पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    If you are dependent on loan then I will suggest to be very careful while buying in NE. At this stage getting loan approval for NE real estate is toughest thing even when bank may say that they are disburesing.

    I ran into problem 2 years back in similar issue when Gaur was asking for payment but IDBI took 2 months to process and finally rejected the loan. In this case builder will put penalty on you by saying that bank is disburesing so not our issue.


    Hi...If bank were disbursing then how did they reject...and if they were rejecting then how could builder say they were disbursing...so dint get you.

    I am not sure about this but may be nexus between bank and builder. So when you go to buy flat builder will show you letter that this bank financing on their project and may be one of the representive from bank will agree to that. Then after making 20% payment you put application in bank (bank will not finance before).
    This is where problem start. Bank delays things but builder will ask you payment on time. In case you will say that bank is delaying processing builder will say that this is not builder's problem. And in case bank rejects your application it's entirely your problem. Builder will say that may be your application is having problem and this is nothing to do with us.

    So to be safe I suggest first take pre-approval from bank and then make any payment to builder. Otherwise you will stuck if you make 20% payment and then apply for loan. This is my personal experience.

    NOw since it is confirmed Gaur has started sending demand letter. What sud be the next step for many people like me who hv booked with 10 cent amt without BBA.

    Shud we ask for the BBA first and then make paymnt or make it together.

    What impt hs to be taken in mind in BBA. When is BBA made generally?

  • Noida Extension to now be called Greater Noida (West)

    GREATER NOIDA: Noida Extension is now going to get a new beginning after rising from the land row issue with the Greater Noida Authority deciding to re-christen it as 'Greater Noida (West)'. Noida Extension comes under the jurisdiction of the Greater Noida Industrial Development Authority (GNIDA), but was given its name due to being located adjacent to Noida. In a meeting held on Friday, the CEO of the Authority said that the area would now be referred to as Greater Noida (West).

    Initially, developers had coined 'Noida Extension' to differentiate it from both Noida and Greater Noida. Also, this name was given to make it clear to potential homebuyers that it was in close proximity to Noida and not as far away as Greater Noida. This area was primarily envisioned to provide planned and affordable housing to homebuyers in the NCR region.

    The change in name is being envisaged as a move to mark a new beginning for the area, which has been through a rough one year when the land acquisition row stalled all construction and development work. "The idea is to revamp the image of the area to fuel its realty and commercial growth," said Rama Raman, CEO, Greater Noida Authority.

    Officials also revealed that talks were in progress to rename the Gaur City chowk, a landmark roundel in the area, which has in the past one year witnessed many a demonstration. "There is a suggestion to name the several crossroads in the area in honour of freedom fighters, martyrs and late social activists who have made significant contributions to Greater Noida," said an official. "Naming of the streets, roads and roundabouts would need time and a series of consultations. We will soon draw up a list of probable names and then decide to name the roads and crossings," he added.

    Spread over nearly 3,635 hectares, Noida Extension is around 4-5 km from Sector 121, Noida. The road from Sector 121 that crosses Hindon river reaches Sectors 1, 2, 3, 4, 16B, 16C, 10, 12, Techzone, Knowledge Park 5, etc in Greater Noida.

    Noida Extension, which has been the epicentre of land acquisition disputes and has witnessed several farmer protests, will now be known as Greater Noida West, said Greater Noida Industrial Development Authority (GNIDA) CEO Rama Raman. Builders, who began the construction of several housing projects, had named the area Noida Extension three years ago to cash in on its proximity to Noida. In 2010, the GNIDA had served them notices, asking them to refrain from addressing the area as Noida Extension as it misled buyers. At present, all crossings in the area are known by the undergoing projects.

    But from now on the Greater Noida authority will follow nomenclature pattern for areas similar to Delhi - which has east, west, north and south zones. For naming the crossings, suggestions will be invited from the public, the CEO said.

    Raman also appealed to the farmers to help resolve disputes through negotiations, rather than obstructing construction activity. The authority does not have enough land to give farmers, but there is no shortage of land in the Master Plan 2021 approved by the NCRPB, he added.

    "We will acquire more land and provide developed plots to farmers as per the court's directions, but it will take time. The authority is facing a fund crunch. Once the development process starts, money will start flowing in and the farmers will be given hiked compensation along with developed land," said Raman.

  • Noida Extension: On track

    Noida extension is a part of Greater Noida, in Gautam Budh Nagar district of Uttar Pradesh. In fact, the term Noida Extension is nothing but a marketing gimmick adopted by the developers, so as to grab attention of the buyers.

    All sectors under Noida Extension (Sector 1 to 4) are very much a part of the Greater Noida Industrial Development Authority (GNIDA). While the developed sectors of Greater Noida, such as those near Pari Chowk have good infrastructure, they do not rank high on preference due to the distance from Delhi, approximately 35 kms.

    As opposed to developed sectors of Greater Noida, sectors covered under Noida extension are preferred due to their proximity to Sectors 121, 62 and 63 of Noida.
    These sectors are not only the commercial hub in Noida, they are situated along the proposed metro connectivity link. In addition, these sectors of Noida Extension are well connected to NH-24, Lal Kuan in Ghaziabad, and Anand Vihar.

    The arterial roads of Noida Extension will soon be developed and connected into a 130-metre wide road joining the road from Sector 121 in Noida, extending through Noida Extension, and ending up at Pari Chowk. It is for these reasons that the affordable housing segment has seen a lot of demand in the area.

    Noida Extension consists of 16 villages. The total land allotted to developers is around 2,200 acres. After 2009, while areas in Delhi-NCR such as Gurgaon, Dwarka and Noida have been offering apartments at an average basic price of Rs 5,000 to Rs 5,500 per sq ft, Noida Extension was attracting buyers with apartments being offered in the price range of Rs 1,600 to Rs 2,100 per sq ft.

    The controversy began when the Allahabad High Court in May last year had quashed the acquisition of agricultural land in Shahberi village. Due to the cancellation of land acquisition, several projects coming up in Noida Extension were hit as the construction was stalled. The Allahabad High Court then had directed the Greater Noida Authority to seek approval of its Draft plan from the NCR Planning Board. The board gave the approval only last month. With this new development in the master plan, the developers are also getting more FSI to construct on their land.

    Noida Extension and Greater Noida together have roughly 2.5 lakh proposed apartments that are already under construction. Among these, 60 per cent apartments are already sold. Major players in the area are — Gaursons, Amarpali and Supertech.

    The pricing of apartments in Noida Extension has witnessed an increase of 40-50 per cent , i.e., bringing it in the range of Rs 3,000 upwards after the issues have been settled. This appreciation has taken place, depending on the location of the project and the builder’s track record of delivering projects. With this increase in rate, although this region will still be cheap, it will no longer be an affordable destination for the deserving middle class. This area is still attractive for both the end users and the investors, however do not expect a steep price rise.
