पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    There is no processing fee for loan but ya there may be .1% file processing charges on total loan amount, bt i hvnt paid any till nw.
    I have got it done from corporation bank preet vihar branch. If all goes well they might release my first check by monday. Will again go there tomorrow to sign the disbusrment papers. AND YES CORPORATION BANK IS DISBUSRSING ALSO. But still will update you guys wn i get cheque in my hand... :)

    But the question is for which project ? Pls do mentioned your project .... I had a chat with Corporation bank they are not tied-up with Stellar jeevan till yet saying will take 3-5 days to get tied-up done then thy will start for Stellar also??

    MyWood is saying that go for HDFC which is the only option as if now. But HDFC is asking for 11236/- as processing fee. If some one can fetch better deal, please suggest

    Since HDFC is a preferred banking partner of Mahgun hence Mahagun usually asks its customers to get housing loan from HDFC Bank.

    HDFC will disburse the loan this is for sure but only when the things would be absolutely clear.

  • Today i called HDFC person who sits at Gaur office Noida,mob. 9871718751.He has confirmed that loan sanction letter for GC are courierd to applicants.Moreover, the disbursement may start from 14th/15th oct.He was pretty confident.....fingers crossed.

    With the buzz back in Noida Extension and buyers looking forward to discounts etc in this ‘auspicious period,’ will residential sales get a much-needed push?

    The year 2011 witnessed 12 successive interest rate hikes by the Reserve Bank of India to tame inflation. The pressure on liquidity and spiralling prices, too, took the sparkle out of the festive season. High construction costs and shortage of labour also left people with nothing to celebrate.
    This year, however, with the festive season about to begin and Noida Extension getting an all-clear for construction (after last year’s fracas over land acquisition), how are things going to work out for the realty sector?

    Experts say big discounts instead of freebies will be the order of the day this time, what with developers under tremendous pressure to maintain their margins in the current environment of rising input costs and restrained availability of funds. The discounts could mean complimentary registration (where the builder will get your registration done) and EMI-free (a set period in which you won’t have to pay installments for your apartment) offers.

    The ray of hope for the market is Noida Extension’s reemergence and the cost advantage it has over other NCR locations such as Gurgaon. Middle income buyers and investors are back in action again and scouting for their dream homes there, says Anshul Jain, chief executive, DTZ India.

    The Noida Extension volcano that has remained dormant for over a year and is now ready to erupt and take the NCR realty market by storm with its ‘magma’ supply of residential stock at prices that are pocket friendly. Its reemergence as an investment destination will keep a check on the spiralling prices in other parts of Noida as new supply will come in. According to Pankaj Kapoor of Liases Foras, though the rising prices could be checked, everything depends on the price at which projects are launched in the area. “The prevailing prices in Noida will polarise consumers as cheaper options will be available at a convenient location like Noida Extension, which is barely 11 to 13 kms away from the developed sectors of Noida and Indirapuram. If new projects are launched in the price range of R3200 to R4000, both investors and end-users will find Noida Extension lucrative,” he adds. Cheaper supply there will also trigger a correction in other Noida areas where prices have hit the roof.

    एक संवाददाता ॥ ग्रेटर नोएडा : एडीएम लैंड विभाग ने शुक्रवार को बिसरख, रायपुर और मथुरापुर गांव में कैंप लगाकर किसानों को 20 करोड़ का मुआवजा बांटा। एडीएम लैंड हरीशचंद्र ने बताया कि मुआवजा बांटने के लिए सभी गांवों का रोस्टर तैयार कर लिया गया है। ग्रेटर नोएडा वेस्ट एरिया के बिसरख गांव में कैंप लगाकर 33 किसानों को 10 करोड़ रुपये का मुआवजा बांटा गया। वहीं रायपुर गांव में 35 किसानों को 5 करोड़, मथुरापुर गांव के 32 किसानों को 5 करोड़ का मुआवजा बांटा गया। उन्होंने बताया कि किसानों को फाइल नंबर से मुआवजा बांटा जा रहा है। इस प्रक्रिया से जहां किसान खुश है वहीं एडीएम लैंड विभाग को भी सहूलियत हो रही है। उन्हांेने बताया कि इसी तरह 39 गांवों में कैंप लगाकर मुआवजा दिया जाएगा।

    संवाददाता, ग्रेटर नोएडा : प्राधिकरण की आबादी निस्तारण समिति ने शुक्रवार को इटेड़ा गांव के किसानों के साथ बैठक की। एक घंटे चली बैठक में सिर्फ आधा दर्जन मामलों में सहमति बन पाई। बैठक में प्राधिकरण ने ऐसे प्रकरणों को सुनने से इन्कार कर दिया, जिनमें पूर्व में निर्णय लिया जा चुका है और मामले बोर्ड से स्वीकृत हो चुके हैं। किसान चाहते थे कि प्राधिकरण बोर्ड से पास हो चुके प्रकरणों पर भी पुनर्विचार करे। आश्वासन न मिलने के बाद किसान बैठक से उठकर चले गए। किसानों का कहना है कि वह अब कोर्ट का दरवाजा खटखटाएंगे।

    एसीईओ चंद्रकांत पांडे की अध्यक्षता में आबादी निस्तारण समिति ने शुक्रवार को इटेड़ा गांव के लंबित प्रकरणों को सुना। बैठक में 14 मामले रखे गए। एसीईओ के मुताबिक, नौ प्रकरणों पर पूर्व में हुई बैठक में निर्णय लिया जा चुका है। बोर्ड से भी मंजूरी मिल चुकी है। किसान चाहते थे कि बोर्ड के फैसले को रद कर फिर से निर्णय लिया जाए। ऐसा करना संभव नहीं है। शेष प्रकरणों में चार का निराकरण कर दिया गया। एक प्रकरण में सर्वे रिपोर्ट में अंतर आने के बाद फिर से जांच के आदेश दिए गए। तीन प्रकरण ऐसे आए, जिनमें पहले से आपत्ति दर्ज नहीं थी। एसीईओ के मुताबिक नए प्रकरणों को भी निस्तारित कर दिया गया। वहीं किसानों का कहना है कि प्राधिकरण द्वारा पूर्व में लिए गए फैसले में आबादी का क्षेत्रफल कम छोड़ा गया था। किसानों को पूर्व का फैसला मंजूर नहीं है। जितनी आबादी किसानों ने बना रखी है, उसका पूरा क्षेत्रफल छोड़ा जाए। प्राधिकरण इसके लिए तैयार नहीं हुआ। बुद्धपाल यादव, संतू याद, रूपचंद प्रधान, सुरेंद्र, पदम, लखमी आदि किसानों ने कहा कि वह कोर्ट में याचिका दायर करेंगे।

    LUCKNOW: Nearly a year after the Allahabad High Court directed the UP government to institute an inquiry into the anomalies in the acquisition of land in Greater Noida, a section of residents of the area alleged that the state government has failed to comply with the court's directives.

    Alleging that some officials of the government acted in collusion with the builder lobby, the residents also submitted a five-point memorandum to the chief secretary, infrastructure and industrial development commissioner among others, demanding that the entire process of allotment of land for group housing plots should be done through e-tendering or a transparent auction mechanism. Among other demands, the Greather Noida residents have called for the scrapping of the practice of allotting the land on eight-year installment basis to "profit-making" builders, mandating all projects be completed in three to four years, and, scrapping the practice of allotting group housing plots under consortiums to smaller residential projects.

    Reacting to the allegations, infrastructure and industrial development commissioner Anil Kumar Gupta said: An inquiry has been made into the Greater Noida land acquisition case. I have travelled to the region myself to assess the situation. The findings of the inquiry have been shared with the government and the file has only come back to me a few days ago. Now, it is up to the department concerned to take action against the persons who have been indicted in the report.''

    Conducted in May 2012, the findings of the inquiry suggested that several chairmen and CEOs of Greater Noida Authority, appointed between 2002 and 2011, including senior IAS officials, colluded with the builder lobby to acquire land for industrial use, but changed the land use to "residential" later. Among the several officials named in the process was former bureaucrat Mohinder Singh, believed to be close to the former BSP regime, but who has now retired from service. Gupta conducted the inquiry on the directives the Allahabad High Court, in 2011, ordered an inquiry into the anomalous allotment of land, among other irregularities, by the Noida and Greater Noida authorities.

    Though the state government had then turned down a request for a CBI enquiry into the matter, top-level government officials were deputed to conduct an inquiry and report the matter. The probe was started by senior IAS officer Sanjay Agarwal but eventually handed over to Gupta.

    In May, Income Tax department officials carried out searches at the offices and residences of three general managers (GMs) of the Greater Noida Authority and a chief finance officer of the Noida Authority. These officers were said to be close to prominent people in the BSP government. The income tax department had also raided some establishments of four builders against whom allegations of undue clearances to projects, land allotments, tenders and payment to builders were levelled. The raids were said to have been conducted following complaints of irregularities in projects worth several crores. Following these allegations, the court also denotified the land in eight of the 11 villages in the area. Cases in more than 40 villages are still pending in court.

  • Noida Extension - An overview

    Noida Extension, an upcoming suburb around the national capital region (NCR), was one of the most promising affordable housing destinations across India. With Gurgaon and main Noida area in NCR going out of budget for most middle income professionals, Noida Extension offered an opportunity for home buyers with budget in 20-30 lacs bracket. With the additional back up of superior infrastructure like highways, hospitals and educational institutions in the neighboring Noida area, the property prices in Noida extension were anticipated to escalate since its conceptualization. The fate of this concept was threatened when the farmers near Greater Noida decided to move to the court, challenging acquisition of their land for developing Noida Extension. This issue was aggressively debated among various stockholders, including home buyers, builders, farmers, noida authority and the legal system, each blaming the other for the problem.

    What followed was a pitch battle in the courts and finally after over 12 months of delay Allahabad High Court dismissed the review petition filed by the farmers and directed the Greater Noida authority to get clearance from the NCR Planning Board for its master plan, and proceed with the development process. Farmers further challenged the decision of the High Court and moved to Supreme Court. Intelligently the Supreme Court clubbed around 30 cases that were filed on various similar grounds to gave a just and uniform verdict to both farmers and home buyers. According to the Supreme Court verdict, 64.7% additional amount and 10% of the developed plot has to be given to farmers as compensation for their land which was acquired by flouting the norm.

    Post the judgment, the Noida authority has planned to give Rs 1,100 crore more to the farmers, as part of compensation. Out of this the Noida authority has passed on 50% of this burden to builders in the affected area. The Greater Noida authority has started collecting money from Builders and individual residential plot allottees. The Builders in the affected area are still debating whether to charging additional amount from existing home buyers (which will violate their contractual obligations) or to pass the entire burden among new buyers (which will make their project costly and in some cases un-competitive).

    The court verdict, in many ways, has cleared the ambiguity surrounding the entire real estate climate in Noida Extension. The judgment has come as a temporary relief not just for the home buyers who have invested but also the developers in this area who are building the projects. The projects in Greater Noida are in various stages of development and Home buyers can expect to get the possession in next 30-60 months depending up on the reputation of the builders. On the positive side, if there are no further issues, home buyers can expect a fair appreciation of around 10-20% p.a from their investment in Noida Extension. According to price trends, the average per square feet (psf) property rates in Noida Extension has moved up from 1991/- in Sept’11 to 2754/- in Sept’12 and appreciation of34.29% in the last one year. Most of this appreciation (28.61%) has happened in past 6 months. My advice to investors will be to stay invested in the project for a long term return.

    As far as I know Gulshan has not started booking again in NE. Gulshan is very good builder but do not believe on broker. Personally go to Gulshan office and ask details. It is matter of lacs of rupees and getting more information is always better.
