पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

  • All politicians are playing game with common buyers and making.....It was committed that NCRPB board would approve the master plan in the month of July 2012 itself but no date has been fixed for meeting yet. God only can tell when all the issues with NOIDA Extension is going to be resolved. Farmer's cases in 100s are also pending in the court. Greater Noida's Projects are more safer to invest at this time.

  • Realty jolt: Buying house, land get costlier in Noida

    NOIDA/GREATER NOIDA: Buying a house or land in Noida, Greater Noida and the Yamuna Expressway areas has become costlier. In a board meeting held on Wednesday, the three development authorities announced a substantial hike in the allotment price across all categories of land.

    The hike comes into effect from later this week soon after the authorities publish a formal notice. The Greater Noida and the Yamuna Expressway authorities have also increased the compensation rate to be offered to farmers for acquisition by 10.4%.
    While in Noida, the allotment rates of group housing, residential and institutional properties have been hiked by 10.41%, commercial and industrial land rates have been hiked by 15% and 7.5%, respectively.

    In Greater Noida, the allotment rate for land across all categories has been uniformly hiked by 10.4%. The Yamuna Expressway area has seen the steepest hike in allotment rates as residential properties have gone up by about 40%, while, the allotment rate for industrial and institutional properties have been hiked by 28 to 42%.
    The authorities had last hiked the land rates by about 12.5% in May, 2011. "The increase in prices is a routine affair carried out each year. It should have happened in March. However, due to the model code of conduct in place and the state elections that followed, the process got delayed," said Sanjiv Saran, CEO, Noida Authority. "The hike in allotment rates is also crucial considering the increase in land costs, inflation rates, etc," Saran said.

    The hike is especially important for the Greater Noida Authority that is reeling under a major cash crunch. "The hike in rates was essential considering our current funds shortage. The year-old land row has imposed an extra burden on the Authority in the form of enhanced compensation and rehabilitation packages for the farmers who agreed upon a compromise. Besides, many development projects have remained stalled for months," a Greater Noida Authority official said.

    Already in a debt of Rs 4,000 crore and several development projects in limbo in the Noida Extension-Greater Noida area, the Greater Noida Authority had recently written to the Noida Authority requesting for a loan to tide over the crisis.

    The hike in allotment rates means that residential properties in Noida have become dearer by at least Rs 5,100 per sqm in 'A' category sectors like 14,14A, 15A, 17 and 44 and by Rs 1,855 per sqm in 'E' category sectors like 102,115,158. Group housing flats in Noida have become costlier by almost Rs 7,000 per sqm in the 'A' category areas and by Rs 4,640 per sqm in 'B' category areas.

    In the institutional category for IT/ITES properties, buyers will have to shell out Rs 29,515 per sqm now. For plots falling in the Phase II and III areas along the Noida-Greater Noida Expressway, the allotment rates have been fixed at Rs 10,660 per sqm.
    Justifying the steep hike of nearly 40% in residential and institutional land falling in the Yamuna Expressway Industrial Development Authority's area, an official said that compared to Greater Noida they had not increased their land rates since May, 2011. "Also, considering the new Master Plan-2031 having a greater expanse of green areas and more land slated for roads, the remaining land for construction and allotment has reduced leading to the need for a increase in land rates," the official said.
    Meanwhile, the increase in land rates in the three areas has invited criticism from several developers. "Considering the economic slowdown already being experienced, the hike in land would prove to be a counter-productive move for the real estate market," said Getamber Anand, vice president CREDAI. "It will add to the costs for the buyer and make houses and property more expensive," he added.

    NOIDA: Even as the three development authorities of Noida, Greater Noida and Yamuna Expressway maintained that the hike in land rates announced on Wednesday was long overdue, realtors remain apprehensive about the impact due to the increase.

    Many developers felt that in the backdrop of the unresolved land row and long delays in delivering projects, the real estate sector is in the grip of a slowdown. Direct conflicts with farmers in Noida Extension have also pushed the builders on the back-foot further resulting in cost escalation of existing properties.

    "In the past few months, Noida has not seen any major launch of a real estate project. While residential properties are showing good price appreciation, with even halted projects in Noida Extension shooting up by 40%, the government is yet to offer any formal clarity on the situation," said a real estate broker. "Now that they have announced a steep hike in land rates, the developers are bound to feel the heat," he added.

    Several developers said that the hike announced would impact the real estate market considerably. "The increased land costs will definitely impact the group housing sector and the burden will have to be borne by the investors. However, we see such a hike every year and it will not really lead to a slump in the real estate market," said RK Arora, CMD, Supertech.

    "Noida and Greater Noida continue to be favourable destinations for developers as both locations have very good connectivity with Delhi and land has been made available by the government at cheaper rates as compared to other NCR areas like Gurgaon," he added.

    Azam Khan offers to quit as cabinet minister after being removed from key responsibility

    Lucknow: Azam Khan, the Urban Development and Minorities Weflare minister in Uttar Pradesh government, has offered to resign on Wednesday after he was removed as the in-charge of Meerut district due to infighting in Samajwadi Party.

    Reportedly unhappy with the decision, Mr Khan offered to step down as a cabinet minister. In his letter to chief minister Akhilesh Yadav, Mr Khan said, "If I am not capable of being the minister in-charge for Meerut, then Ghaziabad and Muzzafarnagar are important districts as well. You can remove me from the post of minister in-charge for these districts as well. And if you think that I am not qualified enough to be a minister, then I do not want to be a burden on this government."

    Azam khan, who is one of the founding members of the party, was the minister in-charge of Ghaziabad, Muzzafarnagar and Meerut and responsible for planning development work in these districts.


    Recently Shahid Manzoor, a minister, complained to the chief minister about how he was not consulted by Mr Khan while taking decisions for the development of the district. Mr Khan was given the charge of Pilibhit instead. But Mr Khan was reportedly unhappy with the change.

    नेफ़ोमा पिछले एक साल से लगातार यह कौशिस कर रहा है कि नोएडा एक्श्टेंशन का हल जल्दी से जल्दी निकले । लेकिन लगातार रेलियाँ और धरने प्रदर्शन करने के बाद भी लगता है किसी के कानॊ में जूं तक नही रेंग रही । हर बार ऎसा लगता है कि जहाँ से शुरुआत की थी वही पर फ़िर पहुँच गये । लेकिन अब नेफ़ोमा अपने मेम्बर्स के लिये कुछ ठोस करना चाहता है ।

    1. आज सबसे बड़ा मुद्दा है सुप्रीम कोर्ट का ...जैसा कि सभी को यह पता है क...ि करीब 70 किसानो ने सुप्रीम कोर्ट में याचिका दायर कर यह प्रार्धना की है कि उनकी जमीन उनको वापस दी जाये । लेकिन सुप्रीम कोर्ट में गये किसानो को बायर्स ने उतना सीरियली नही लिया । लेकिन जब नेफ़ोमा ने लीगल कमेटी बना कर इस मुद्दे पर चर्चा की तो बहुत चौकाने वाले तथ्य सामने आये ।

    a. जिस कानून के तहत शाहबेरी गांव का अधिग्रहण रद्द हुआ लगभग वही सब बाकी गांवो जमीन के लिये भी लागू होता है । जैसे जमीन का अधिग्रहण औध्योगिक इस्तेमाल के लिये किया गया लेकिन जमीन बिल्डर्स को दे दी गई । किसानो के पास शाहबेरी का पोजीटिव आर्डर भी है और अभी वो उसी के बेस पर इतने उत्साहित नज़र आ रहे है । अगर सुप्रीम कोर्ट से कुछ भी गलत आया तो हमारे सपने चकना चूर हो सकते है ।

    b. अभी तक बायर्स ने अपना पक्ष सुप्रीम कोर्ट के सामने नही रखा है ।

    नेफ़ोमा इस मसले पर अपने मेम्बर्स से कुछ सुझाव चाहता है । जिससे हमें इस मामले में आगे जाने के लिये हौसला मिले ।
