पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    Sanju, I posted today 1 hour after visiting NE which was after submitting my disbursement cheque with the builder. I wrote what I saw and I did write construction at major builders is going on "decent" pace, not great but not bad either.

    I would again say - seeing is believing. Go for urself and see how things are totally different from what some want us to believe on this forum.

    With regards to loans, if ur credit history, documents are in order and the project is approved by the bank, I don't think u have to even move out of ur house for ur loan approval. Also the project being in NE is no longer an issue with the banks, it is the builders credibility and documents which are the criterion for the banks.

  • right chikoo, i have told them tht resale in not happening at 2700 so what abt this rate.. and they conveyed that dont worry rate will be in range of (all inc.) 4200 + in 4 months before holi. I think its a grand plan in which builders have succeded once and they are playing the same game again. remember they manage to stalled work in NE and rates of 7X shot up to 4500-5000. now they managed stay on 74-79, 121 etc. and will keep increasing rates till the point when no room left. Note "managed" in the word where parties are builder, UP CM office, authority, NCRPB, Courts, Kissan leaders

    4 months 2700 to 4200? Lets borrow a few hundred crores and put them all in NE and we will not have to do anything 4 months from now.

    Sorry for being sarcastic but builders should exercvise some restraint even when over promising. It might be a once in a lifetime decision for someone

    Sare projects chodo sirf apni projects ki update hi dedo. n kya aapne abhi lia hai? Mean new purchase after ncrpb approval?

    Sab aise karenge toh achi healthy discussion hoga. that good for all. not price price n new new new.

    N Sir mera office sec 63 me hi hai n hv visited Nex around 15 times so sayad maine bhi kafi legwork kia hai.

    I doubt bank hs no issue. Mahagun, gaur ne kitne papad bele hai apko sayad pata hi hoga.

  • @del_sanju : FYI, Nirala project is also getting financed they have told me 1 bank (i dont remeber the name something) and another i think was DHFL. I havent paid much notice since mine was from HDFC and while i was contacted HDFC they told tht they are not started disbursement yet. Builder people was saying that from next week HDFC will start fianancing only i need to resubmit few moew docs like salslips etc. Lets see. Na ghoda door na maidan

  • one more thing completion date is now dec 15.. and they were saying that no one giving (so called) project completion date before that.. is this true that every builder is now targeting 2015-16 as completion date

    Few days back i tried to post some sattelite images of ne (gnw) but saw people making fool of rather than understanding. i was supposed to pick up each tower of each project within my reach. the response was not good so left the idea. some of the comments were by senior members.

    from last few days i am referring another forum. as u r old member so u can understand which one. think people r co operative there and comments and update genuine unlike here where every time someone fights with another, newbies comments r un answered and moderator absent from foul players.

    everyone has right to comment so i will reqest by members not to quote n reply to my post.

  • @Sanju _I went to BOM and Amrapali office today and as far as disbursement is concerned i have seen people submitting their DD for Dream Valley and Centurian park projects. I also met with Amrapali person responsible for making triparty agreement and he shown be the sanction letter from all 4 banks to other customers.

    In nutshell, i do not deny that there is no problem but we have stuck and we need to keep the faith in our destiny, builder and banks as we do not have any other option.

  • chikoo brother abhi se unka rate all inc 3650+ (3390 CLP + 100 PLC + 150000 car and other exp.)hai aur resale 2700 me nahi ho rahi hai..(Nirala Group) . woh samjahane ki try ker rahe the ki abhi 400-500 aur bada dege tab to 3200 mil jayega..

    Satellite images are not relevant at this time. they are old more than 6 mnths. so no use.

    Justprop is not so good as iref. Iref hs resource-pool of data from 2010.

    I am raising issue for new project launched. Old projects toh pahle bhi bankable the. loan chal rha tha.n ab wid all good work from nefowa, nefoma khul hi gaya hai.

    My project is Mahagun Mywoods, I am old buyer, I am satisfied with the construction activity at mywoods site. I also happened to see other projects in the vicinity today and the construction activity was decent both in GC 1 and 2. After all the struggle of last year or so, I am extremely happy with my decision to buy in NE. Yes I'm dissapointed with the possession date extended to 2015 but that's how things are. Wondering however how many Noida projects launched in 2007 - 08 have been handed over to residents????

    Anyhow I am least bothered by other areas, I am concerned only about MY region and as of today I am decently satisfied with my builder, construction activity, new projects being launched including high end luxury projects and of course price rise, no matter even if its on paper right now, new buyers are still making a beeline to buy in NE on these prices as they all know its the destination to be if u want to buy a house at a prime location in NCR.

    but one thing still surprises me .. how come increase in paper rates always means increase in real resale rates also ?

    i mean take the example of noida .. ab toh 4000 se kam resale mein nahin milta .. it seems paper rates and real rates are definitely in proportion to each other .. going by that logic, in few months the real resale rates of NE will be 3000 .. still pretty high man considering it was launched at 1700 ! :)
