पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    You cannot compare NE with Greater Noida. NE is just 2-3 km ahead of sector 121 /119 of Noida. And end user (if there is no land dispute)would like to goto 2 km ahead to save 10-12Lakh.

    Few people are giving negative feedback about NE.
    I think they are looser so they are giving negative feedback.
    2 Days back I booked a flat in NE and I have to pay 50% extra compear to 2010.
    I am very positive about NE.
    Suppose I have not booked flat in NE and after 2 year every thing get leared and people gets their flat.
    They the person who is giving -ve feedback will bear the extra cost which i have to get.
    Are they god,they knows every thing.
    People was telling that Master plan will not get approved.
    And it got approved.
    I am not the god and think +ve always.
    Kal kya hoga kisko pata.
    Jisko pata hai woh to God hai.
    Fir property kiu share market me jay aur cororo kamay.

    The Noida authority on Tuesday said the two Metro lines—one towards Noida Extension and the other towards Greater Noida—it approved on Monday were “part of the government’s sincere and genuine efforts” to provide better connectivity to residents.

    A year ago, when Bahujan Samaj Party (BSP) was in power in Uttar Pradesh, the authority had “approved” two similar lines. In the last one year, nothing happened on ground but builders rode the Metro wave and wooed buyers. Even before the last government announced plans to take Metro from Noida to Noida Extension and Greater Noida, builders projected a non-existent Metro plan in their broachers.

    Asked if the authority repackaged the old plans to help builders once again when real estate is facing tough times, authority’s chief executive officer (CEO) Sanjeev Saran told Hindustan Times, “We’re not working on behalf of builders. We did not allot land to them in Noida Extension. The last government did. There are no elections round the corner for us to sound populist.”
    “We’re pretty serious and are writing to the Delhi Metro Rail Corporation to prepare detailed project reports of these two routes. Work will start very soon and we intend to finish at least the Noida Extension line in two years.”
    The authority under the last government approved two Metro lines running into 60 km and needing a budget of Rs. 1,200 crore. But till the assembly elections this year they had 10 months to take the plan forward but they did not. They may have had hidden agenda. I don’t know. But we don’t have any intentions to promote real estate,” the CEO said.
    “Within two years, 1.5 lakh families will have occupied these two and three-BHK flats in Noida Extension. These people earn between Rs. 40,000 and Rs. 70,000 per month and 80 per cent of them work in Delhi. These are typical Metro users. As it is, as a development authority, it’s our mandate to provide water, electricity and connectivity to our residents,” he said.
    “As for the Noida-Greater Noida project, the traffic today might be less than expected but it will go up with time. We will market our project in such a manner that we never face the low-traffic problem,” he said. “It’s a big project and we’re exploring the possibilities of executing it on PPP basis.”
    The new plan
    The 7-km Noida-Noida Extension route will cost Rs. 1,400 crore. Till Noida Extension there will be two stations.
    The 30-km (approx) Noida-Greater Noida route will cost Rs. 8,000 crore. This will be built on PPP model.

In fact, there is no place called Noida Extension in official records. The area being referred to by builders as Noida Extension for obvious reasons (Noida has Metro connectivity) is actually part of Greater Noida.

    आम्रपाली डिवलपर्स के एग्जिक्यूटिव डायरेक्टर शिव प्रिया का कहना है, 'ग्रेटर नोएडा अथॉरिटी द्वारा एरिया के लिए मेट्रो लाइन की मंजूरी दिए जाने के बाद हमने 50 बुकिंग की हैं।' इस इलाके में आम्रपाली पांच प्रॉजेक्ट्स डिवलप कर रही है।ग्रेटर नोएडा अथॉरिटी ने सोमवार को ही रिवाइज्ड मास्टर प्लान 2021 को मंजूरी दी है। अब यह प्लान उत्तर प्रदेश सरकार को भेजा जाएगा जो इसे अंतिम मंजूरी के लिए एनसीआर प्लानिंग बोर्ड के पास भेजेगी। इस महीने के आखिर तक बोर्ड की मंजूरी मिलने की उम्मीद है। मंजूरी मिलने के बाद नोएडा एक्सटेंशन में बिल्डर्स काम शुरू कर पाएंगे। मास्टर प्लान की मंजूरी मिलने के बाद जैसे ही काम शुरू होगा, घरों की कीमतें एक बार फिर बढ़ने की संभावना है।

    सुपरटेक के मैनेजिंग डायरेक्टर आर के अरोड़ा का कहना है, 'कई लोग इस समय इसलिए बुकिंग करा रहे हैं, ताकि उन्हें अपेक्षाकृत कम दाम पर फ्लैट मिल सकें।' मास्टर प्लान को मंजूरी मिलने से रियल एस्टेट डीलर्स भी खासे खुश हैं। नोएडा एक्सटेंशन के एक रियल एस्टेट एजेंट के वर्कर संदीप पाल ने बताया, 'पिछले कई महीनों से मेरे पास काम नहीं था। लेकिन अब कामकाज में तेजी आई है, पिछले एक हफ्ते में मैंने पांच फ्लैट्स बुक किए हैं।' पाल उस ब्रोकर मंडी का हिस्सा हैं, जो अपने आकर्षक ब्रॉशर से संभावित ग्राहकों को लुभाने का काम करते हैं। हर फ्लैट की बुकिंग पर इनको 3,500 रुपए का पेमेंट मिलता है।
