पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    So Even GNA authority is equally responsible & their intentions are worth doubting ..

    PS : In Noida farmer's whose land was acquired more than 15 years were not given compensation plots till last Yr

    those spending money for getting more appreciation not for home and their end use????

    Can you justified that why farmers demanding 10% Aabadi not 64% more compensation ?

    When GNA decided to sort out problem(even list out the village name with date) only a day back then why they are singing their old song????

    No one wants to make their mouth bitter but this is situation where people feel helpless and hopeless and blames the current real culprits.

    Do you justify buying 700 Rs PSM & selling at 7000 PSM by authority ..
    Remember High Court has given this decision to hike 64 % & 10 % land , so no question of justifying it ..

    About my investment , I can assure you I have invested 4-5 times than you in Noida Extension..

    If you read my post clearly , I was not in favor of any of these leader , I just said if authority has taken some concrete steps & shown some interest in solving the farmer's issue , situation would have been better ..

    Real culprit here is GNA , they have given every possible reason to farmers & these so called leaders to show their protests ..

  • This query is against Home loan of one of my frnd. Loan amount is less than 15L and per info if u have any loan less than 15 L is further subsidised by Govt of India. Loan is from HDFC for GNW Property. When he enquired about this they said that original loan was under Dual Rate scheme. Now after almost 2.5 years the interest rate is 11.5%. They said that he need to pay further 9000K in order to convert to a less interest payment.

    He is saving almost 300 (differential amount from 4200K to 3900K) per month. Below are the question -

    1. Is this still legal by HDFC coz any home loan below 15L should be subsidized else what would be benefit given by government.
    2. i am pi**ed off by the rule that you can not get income tax relaxation till point of registery made to your name. (You pay rent, extra Home loan installment plus no income tax benefit for next 5-6 years) . it hurts and u do not know that you have be looted till 8 year that u have been looted (long term looted relationships with banks and builder).
    3. Now that govt has said bank can not charge extra amount if one closes bank loan early (early payment). Need to know if there are any other glitches in that too.
    4. What are the charges / bebefit / process if one wanna change the bank.

    Bro...pls understand GNA mite be culprits but these farmers are no saint.....

    also we all know there are many areas in India where people are facing issues with various builders, authorities etc...but I appreciate the work that GNA is doing now in trying to sort out the mess...which I dont see any other authority doing for the people be DDA, HUDA, etc....

    And also, there is no justification in comparing the buying and selling rates, I can buy anything from u at 10Rs but its upto me at what rate i sell it..if i have a buyer who will pay me 100, i will sell it at 100.

    Correction in figure and some real picture.... compensation amount was paid 1450/-psm and 83.7% farmers have taken additional compensation in Patwari village....

    So if authority is selling at 10000 Rs... than it does not mean that authority is making 10 times profit...Pls check the master plan.. only 22% land is allotted for residential purpose (including builder projects) and 18% is reserved for green area and balance is reserved for park/road/basic utility/commercial/institutional..

    In case of NE.. only 22% land is allotted to builders.. rest of land is either used for road (including 130sqm wide road and internal sectors road) and few are marked for institutional area (Tech Zone IV)… so authority is developing approx 48% land FREE of cost and giving FREE of cost for public purpose.. If you notice in NE.. there is HUGE size of green belt starting from Gaur City on 130sqm wide road and another 18 meter green belt on both side of road.. that LAND is part of acquisition and authority is developing and giving us FREE of cost..

    Development cost for sewar/water/green area/electricity is approx 3200/psm confirmed in previous audit.. also free land for park/community center etc.. Authority also had to allot institutional plot/educational plot at very cheaper rate… 2000-2200psm.. so don't consider that authority has made 10% profit… 48% land is used for public purpose FREE of cost + development expenses.. rest 30% land is used for commercial/educational/utility and except commercial…all land cost is very cheap.. less than 4k/psm… check your figure first…

    Agree to what you have said .. But

    Authority is doing only 60 % of what it should have done .. Why these abadi issues are coming now ?? Why they were not solved at the time of acquisition only ?? Our Honorable Court has given the verdict of hike in compensation , so that doesn't need any justification ..

    Do you know farmer's were forced to pay 1% of their compensation as bribe to authority ??
    Do you know even know , if somebody want their compensation (64% part ) early , 5 % is the rate at authority ??
    Can you understand why authority is not very keen to resolve will certificate issue which will allow legal heirs to take compensation in case a person has expired ??
    I have seen farmers were treated like dogs & cats around authority office when they were trying for their due compensation which is for the piece of land their ancestors have taken care of or owned ??

    appx 800 Rs PSM rate was given to farmers initially , this 1450 amount is including the hike part (64%) ..

    Patwari is the only village where 80 % of the villagers has taken the hike , rest of the villages not even 20 % of farmers has been given the compensation (hike 64 %)

    Now when High court has given the orders to hike the compensation , no further justification is required ..

    May be you can go to high court & support the GNA !!

    wrong figure again dude....check the High court order of 21st Oct 2011, it has detailed list of each village and how many % of land owners have taken the compensation. Except for 3 villages, Shahberi, Makoda and one more...rest all villages 70% + have taken the compensation.

    These figures are completely wrong , There is not a single village except Patwari where 70 % of villagers have taken compensation ..

    If you all want to justify & support most corrupted GNA for all their wrong doing , then it's entirely your choice ..

    Don't forget that authority impose the emergency clause & acquired the land which itself was wrong & that resulted in all this mess ..

    Just tried to present the reality , which is not being published in news paper or highlighted in some TV channel ..

    GNA authority is the biggest culprit in this whole episode & even now they are not with buyers who are overburdened with EMI & rent together or the farmers , GNA is with builders & from the day 1 they have supported them only ..

    यमुना एक्सप्रेस-वे अथॉरिटी को मास्टर प्लान-2031 के दिल्ली- एनसीआर प्लानिंग बोर्ड में पास कराने के लिए पर्यावरण मंत्रालय से एनओसी लेनी होगी। इसके लिए अथॉरिटी कंसलटेंट नियुक्त करने की तैयारी में जुट गई है। अथॉरिटी के सीईओ रमा रमण का कहना है कि इसके लिए 15 दिनांे के भीतर कंसलटेंट की नियुक्त कर दी जाएगी। कंसलटेंट एनवायरनमंेट मैनेजमंेट प्लान तैयार करेगा। इसमें वह पर्यावरण पर पड़ने वाले प्रभाव की समीक्षा करेगा। कंसलटेंट से रिपोर्ट मिलने पर अथॉरिटी इसे पर्यावरण मंत्रालय को सब्मिट करेगी। इसके बाद एनसीआर प्लानिंग बोर्ड से एनओसी मिल सकेगी। अथॉरिटी की योजना गे्रनो से लेकर आगरा तक 165 किमी लंबे यमुना एक्सप्रेस-वे के किनारे 9 शहर बसाए जाने की है। अथॉरिटी फिलहाल फर्स्ट फेज का मास्टर प्लान तैयार करा रही है। इसमें ग्रेनो से लेकर जेवर तक का 58 हजार हेक्टेयर एरिया शामिल किया गया है। इसके अलावा दूसरा जेवर से लेकर आगरा तक होगा। इसमें 2.57 लाख हेक्टेयर एरिया और 1199 गांवांे को मास्टर प्लान में शामिल किया जाएंगे। अथॉरिटी अधिकारियों ने बताया कि मास्टर प्लान को यूपी गवर्नमंेट से पास हो जाने के बाद एनसीआर प्लानिंग बोर्ड रीजनल ऑफिस से एनओसी मिल गई थी। फिर इसे अप्रूवल के लिए दिल्ली एनसीआर प्लानिंग बोर्ड के पास भेज दिया गया है। पर्यावरण मंत्रालय से एनओसी न होने के कारण बोर्ड ने मास्टर प्लान को वापस अथॉरिटी भेज दिया है।
