पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

  • for new buyers... avoid NE..invest in any other location.. I am sure.. you will get 300-500psf proffit in other location in next 4-6 months... so once NE is ready for booking than sold that one and move again in NE.. so even if rate is increased 300-500... you dont have any loss and you are getting old rate...:)

  • I am holding one property in Noida (intended for NE but knew NE is long time bird...last year)...... got 2610 BSP in noida last year.. and now builder rate is 4600 BSP.. .so once NE is cleared and construction is started... I will move a BIGGER one in NE..... I already made 2000.. can easily sell at 1400-1500 in resale.. so even if NE rate is 3600 after clearing all mess..... that flat will cost me 2000-2200... and BIGGER one... so I dont have any issue.. :)

  • Before acquiring Greater Noida land, hold public hearings, say farmers
    With a view to prevent land agitations, the Bharatiya Kisan Sangharsh Samiti has written to Uttar Pradesh Chief Minister Akhilesh Yadav and the CEO of Greater Noida Authority, asking for pubic hearings before the government acquires land under the Greater Noida Master Plan 2021.
    The Samiti, an umbrella organisation of farmers in Greater Noida, asked the administration to carry out a survey of residential land before any acquisition takes place.

    “Land agitation has hurt the interests of both farmers and buyers. One of the main issues was the usurping of land under the urgency clause. They are going to acquire land for development projects under the Greater Noida Master Plan. Therefore, we have asked for public hearings and intimation so we can voice our grievances in case any acquisition takes place,” a BKSS member said.

    Dushyant Nagar, a member of the organisation said, “The major bone of contention was the issue of regularisation of abadi (residential) land. This happened because there were problems in the earlier government estimates of the people living in our villages. Therefore, we want another survey to take place before any land is acquired.”

    The farmers also asked for schools, colleges and hospitals to be built in the area.

    “When we were negotiating with the administration and the Greater Noida Authority was asking us to call off our protests, we were promised schools, roads and hospitals. This is a legitimate demand because when our land was acquired under the urgency clause, all of this was promised. Therefore, we have asked for roads, a green belt, schools and colleges for our children, which will not only provide opportunities in these sectors, but will also provide employment when they are being built,” Bhisham Singh, another BKSS member, said.

    I also agree... If NE clearance takes more time by SC then it will increase RE rates 15-25% with in 8-10 months further in NE at paper, and at other near by NCR locations in REAL.... Only wait & watch by new END USERs till SC verdict may be killling step.... better to buy smaller flat in Noida Resale at ~4000 PSF possession with in 1.5 years, or at ~3000 PSF in Crossing or RNE (near RTM).... BTW for END USERs my advice is to buy only NEAR RTM Flats, if budget is less.. then search Resale options....

    Resale options in several Noida sectors is available at very good rates, just 1000-1200 PSF more than NE current rate with maximum 1.5 years possession time.... 2BHK of 920-1000 SF with 1.5 years possession time is better then 3BHK of 1400 SF with unlimited waiting time...

    Never ever buy a flat in Launch in Greater Noida..NEVER

    Buy in Noida even though it may be smaller....hold on to it..sell it later
    and then if you like greater noida...buy in greater noida

    Rates in Noida will ALWAYS increase more than greater noida..Always...have always done and will always do

    I have budget of 50 lakhs ..wanted to buy in noida extension or greater noida Or RNE, Ghaziabad...i never liked crossing republik

    I was never happy seeing the greater noida city and its distance , condition of mall, market and crowd..but i have budget limitation...so thought..kaheen to compromise karna padega

    I roamed around greater noida for long time and saw that there is no proper market..no outing..nothing...and above all very gunda crowd....but i sidelined it..thinking...ki budget waale itna to jhelna padega

    But i think fritolayji..you have OPENED MY EYES

    I will now look at Noida expressway...and buy maybe a small 2 bhk and wait.

    After 3,4 years....I can always sell and shift to bigger flat in greater noida or noida extension...if I then see that city has developed and crowd ok

    If not...I will live in small flat but with decent crowd all around and near to city with malls, markets near

  • And some how I feel that once NE clears and construction goes on for 1+ year or so, oversupply may hit the region and rate increase will surely stop for a long time. Why not wait until end of 2014 to buy in NE and till then keep your money safe.

    I am an end user.. I am thinking of to book a 3BHK flat in Amrapali Dream valley in noida Extention but after seeing this forum i am confused shud i go for it or not. As the prices in Noida extention are still 2800-3000 psf, i can still afford it. My main concern as everyone else is the possession.After reading this forum, i think it will take minimum of 4 yrs for possession from today.

    So keeping all my needs which area shud i choose?.. My budget is max 40 lakh for 2 or 3 bhk.

    Also, please let me know the best area for investment point of view.

  • and even after NE is cleared from SC and all issues... ... buy in "RE-SALE".. after one year....so even if builder rate is 3600..4000... you may get good deal in 2800-3400 in resale... and yes.. you have made some profit in Noida/other location... move on to NE again.... older rate...1800-2200....(assuming you made 1000-1400bps profit)

  • old buyers... dont have much options.......better to stay with buyers group (any) so that you dont get fooled from unwanted demands from builders.... if you have opted CLP... than you dont need to pay unless builder start construction.....

    if everything is cleared (even after 8-12 months)... just happy that you could never buy same property with same rate (after 1 year)..
