पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    Cookie bhai....Gurgaon ki toh kahani hi alag hai...no body will talk to you for 40-50 lacs,if you go for property. ..I stay in Gurgaon only on rent since last 2.5 years....prior to that i was in noida for 4 years...from my experience i can tell you....it has become so difficult to survive in Gurgaon with alarming rent and proerty rate...I live in 2BHK on rent in sec 31...it costs around 18K in koti floor.Moreover ,there are cultural challenges (economical and social) here too :P

    I am fed up of daily jams and unforgattable rainy season.jab baaris ek ghante hoti hai aur road pe paani 10 din tak bhara rehta hai :)

    P.S. : My opinion may be biased as i am invested in noida 7x.

    Agreed with your views. I have worked in Cyber city too So I know the Ground realities of Gurgaon.

    Patel is a good builder, had very good financial backup. Good reviews everywhere. Why are you saying "atel has lost its sheen in Noida Extension"?

    Dude I was backing ur comment. It feels good for an early investor in NE to see prices going up in this area. I don't think anywhere there wud have been such a steep price increase as we have seen in NE ( whatever may be the reason).

    man.. baarish ke dinoon main toll plaza tak pahuchne main more than 1 hour .. i mean 1 Km = 1 hour ....... aur delhi ka jaam alag.

    sir...cyber city ki hi nahi poore gurgaon ke yahi haal hain....my wife's office is in sec-18 aricent lane...my office is near signature tower...total distance 5 km...but normal days mein 60-70 mins common hain...aur baaris mein 2 hr lagne hi lagne hain....

  • Noida Extension, the new property paradise

    Buying a house in Noida Extension was a nightmarish thought for many consumers and investors last year. While the farmers were at loggerheads with the builders over compensation issue, the fate of lakhs of buyers was hanging in balance until the court order on Noida Extension was out.

    But with the National Capital Region Planning Board (NCRPB) giving its nod for master plan—which was made mandatory by a court order in October 2011 for any construction activity in Noida Extension— the builders and buyers can heave a sigh of relief.

    Reema Sharma of Zeebiz.com caught up with Rajat Tandon, Executive Vice President of Investors Clinic at the Budget Fiesta— a two-day Budget Property Home Exhibition last week.

    Tandon, sharing his views on the prospects of real estate sector—specifically the Noida Extension area said, “The footfall that we have witnessed in this fiesta speaks volumes of the changing mindset of prospective buyers. The Approval by NCRPB has boosted the confidence of the buyers who otherwise remained very cautious of investing in housing sector covering Noida Extension.”

    Real estate developers expect home prices to rise by at least 25 percent in Noida Extension as they are now getting ready to again start construction which was stalled for over a year. Tandon believes, “Following NCRPB’s approval, builders will start construction activity again. It is only a matter of time. And from here there is no going back. But the price is not going to remain the same.”

    “See, at the end of the day, the builder is a businessman. He will have to look after his profitability. He won’t bear the rising input cost alone; the buyers will be saddled by the burden in some way or the other. The prices of affordable houses have risen 20 to 30 percent in the last two years. The sentiment is bound to remain upbeat in days to come.”

    About 2.5 lakh homes have already been launched in Noida extension out of which about 1.5 lakh were sold about a year ago before the farmers protest crippled construction work. Prices of houses ranged between Rs 2,100 and Rs 2,200 per sq ft in this region last year which has now escalated to 3250 sq ft (as per current booking).

    Talking about the future of realty sector in the Noida Extension area, Tandon says, “This is a time for the investors and home buyers to celebrate. But at the same time, they will also have to be mindful of the price factor. The price at which you are getting the house today will escalate by 20 percent in the next three months. And the day construction starts, it can shoot up to 50 percent also (during the construction period).”

    “It is high time you booked your house and if you want go for investment purpose this will churn out 100 percent profit once the possessions of these housing are cleared. In the coming four to five years, prices will go sky-high after which there might be saturation,” he added.

    This is a fantastic opportunity for the builders to tap both investors as well as end users. But considering the burgeoning development activity taking place in the NCR, it won’t be imprudent to go forward. The simple theory is—realty prices are upwardly and even if you don’t intend to move in anytime soon after possession, a property can certainly be used as a cash cow!

  • CREDAI takes steps to protect old buyers in Noida

    Even though construction in Noida Extension has resumed, apprehensive buyers fearing fresh problems like cancellations and “unethical” demand letters from developers, met Confederation of Real Estate Developers Associations of India (CREDAI) on Tuesday to seek its intervention. Following the meeting, CREDAI has issued a set of instructions to all Noida Extension developers asking them to protect the existing buyers’ interests.
    The developers’ body has asked builders to not charge any extra money from existing buyers, make changes in original layout or FAR, and strictly warned against issuing cancellation letters.
    “We have maintained throughout the Noida Extension episode that the burden of a price hike will not be passed on to the old buyers. In spite of that, buyers were apprehending an increase in prices so CREDAI has decided to issue a set of directions to all developers regarding this,” said Anil Sharma, CMD Amrapali and vice president CREDAI (NCR). “We have also asked the developers to not make any major changes in the layout and FAR of flats and to give buyers what was promised at the time of booking,” Sharma said.
    CREDAI has also directed all developers to ensure that all those buyers who have paid the mandatory 10% of the Basic Sale Price must not be threatened with cancellation.
    “CREDAI will also issue a copy of these instructions to buyers’ associations to ensure that builders do not harass existing bonafide investors. Its assurance has come as a great relief for us,” said Abhishek Kumar of buyers’ body NEFOWA. “Several developers were threatening us with cancellations so that they can sell the same flats at higher rates. In some cases, developers have drastically changed the layout of their projects which cannot accommodate all old buyers. Due to this, they were asking us to take refunds. We hope all problems will be resolved now with CREDAI’s intervention,” he said.
