पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

  • sir ..i have booked in jnc project coming in bisrakh village.i have booked in fab-11 in 1950 all inclusive.i have given cancellation application to builder but did not get amount back....should i stay with project or get amount back.plz sir give some light.

    If NE prices are hiked to 2500-3000. Smart builders will raise the prices in Noida region to >4000.

    Rate at more than >4000 PSF for under construction properties.... any smart IT Job Guys will increase his budget by 10%-20% and will purchase in any Gurgaon Under Construction properties rather than Noida. in GGN still there are lots of lots of newly launched projects or several under construction projects there rates are Less thann < 4500 PSF. This is the fact. Again I am comparing Under Construction Societies not RTM.

    Rate Hawa Mai barane aasaan hai, pur ek limit ke baad END USER dhoondne bhoot muskil. Builder not have to search few thousand buyers they have to Search buyers in Lakhs... for all current supply in Noida/GN/NE.

    I also think that the differences between the prices of regions will remain the same. if 1 increases other will also increase ( give and take a few)
    N Ex has an image of being value for money location and if prices will increase it may see some resistance from new buyers reason being why NE ... Agar better location , quick possession , brand value of Noida and same quality utne hi daam( may be thoda sa zyaada ) main mile.. to koi ye kyon le.. vo na le.... ( Series 7X etc)

    And also I believe builders any how will transfer some cost to existing buyers as well. They are not there for charity , they will strike some deal with Authority for more floors, for increasing FAR , some thing or other but wont let their bottom lines get impacted

    Noida While most prospective buyers of homes in Greater Noida and Noida Extension areas have stayed away, waiting for the land acquisition fight between farmers and the UP government to be sorted out, there are some buyers who still want to book flats in buildings coming up on the disputed land.

    Delhi businessman Sanjeev Kumar who had come to inquire about a flat in a project in Patwari — the village is at the centre of the ongoing row — said he was trying to buy a property before prices shoot up.

    “We always wanted a place close to Delhi. It is very unlikely that all these constructions will be razed. Noida is still the best option. So we are trying to book now, before the prices rise,” he said.

    The Allahabad High Court began hearing the arguments of farmers opposed to the acquisition and the state government on a case-by-case basis from Monday.

    Manoj Gaur, president of the Western Uttar Pradesh chapter of the Confederation of Real Estate Developers’ Association of India (CREDAI), said that though people are still making inquiries, builders are not accepting booking money until the court comes out with its ruling.
    “Though numbers have come down ever since the Shahberi judgement in July, we still get 10 to 15 inquiries a day. On weekends, it goes up to about 50. Since banks will not give loans easily, builders are not accepting money right now,” Gaur said.

    According to Gaur, flats in Greater Noida and Noida Extension still remain prime real estate plots. Since large-scale construction has already taken place, customers anticipate that the issue will soon be resolved and prices will rise.

    “The controversy doesn’t take away from the fact that in Delhi, the prices are very high, and Noida and Greater Noida present opportunities for luxurious, affordable housing,” Gaur said. Builders, however, add that lack of any construction activity is scaring away those who do come to inquire.

    An official of one of the building projects in Patwari said: “Given the court orders, we have stopped all construction activity. This is discouraging. There has been a lot of negative publicity in the last three months and it will take at least six months to restore investor confidence and for numbers to come up to what they were.”

    Saurabh, Price is relative. 4000 In Noida will make the price increase also in GGN. So again out of reach.

    On point of 4000, Look at Lotus Panache, Boulevard etc. I would be very happy to buy If I get anything in 4000. If I have to work in Noida why would I buy a property in Gurgaon even if the rates are same ? And we are talking about Gurgaon properties expensive then Noida.

    There is some good news for people who spent their hard-earned money hoping to own a house in Noida extension.

    Even as Allahabad high court started daily hearings in all Noida Extension land acquisition cases yesterday, the Confederation of Real Estate Developers' Association of India (CREDAI) has agreed to pay Greater Noida authority Rs2,250 per sqm more for the land already allotted to builders. The body has also promised not to pass on the burden to the existing buyers.

    According to Pankaj Bajaj, president of CREDAI-NCR, there was no provision in the allotment agreement (between the authority and builders) according to which the rate of allotment could be hiked, but in the larger interest of the people it is ready to absorb the burden.

    The Greater Noida authority on 6 September said it would increase the price of land allotted to builders, who were told to pay Rs2,250 per sqm more and the builders in turn said they would pass on the burden (10 per cent of the house cost) to flat buyers.

    According to Bajaj, CREDAI was not at fault as it bought land from the authority thinking the title was clean and it did not know the land was disputed and its ownership could be challenged. He added CREDAI was trying to make sure the already booked houses did not cost more.

    The hike would be effected in villages, where the authority was striking deals with farmers, paying them bonus money and high-value plots in return of assurance that the farmers would withdraw their petitions and allow resumption of stuck housing projects. The authority would need crores of rupees for such arrangements.

    Forcible land acquisition has been quashed by the authority in Shahberi and Patwari villages, affecting 26,500 houses. Other villages in Noida Extension villages have approached courts seeking their land back and in all about 1 lakh buyers had booked houses in Noida Extension and close to 2.25 lakh houses were planned.

    The hearing into the land acquisition cases, acquired in Noida, Greater Noida and Greater Noida Extension by the full judge bench of the Allahabad High Court would continue today.

    The full bench comprising justices Ashok Bhushan, S U Khan and V K Shukla yesterday permitted the counsels of all the parties to argue the writ petitions filed pertaining to the land acquisition matter of Patwari village.

    The petitioners' counsel and the counsel appearing for the UP government, Noida and Greater Noida authorities had yesterday argued at length in support of their cases.

    The petitioners' counsel argued that there was "colourable exercise of power" by the state government and authorities in acquisition of their land and they had been illegally deprived from hearing before acquisition of their valuable lands, which had been taken away by the state government and the authorities at a throw away price and handed over to builders at very high price.

    Countering the farmers' arguments, the counsel appearing for the state government and the Greater Noida Authority pleaded before the full bench that substantial development work had taken place in Noida and Greater Noida and Extension areas after acquisition of the farmers' land

    However, 200-300 psf is define tely possible, considering the fact that RNE has also increased rates by 30%.

    I dont think NE builders, will increase the psf value way too much, because of the fact that investors confidence is very low right now, and it will take some time to restore confidence.

    And if builders increases the psf prices a lot, then it will not bring buyers for sure.

  • They are fearing because they are losing money. Right now there are no booking accepted in NE. And, every empty day is an opportunity loos for builders. Builders are already facing cash crunch, and this issue is aggravating the pain.

    That is why they want to resolve it quickly. Jitni jaldi resove hoga, utni jaldi cash inflow shuru hoga. Waise hi investor confidence is low. This will also take time.
