पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    Ajnara first to scrap project in Noida Extension

    NOIDA: Given the continuing uncertainty over the fate of housing projects in Noida Extension, in a first-ever instance a prominent builder has scrapped one of its housing projects leaving a large number of homebuyers in disarray. Investors have now become wary that scrapping of the project might open a floodgate, wherein other builders might choose to back out if the stalemate continues.

    A total of 76 villas - planned in three categories of 80, 100 and 120 square yards - in the Le Garden project of Ajnara Developers in Sector 16 of Greater Noida stand cancelled due to the continuing imbroglio. Around 75 of these villas had been booked by homebuyers. The average cost of a villa was around Rs 50 lakh.

    "I had paid 10% of the total amount as booking charges and the developer asked me to stop further payments till the court cases were resolved," said Rakesh Pandey, a businessman who stays in Vikaspuri in Delhi. "I was recently asked by the builder to take back my booking amount as they had scrapped the project," added Pandey.

    Most homebuyers in the project, who belong to middle-income families and have been left distraught with the decision, have been running from pillar to post in the last week, meeting officials of the construction company to figure out the next course of action.

    "Construction on four 100 sq yard sample villas was in progress the last time we had visited the site. The dug up area had been filled up with rainwater and the builder had assured us that villas would be delivered within 18 months," said K K Tripathi, a resident of Indirapuram, who had paid around Rs 8 lakh as booking amount. "The builder now says that it is in full right to cancel the project as per the terms and conditions of the builder-buyer agreement. The builder is pressuring me to take refunds, but has not issued an official letter of cancellation or termination yet," he added.

    Officials of Ajnara Developers have confirmed that the villas have been scrapped. A senior official said that the company was doing so because it had become economically unviable for it to continue with the project. "Any issue related to a construction project that lingers on for a long time without any signs of getting resolved becomes financially unviable in the long run," said vice-president of Ajnara Developers, Vineet Sharma. "We have decided to scrap the project given this factor. However, we have offered certain options to the homebuyers to either take back the booking amount with a reasonable interest rate or to shift to any of our other projects," said Sharma.

    Industry bodies, however, expressed hope that this scrapping will not start a domino effect. "This project was planned on a very small portion of Noida Extension and may not have an impact on other projects," said Ajay Chugh, director of Noida-based real estate consultant, Investors' Clinic.

    At this time OLD rates of NE are not possible anywhere in NCR hence for old NE Investors of 1800-2000 PSF rate better to Wait & Watch only.....

  • I-T dept searches offices, properties of top G Noida officials, realty firms


    Income-tax sleuths on Friday carried out searches at the offices and residences of three general managers (GMs) of the Greater Noida authority and a chief finance officer of the Noida authority.

    These officers are said to have enjoyed “a considerable degree of clout” during the previous BSP government, which ruled between 2007 and 2012.
    Searches were conducted at more than 30 locations, including those of four construction companies, in Noida, Greater Noida and Ghaziabad.
    These officials are responsible for clearance of projects, land allotment, tenders and payment to construction companies. The raids were said to have been conducted following complaints of irregularities in projects worth crores of rupees. Raids were going on till late in the evening. The three GMs have also been looking after similar responsibilities of the Yamuna Expressway authority.

    The searches were conducted following complaints of amassing of assets disproportionate to known sources of income. The teams are understood to have seized a large number documents and files but they did not disclose the details.

    As early as on May 4, hundreds of farmers and residents, supported by NGOs and political parties, staged a protest demonstration in Greater Noida and alleged several authority officials were involved in scams, which took place during the BSP rule, worth crores of rupees and sought action from the chief minister. The authorities are already conducting departmental probes into several scams.

    I-T officials reached the offices of Ravindra Singh (GM, industries), SSA Rizvi (GM, projects) and Lalit Vikram (GM, finance) at the Greater Noida authority at 8 am. Sleuths also reached the two houses of Ravindra Singh in sector Beta I (E-9) and Officers’ Colony in sector Gamma I in Greater Noida.

    They later reached the houses of his brother Avnish Kumar in sector Gamma II and a relative, Manendra Kumar, in Harsh Apartments in Greater Noida.

    I-T officials also reached Lalit Vikram’s house (B-133) in Noida sector 51 and SSA Rizvi’s house in Noida sector 41. The house (C-23) of Noida authority’s chief finance officer RP Barman was also searched in sector 50.

    Four realty firms:
    Amandeep Construction (Surajpur, Greater Noida), Kasana Construction (Noida), Manisha Construction (Ghaziabad) and Kashyapi Builders Pvt Ltd.
    These companies have been given contracts by the horticulture department (Greater Noida), where a probe for financial irregularities is on, and the Yamuna authority.

    Kashyapi Builders has done a lot of work at Gautam Budh University in Greater Noida.

    GN horticulture budget is now "scaled" back to 30 crore..any idea what expense goes inside 30 crore?..Never knew maintaining parks/growing trees was such expensive proposition.,

    We Noida extension flat buyers have faced enough tension. Supreme court should either clear it imediately or scrap whole show & ask promoters/builders to return the money with 18% interest to buyers.
    Let the court demolish all road, pipe, sewage, bridge, dam etc. Let the supreme court(SC) do the act which is being done by Terrorist. They can do anythings. SC are mafia in this country. They know more than their right but not accountability. Their selection is highly secret. They never pay tax. They can say anythings but no one can ask them. Most of them highly corrupt. Balakrishnana, sabarwal, katju etc r example.

    Since last 2 years it is going on. What we got in return? Tension. Money wastage.
    My freinds who had booked in noida in those time are in advance stage in getting flat.
    Now we cant get the flat in same rate of 2010 in noida. only common man suffer.

    इनकम टैक्स डिपार्टमेंट के अफसरों ने शुक्रवार सुबह नोएडा, ग्रेटर नोएडा और गाजियाबाद में करीब 25 जगहों पर जांच की। बेहद व्यवस्थित और पूरी जानकारी के साथ की गई कार्रवाई का पता पड़ोसियों को भी शाम तक पता चल पाया। इस दौरान नोएडा अथॉरिटी में सीनियर अकाउंट एवं फाइनैंस ऑफिसर आर. पी. बर्मन, ग्रेटर नोएडा में जीएम फाइनैंस ललित विक्रम, जीएम प्रॉपर्टी रविंद्र तोगड़, जीएम प्रोजेक्ट एस. एस. रिजवी, उनके परिजनों समेत आधा दर्जन से ज्यादा बिल्डरों के यहां जांच की गई। ये सभी अधिकारी बीएसपी सरकार के कार्यकाल में सत्ता के सबसे करीबी बताए जाते हैं। इनकम टैक्स डिपार्टमेंट सूत्रों के मुताबिक, दिल्ली से सुबह 40 गाडि़यों में अफसर और पुलिस फोर्स रवाना हुई थी। इन्होंने एक ही वक्त पर सभी जगह जांच की। टीम में देहरादून, मेरठ, दिल्ली, चंडीगढ़ आदि इलाकों के अफसर थे।

    जांच के लिए नोएडा सेक्टर-50 के सी-35 में रहने वाले अथॉरिटी के सीनियर अकाउंट एंड फाइनैंस अफसर आर. पी. बर्मन के घर टीम सुबह करीब 8 बजे पहुंची थी। इस दौरान 6 अफसर और 6 पुलिसकर्मियों ने घर को अंदर से बंद करके जांच की। सूत्रों के मुताबिक उस वक्त बर्मन मॉर्निंग वॉक के लिए गए थे। करीब 9 बजे लौटने पर उन्हें मामले की जानकारी मिली। इसके अलावा सेक्टर- 41 में रहने वाले ग्रेनो के अफसर रिजवी और सेक्टर-51 में रहने वाले ललित विक्रम के आवास के अलावा सेक्टर-50 और 41 में बिल्डर के घरों पर भी जांच की गई, जो देर शाम तक जारी रही। वहीं, रविंद्र तोगड़ के भाई व रिश्तेदारों के घरों, स्कूल, हॉस्टल आदि पर भी धावा बोला गया।

    नोएडा स्थित इनकम टैक्स डिपार्टमेंट के अफसर इस मामले पर कुछ भी बोलने को तैयार नहीं हैं, लेकिन उन्होंने 25 जगहों पर जांच की पुष्टि की है। वहीं, ग्रेटर नोएडा अथॉरिटी के अधिकारियों के घर से इनकम टैक्स डिपार्टमेंट की टीम ने भारी मात्रा में कैश, जूलरी और फाइलों को जब्त किया है। जांच के दौरान एक अधिकारी की तबीयत भी खराब हो गई। उनके इलाज के लिए डॉक्टरों को भी बुलाया गया। उधर, इस दौरान अथॉरिटी में सन्नाटा छाया रहा। ऑफिस में सिर्फ ओएसडी नजर आए, जबकि अन्य अधिकारी अथॉरिटी नहीं पहुंचे। ऐसे में कोई काम-काज भी नहीं हो सका और अथॉरिटी में तरह-तरह की चर्चाओं का दौर जारी रहा।

    As for them yes 1 Ajanara NE project GONE but till date his Ajanara HOMES is fine but as per him in future more NE project by some builders may be scraped. Issue is at that OLD rates of < 2000 PSF builders can not make society (due to big inflation in last 18 months).

    I am not spreading any rumor, I write his words as it is... he is genuine buyers of Ajanara Home NE and extremely worry now....

  • Pls Note Ajnara Le Garden was a project with only 76 Villas where only 10% amount was taken from buyers against 50L Villas i.e 5 L ... hence a project scrap for the builder was easy as he only needs to pay nominal interest to 75 buyers against 5 L

    For other builders, it wud be challenging to follow this league and cancel their high rise towers and projects where 1000's of investors are involved and banks are also in picture in most of them !!!

    Additionally, these were Villas and if opens up at 70 L, there are high chances of people in a queue to buy them if NE is Cleared by SC ... cz is rate mein aaj Noida mein 3 BHK nai milta acchi societies mein ... so questions is, if Ajnara Villas are launched again, will there be any preference to X Buyers ??? Personally dnt think so !!!

    So the point is, 50 - 70% sold out high rise projects cannot get scrapped, but yes Builder might play smart with these small luxury ones, or may be some small scale IP builders may run away as they cannot provide flats at old rates !!!
