पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    संवाददाता, ग्रेटर नोएडा: प्राधिकरण बोर्ड बैठक में दस फीसद विकसित भूखंड देने का प्रस्ताव न लाने पर किसानों में नाराजगी है। मंगलवार को नोएडा एक्सटेंशन के किसानों ने बैठक कर बोर्ड बैठक में लिए गए फैसलों पर अपना विरोध जताया। दस फीसद भूखंड मिलने के बाद ही एक्सटेंशन में निर्माण कार्य शुरू होने देने की चेतावनी दी।

    किसानों ने कहा कि 21 अक्टूबर 2011 को हाईकोर्ट ने किसानों को दस फीसद विकसित भूखंड व 64.7 फीसद विकसित भूखंड देने का निर्देश दिया था। इसके बाद प्राधिकरण ने सोमवार को हुई बोर्ड बैठक में दस फीसद विकसित भूखंड पर कोई निर्णय नहीं लिया। केवल अतिरिक्त मुआवजा देने पर ही मुहर लगाई। इससे किसानों में भ्रम की स्थिति उत्पन्न हो गई है। किसानों ने कहा कि प्राधिकरण से यह उम्मीद थी कि एनसीआर प्लानिंग बोर्ड से मास्टर प्लान मंजूर होने के बाद प्राधिकरण सबसे पहले कोर्ट के निर्णय को प्राथमिकता देगा। साथ ही आबादी सहित सभी समस्याओं का समाधान करेगा। बोर्ड बैठक होने के बाद ऐसा लग रहा है कि किसानों के बजाय प्राधिकरण केवल बिल्डरों व निवेशकों की समस्याओं को हल करने के प्रति गंभीर है। किसानों ने फैसला लिया कि प्राधिकरण सबसे पहले दस फीसद विकसित भूखंड दे, बाद में अगर जमीन बचती है, तो किसी दूसरी योजना के बारे में सोचे। ऐसा नहीं हुआ तो क्षेत्र के सभी किसान अपनी जमीन पर काम शुरू नहीं होने देंगे।

    Apartment bookings in Greater Noida near Delhi have resumed after authorities recently approved a revised master plan for the township, ending the yearlong uncertainty over land acquisition issues that had left projects and buyers stranded.


    Real estate developers say enquiries are pouring in and bookings have started looking healthy. Amrapali Developers, which is promoting five projects in the area, has received booking orders for some 250 apartments in the week since a planning committee for the national capital region approved the new building bylaws. “After the Greater Noida Authority approved a metro line to the area, we got 50 bookings,” said executive director Shiv Priya.


    The Greater Noida Authority on Monday approved the revised Master Plan 2021, setting the stage for development work to resume in the area, also referred to as Noida Extension. The plan will be sent to the Uttar Pradesh government, which in turn will forward it to the NCR Planning Board for final approval. The board’s approval is expected by the end of the month.


    Real estate development work had come to a standstill in this township in May last year after farmers protesting over low prices for their land dug up roads and blocked projects. The agitation snowballed into a political issue after farmers in adjoining areas joined the protest.


    The master plan’s approval is expected to push up home prices once construction work resumes. “Many people are booking now to still get flats at comparatively lower prices,” said RK Arora, managing director of Supertech, another developer. The cheer has permeated the ranks of real estate dealers. Sandeep Pal, a worker for a real estate agent based in Noida Extension, said: “I had been out of work for many months. I am now back in business and have already booked five flats in the last one week.”


    Pal is part of a broker mandi (market) that employs 50-odd workers to flag down cars and woo prospective homebuyers with colorful brochures of upcoming projects. Every booking confirmed translates into a payment of . 3,500. “It finally looks positive now. Even with an increase in prices, it still looks very attractive,” said Sachin Bhasin, one such prospective home buyer. The roads leading to Noida Extension may not be packed with buyers yet, but Pal is excited about the expected rush over the weekend. In 2009, developers had flocked to Greater Noida after the Greater Noida Authority increased the floor area ratio from 1.75 to 2.75, and increased the density from 800 persons per hectare to 1,600 persons per hectare. The move allowed developers to build 140 apartments per acre, compared with 70 earlier. The authority later increased the FAR to 3.5. The knockdown effect reached middle-class homebuyers, as developers were now able to offer houses at very low rates. However, apartments that were then being sold for less than . 2,000 per sq ft, now cost up to . 2,700 per sq ft, and this is expected to top . 3,000 once construction resumes.


    The authorities’ move to sort out the land issue has brought cheer to farmland owners too. Farmers whose land had been acquired have been granted a compensation of . 1,400 per sq metre, up 64% from the . 850 given in 2007. The government has also regularised their village land and said that they are now eligible for 10% developed land, against 6% granted earlier.


    “Most people have spent the compensation they got for their land on weddings, cars and ‘pakka’ homes. Today, many are unemployed,” said Reshpal Yadav, a village head.

    The Noida authority on Tuesday said the two Metro lines—one towards Noida Extension and the other towards Greater Noida—it approved on Monday were “part of the government’s sincere and genuine efforts” to provide better connectivity to residents.

    A year ago, when Bahujan Samaj Party (BSP) was in power in Uttar Pradesh, the authority had “approved” two similar lines. In the last one year, nothing happened on ground but builders rode the Metro wave and wooed buyers. Even before the last government announced plans to take Metro from Noida to Noida Extension and Greater Noida, builders projected a non-existent Metro plan in their broachers.

    Asked if the authority repackaged the old plans to help builders once again when real estate is facing tough times, authority’s chief executive officer (CEO) Sanjeev Saran told Hindustan Times, “We’re not working on behalf of builders. We did not allot land to them in Noida Extension. The last government did. There are no elections round the corner for us to sound populist.”

    “We’re pretty serious and are writing to the Delhi Metro Rail Corporation to prepare detailed project reports of these two routes. Work will start very soon and we intend to finish at least the Noida Extension line in two years.”

    The authority under the last government approved two Metro lines running into 60 km and needing a budget of Rs. 1,200 crore. But till the assembly elections this year they had 10 months to take the plan forward but they did not. They may have had hidden agenda. I don’t know. But we don’t have any intentions to promote real estate,” the CEO said.

    “Within two years, 1.5 lakh families will have occupied these two and three-BHK flats in Noida Extension. These people earn between Rs. 40,000 and Rs. 70,000 per month and 80 per cent of them work in Delhi. These are typical Metro users. As it is, as a development authority, it’s our mandate to provide water, electricity and connectivity to our residents,” he said.

    “As for the Noida-Greater Noida project, the traffic today might be less than expected but it will go up with time. We will market our project in such a manner that we never face the low-traffic problem,” he said. “It’s a big project and we’re exploring the possibilities of executing it on PPP basis.”

    The new plan
    The 7-km Noida-Noida Extension route will cost Rs. 1,400 crore. Till Noida Extension there will be two stations.

    The 30-km (approx) Noida-Greater Noida route will cost Rs. 8,000 crore. This will be built on PPP model.

    The old plan
    The authority board a year ago approved a line from Noida to Greater Noida via Noida Extension. It never decided length, stations and budget
    Even prior to that the authority approved a line from Noida to Greater Noida along the Expressway and pegged the cost at Rs. 5,000 crore. The 23-km route was to have 22 stations.

    Current challenges
    Construction of Greater Noida and Noida Extension lines would face challenges because of agitations by farmers, non-clearance of Greater Noida’s master plan by the NCR planning board and cash crunch.

    Builders rode the Metro wave
    Even before the last government announced plans to take Metro from Noida to Noida Extension and Greater Noida, builders rode a non-existent Metro wave. They briefed and lured prospecting house buyers into bookings citing “upcoming Metro links” in the property-potential area of Noida Extension. Several community portals remained abuzz, “letting residents know” “better connectivity” in Noida Extension in “the days to come.” “The Noida Extension Metro route, mentioned frequently in cyber space, was a product of people’s imagination,” said a senior official. In fact, there is no place called Noida Extension in official records. The area being referred to by builders as Noida Extension for obvious reasons (Noida has Metro connectivity) is actually part of Greater Noida.
