

    नोएडा एक्सटेंशन का विवाद सुलझने में अब ज्यादा वक्त नहीं बचा है। निवेशक, बिल्डर और प्राधिकरण अभी से काफी शुकून महसूस कर रहे हैं। लेकिन किसान अपनी लाठियां तैयार कर रहे हैं और कहते हैं कि मुआवजा और आबादी दिलाने के बाद ही काम शुरू होने दिया जाएगा। ऐसे में एक ही रास्ता सूझ रहा है कि बिल्डर दरियादिली दिखाकर प्राधिकरण को एकमुश्त भुगतान करें, ताकि उससे किसानों को मुआवजा दिया जा सके अन्यथा विवाद थमने वाला नहीं हैं। प्राधिकरण इस परिस्थिति को भलीभांति परख भी रहा है।

    मंदी में प्राधिकरण
    प्राधिकरण छह हजार करोड़ रुपये घाटे के लपेटे में है। जमीन न होने के कारण बैंकों ने कर्जा देने से मना कर दिया। नोएडा प्राधिकरण और कर्जा देने को तैयार नहीं। एनसीआर प्लानिंग बोर्ड से भी कर्जा मांगा लेकिन बात नहीं बनी। खुद के खर्चे पूरा करने में हर माह पसीना आ जाता है। 30 करोड़ रुपये तो सिर्फ लिए गए कर्ज का ब्याज चुकाने में चला जाता है। अगर 70 बिल्डर मिलकर पांच हजार करोड़ रुपये एकमुश्त दे दें तो किसानों का बकाया करीब चार हजार करोड़ रुपये का मुआवजा दे दिया जाएगा और एक हजार करोड़ विकास कार्य में खर्च हो जाएगा।

    बिल्डरों से आशा
    दरअसल, प्राधिकरण ने एक्सटेंशन में बिल्डरों को जमीन दी है, उसका भुगतान आठ साल की आसान किस्तों में होना है। मास्टर प्लान पास होने के बाद बिल्डरों को ही आगे आना होगा और प्राधिकरण को एकमुश्त पैसा देकर माली हालत सुधारनी होगी। ताकि किसानों को मुआवजा के अलावा विकास कार्य भी कराए जा सकें ।

    किसान हुए सतर्क
    किसान संघर्ष समिति के प्रवक्ता मनवीर भाटी और जमीन अधिग्रहण प्रतिरोध आंदोलन के प्रवक्ता डॉ. रूपेश वर्मा ने साफ कहा कि एक्सटेंशन में आगे काम तभी बढ़ेगा जब किसानों को मुआवजा, आबादी का लाभ, प्लाट समेत अन्य सुविधाएं दे दी जाएंगी। क्योंकि चोट खाए किसान अब दोबारा से भरोसा नहीं करेंगे।

    प्राधिकरण की तैयारी
    सूत्रों ने बताया कि बिल्डरों के कारण ही इतना बड़ा विवाद हुआ है। सुलझाने के लिए बिल्डरों को ही आगे आना होगा। भले ही प्लाटों के आवंटन के नियमों में थोड़ा बदलाव करना पड़े। इसके लिए जरूरत पड़ी तो नोटिस भेजा जाएगा और एकमुश्त धन देने को कहा जाएगा। यही रास्ता ऐसा है जिससे निवेशक, प्राधिकरण, बिल्डर और किसानों का हित रहेगा अन्यथा विवाद उलझा तो और मुश्किल हो जाएगी।

    15 को कमेटी की बैठक
    सूत्रों ने बताया कि एनसीआर प्लानिंग बोर्ड द्वारा गठित कमेटी की बैठक 15 मई को होनी सुनिश्चित हुई है। प्रदेश सरकार द्वारा सहमति पत्र मिल जाने के बाद उसका अध्ययन किया जा रहा है।

  • Noida Extn realty issue echoes in Parliament



    The ongoing Noida Extension realty crisis on Thursday echoed in Parliament when BJP member in Rajya Sabha Mukhtar Abbas Naqvi said housing projects had remained stuck because of “red-tapism prevailing in the central government”.

    Raising the issue during zero hour, Naqvi said “10 lakh people”, who had booked houses in Noida Extension by investing savings of entire lifetime, were left in the lurch as the NCR Planning Board, a central body, had not cleared Greater Noida’s master plan, resulting in halting of projects.

    The Centre in March informed Parliament that no timeline could be set for approval of the master plan. Union minister of state for urban development, Saugata Roy, then informed Rajya Sabha the NCRPB has requested Uttar Pradesh to incorporate certain observations and suggestions and submit a revised plan.

    Even as the state government has, after addressing the objections raised by the NCR board, sent the plan back for approval, flat buyers have said they would stage a protest at Jantar Mantar in New Delhi later this month.
    The BJP MP said the inaction on the part of the central government had also rendered lakhs of construction workers jobless and they were on the verge of starvation. “The previous Bahujan Samaj Party (BSP) and the current Samajwadi Party (SP) governments in Uttar Pradesh have done their best to lift the deadlock but the planning board has failed to clear the master plan.”

    Naqvi demanded that the Union urban development minister should direct the NCR planning board to immediately solve the issue and clear the decks for resumption of stuck housing projects. Other members from the BJP as well as the CPI-M supported Naqvi in his stand.

    Non-clearance of Greater Noida’s master plan by the NCRPB has halted real estate projects in Noida Extension for the past six months. The NCR board came into picture after the Allahabad high court last year said construction would not begin till the board approved of the master plan.
    The NCR planning board has objected to massive acquisition of land despite a low population density in Greater Noida.

    To meet the spurt in demand for residential real estate, Greater Noida authority is developing new sectors like Sectors 10, 12, Xu, Mu, Tau, Zeta, Omicron 1, 2 and 3, Ecotech Extension, Knowledge Park 5, etc. GNIDA has allocated adequate budget for various developmental works in these townships. In addition, new residential sectors like Sectors 1, 2, and 3 are also being developed on 500 hectares near Bisrakh, adjacent to Noida. Integrated townships and builder plots have been launched 2km from Noida and Ghaziabad.
