पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    5) If I send some friend/relative of mine to visit Gaur City personally and talk to them, will it make any difference, I mean in terms of waiving of extra charges?
    6) In case, when someone is out of India, Can he wire the money directly to some account of Gaur City?
    7) Any contact person in Gaur City who is liable and can be contacted for my issues?

    Also if someone had been in my shoes before, please drop me a personal message.

    I would appreciate if someone throws some light on my above questions.

    U need to call up the cust care of gaur city and tell them about the particular project like gc 16, 11 etc u r in. They have appointed separate exe for each GC. They would give u for the next step.

    Most of the existing customers have received this adhoc charges in thousands. M a new customer so hv no idea on it. but surely they wont remove those charges. Other member may enlighten on the same.

    Regarding loan. There is disbursement of loan by corp bank, bank of maharasthra bt no one has confirmed abt the disbursement on iref or facebook group. So situation is still nt clear.

    M too planning to pay by pocket but wil pay after things are cleared. Kam se kam loan disbursement ki confirmed news aaye kisi bhi customer se tabhi karunga.

  • GAUR IS CHANGING THE LAYOUT and INCREAING THE FLOOR

    Dear All,

    I wanted to raise following issues through this forum as we all are getting into big traps by Gaur Builders.
    It may not be any serious issue in case of investors but it is very serious matter to me as first time owner of a flat meant for leaving.
    1. Adhoc/Interest Charges - I have been asked to pay Rs 6195 as adhoc/interest charges while it is not my fault as Gaur has not raised any prior invoice.
    Why I have been supposed to pay this amount without any fault of mine.
    2. NOC Letter - Gaur is asking us to sign this legal document and I have seen many people signing it.
    a) Although it was claimed by Gaur & our fellow members that existing building won't be touched but I failed to see any mention to this. If it is regarding township as claimed by Gaur, we are anyway not entitled/authorised to what Gaur does in other part of his township.
    Where does question of township comes into picture & Gaur asking for NOC as earlier none of us have signed any letter(legal) in this regard except for our flat.
    b) What is the need & purposes of this NOC.
    c) Why this NOC is top secret? Why it has not been sent to owners along with demand letter.
    d) Why we are supposed to sign this NOC in Gaur Office if things are so transparent as claimed by Gaur.

    3. Demand letter
    They are delaying the flats by almost 2 years and claiming they need this time to materialise the things.
    a) Why installments have not been delayed by 2 years. Simply it means that I might end up paying the full amout even before 1 yrs prior to delivery.
    b) There will be discrepencies in demand letter. The due date mentioned in the demand letter is of 25 Aug 2012

    5. Bank
    a) Bank are still not accepting fresh applications and not disbursing the loan.


    How builder can increase the floor and layout of the building structure, if
    foundation is already completed?
    How building will bear the extra load. It would not be safer for resident. We should unite and oppose for this NOC.

    I'd like to request senior people to comment this...

    dost....one of my friend is out of india and having flat in GC-1.I am following up for him with gaur.I am also having flat in GC-6.

    Story ka jist ye hai Gaur flat kaisa bhi banaye par inka backend( customer care and sector 63 office guys) is cheap and c grade profeesional ki u feel like u are dealing with a KABADI for selling or buying some junk.Seriously they are worst.They will piss u off so much ki one feel like cancel the flat or beat them up.

    See in your demand letter there have given the no to contact.Call that guy and ask him to send you the NOC and final declaration letter to send on mail.Then take a print out and fill in ur details with your sign then scan it and send it back to them and mention this is what you can do from outside india and you will sign the actual documents once you will be back.

    once they are agreed for this..then ask them for the acc no to make a payment.earlier my friend made the payment online to them.

    and this is what my friend is doing after following them up for 1 week.

    once you start this process i will tell you what will happen with you.
    > first they will not pick you phone they might pick after seeing the isd no.
    > phir bolenge papers bhej denge..phir apko ambesy se sign karane honge...koi unse puche 10 rupee ke stamp paper ki nottery stamp ka ambesy se kya relation..ambesy vale kya gaur valo ke liye baithe hai...sale padhe likhe gavar...
    >phir bolenge humare to 40 % buyers india se bahar hai...sab aise hi kara rahe hai..sala NRI project hai kya...
    >i asked them ki mera friend tumko authorization mail bhejdega ki falla falla admi mere behaf pe sign kar dega...aur tum log uska id proff le ke sign kara lo..par bole nahi...
    > blood relation ke liye bhi koi sidha javab nahi...so i didn't tried it as my friends family is based in banaras.salo ka bhorosa nahi uske father ko bula lu aur bad mai bole ki blood relation mai sign accept nahi karenge...

    ye sab to tab hai jab mai unke offic gaya tha nahi to phone pe sale entertain hi nahi karte...mere friend ne itne phone kiye ya to uthate nahi hai ya utha ke tarka dete hai...ya kisi aur ka no. de dete hai..

    jab bat hi nahi karni unko to no kyo diya hai demand letter mai ki call us for any concerns.

    unki customer care id..sala sare gaur city 1&2 ke liye ek hi email id bana rakhi hai dikhane ke liye...usme itni mail aah rahi honge ki koi check bhi nahi karta hoga..only one girl is sitting on the PC on their reception from where they access emails...mail check to karte nahi reply to kya khakh karenge...

    Phone and email doesn't work with gaur guys..only personal visit with ur mind out of proportion will work with them.

    sale denamd email pe nahi bhej sakte...mujhe aaj tak apne flat ke liye demand letter nahi mile ..chahe mujhe letter 25 oct ko mile par unki payment date 26 oct hi rahegi...ab karlo unse jhagda...kya karoge...

    for extra interest..they are considering any demand before oct'11 like between june-sep..when people were not paying because of uncertainity..koi unse puche demand raise to karo..what reply they will give u ki humara to time basd plan hai..agreement ki date ke hisab se pay karna hai...to demand kaise..it is already mentioned in the BBA.....bloody blood suckers

    Gaur backend guys are real asshole.They will ingore u so badly ki kisi govt office mai bhi nahi karte aaj kal...sauch raha hu agli bar 2-3 logo ke sath jayu 2-3 baseball ke dande le kar aur salo ko nipta ke aah jayu..:bab (45):

    Dost....ye sare ke sare builders na chor hai NE mai infact pure Noida mai sale FAR ke naam pe customers ki laga di hai...every builders in Noida-NE has increased the floor....kahi customer ko pata hai kahi nahi...it is the story of every other builder..

    In gaurs demand letter they will praise u so much for being gaurs customer..ki tumhe lagega ki maine to best builder ke sath flat book kara liya...

    they has mention in the demand letter ki layout will not be changed for your particular sector...no new building in green area..only newly launched towers will consume extra FAR...
    but once you reach their office for signing the NOC they have mentioned in NOC ki size of your flat will not be changed but layout or green area of your sector can be changed..means they can erect a new tower in green area in frunt of your flat.....what a bull shit....

    these builders r sucking our money and happiness from our lifes...


    another point to note..generally gaur doesn't allow resale in their project..par ab allow kar di hai gaur city 1 mai....u know what they are asking for transfer the flat 6 % for DP buyer and 11 % of Flexi buyers...that too on todays rate as per gaur website.... them....how can they charge some % on todays rate....jis rate pe bande ne purchase kari hai use ke hisab se transfer hoti hai property.....sala jo flat 20 se 30 lakh ka hua hai resale mai jiska prize ye log 36 lakh dikha rahe hai...uspe 4 lakh transfer charges...are they nuts...

    even i want to sell my flat as i m fed up with these blood suckers..par sala DP mai 20 lakh ki chej 30 lakh hui hogi...3 lakh bank interest aur 3 lakh ye log le lenge..bachega kya ghanta...i...possesion date bhi...2015.....

    sala dhobi ka kutta ghar ka na ghat ka...vali halat kar di hai

  • It is sad to hear all this from existing buyers. NE builders has taken everything for granted. One of my friend was telling me today about the demand raised by builder when there is no bank disbursing loan currently. Now he has no option other than breaking his fix deposit to pay the demand to builder.
    If any bank disbursing loan in NE, please update.

    It is Amarpali. As per him, some buyers had meeting with Anil Sharma and based on his assurance, many agreed to pay the demand. Also they are saying around 70 workers are working at site.

    The problem is when others are agreeing to pay, he don't know what to do.
    He is old buyer of this project (booked at 1800-2000 psf) and by seeing the trend, he is afraid about sending cancellation letter to old buyers in case they won't pay demand.
    By reading the forum,I asked him to try loan from bank of maharastra, corporation bank and then try to transfer his existing loan to these bank. But still not sure whether these bank disbursing loan or not. Any suggestions friend?

  • Situation is really tense specially for old buyers. When NE was launched, it was targeting those who can't afford more than 25-30 lakhs house. Rates were lower and many buyers from low income group ( salary less than 10 Lakhs per annum) invested in NE by taking loan from bank. They are fighting for their home from last 1 year by paying EMI as well as rent. Now situation become more difficult when banks are not disbursing loan and builders cancelling old booking as old buyers can't afford to pay directly from their pockets.

    n possession me second last paymnt is on aug 2014 (10) n last paymnt (10 cent)is august 2015 when in Flexi there is gap of 6 mnths. Apne hisab se ek saal kar di.

    upar se badi sarafat se noc sign kara rhe hai aur keh rhe hai nhi kar sakte toh 11 cent ka interst ke sath paisa le lo.
