The safety of towers will be compromised if builders decide to construct more floors by exercising the purchasable FAR option, say structural engineering experts.
Commenting on the issue of purchasable FAR, professor A K Jain, head of the civil engineering department, IIT Roorkee, says that if a developer decides to add additional floors to a tower which has a foundation built for just a specific number of floors, there will be tremendous impact on the columns and the beams of the structure.
“The load of the building is distributed along the entire height of the building, the wind force of the building also acts on the structure, and earthquake, too, can cause major damage to the foundation. It is essential that the builder keep a margin for additional floors at the design stage itself.”
Builders can keep provision for extra floors to make use of additional FAR later, he says, adding that a structural safety certificate needs to be issued by a competent authority before a builder is allowed to construct extra floors.
“It adds to costs — almost 15% to 20% of the basic cost but it is the safest option,” adds Geetamber Anand, CMD of ATS group and vice president of CREDAI National.CommentQuote0Flag

While construction has resumed in Noida Extension, flat buyers apprehend fresh problems — this time from builders. A group of buyers on Friday met urban development minister Kamal Nath — who chairs the NCR planning board, which had cleared Greater Noida’s master plan-2021, allowing
projects stuck for 10 months to resume — and sought his intervention. The minister has assured that he would look into the matter.
“The cancellation of bookings so that the same flats could be booked at higher rates, change in building plans to construct more units — this means structures will be prone to risks and there will be less green and common spaces — without addition of infrastructure by the authority and hike in rates even for existing bookings are some of the issues that we are facing,” said Devendra Kumar, representative of the group.
“On the issue of lending withheld by banks, Kamal Nath said Noida Extension is a part of NCR. And since Greater Noida master plan-2021 has now been approved by the NCR planning board, therefore, the banks should continue funding in this area. The minister assured us that development must happen in Noida Extension,” said Kumar.
Sweta Bharti of another buyer group said, “Builders are cancelling bookings of buyers who have not deposited 10 per cent of the total amount. But this norm was never in practice. They just took a token money and booked flats. Now, they (the builders) are overpowered by greed.”
“Builders want to increase saleable area by encroaching upon existing buyers' open areas. This also means more families will share common spaces,” said Abhishek Kumar, a buyer.
Anil Sharma of real estate body CREDAI tried to assuage the feeling. “Green areas and open spaces will not be tampered with. Existing buyers would get flats at committed rates,” he said.
Sharma, however, said, “I told buyers — who have only deposited the token amount — to ensure payment of 10% of the total amount and sign agreements. We can protect only those who are our bona fide buyers.”

The Greater Noida Master Plan proposes to add 0.75 to the existing FAR of 2.75. This can be bought if required and will allow builders to add new towers or increase their height tower.
According to H K Verma, additional CEO, Greater Noida Industrial Development Authority (GNIDA), “A final decision on the issue of purchasable FAR will be taken only after assessing the objections received on the issue. ”
As for extra FAR, he said Supertech needed to get approvals from GNIDA and if granted FAR, would add four to five more floors to projects planned. Before that, the structure would have to be strengthened and lift areas redesigned accordingly to increase lift speed.
According to Anil Sharma, CMD, Amrapali group, “many of our projects are in the advanced stage. We will be giving possession in a year. Prices have not been increased for old buyers. As for the issue of purchasable FAR, we will be sending in our request to the authority.”
Manoj Gaur, CREDAI (western UP) president and managing director, Gaursons, points out that it will take about a week or two for actual construction to begin.”We are anticipating a delay of 18 to 20 months. We will not be charging any interest from the buyers for the zero period. We will increase the floors in just the new towers – which we have to redesign. There is lot of scope for more FAR. Out of the 25,000 flats we intend launching, we’ve offered only 8000 for sale in the first phase. We can make use of the additional FAR for the remaining units,” he said.
“We will be submitting a formal request for purchasable FAR to the authority soon.
