पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

  • Hitman bhai, all these points are not new if you'll scrap up very old posts. i complete agree that these are true and I like rohit to share his views here.

    But repeating same old things again and again (1. builders are cheat 2. land is not legal 3. cases pending in SC 4. increase in FAR 5. builder increasing super area... etc etc) makes the forum less valuable for everyone.

    Neways this is my view. Cant stop anyone..:bab (45):

    well even if knowing all this you have bought in Noida xx projects then you are like me - speculator :) as you too might have that kind of money to write off.

    but remember for most of the people who wish to buy 30 odd lakhs home are betting their 15 years of future earnings -- I have seen your ;post where you too are seeking loan from canara bank - well keeping a brave face is good but do some calculations for the worst case - and be prepared for that just in case.

    Wah !! poori R&D kar daali, you impress me sir rohit. How smart & intelligent you are. How come you can find my posts. Wow. :bab (59): I would also surely try and pass you message to the lakhs of ppl who have put their money in NEX and ask them to be ready to dump it and forget about it.

    I would also advise all my peers not to invest in NEX in future.

    गुलशन ने फ्लैट बायर्स को आश्वासन दिया है कि अगर इस प्लॉट पर कोई प्रॉजेक्ट शुरू होता है, तो कंपनी पुराने रेट पर ही बायर्स को फ्लैट आवंटित करेगी। नोएडा एक्सटेंशन फ्लैट बायर्स वेलफेयर असोसिएशन (नेफोवा) के सदस्यों ने कंपनी से यह बात लिखित में देने को कहा। इस पर कंपनी के मैनेजमेंट ने एक हफ्ते में लिखित आश्वासन देने का भरोसा दिलाया है। नेफोवा ने कहा है कि अगर इस बार मैनेजमेंट अपने वादे से मुकरा तो कंपनी के गाजियाबाद दफ्तर के बाहर बायर्स भूख हड़ताल शुरू करेंगे। नेफोवा नोएडा एक्सटेंशन में फ्लैट खरीदने वाले बायर्स की रिप्रेजेंटेटिव बॉडी है।

    नेफोवा के प्रेज़िडेंट अभिषेक कुमार ने कहा, 'गुलशन आई होम्ज के मैनेजमेंट ने माना कि प्लॉट पर कोई विवाद नहीं है। उसने यह भी माना कि कंपनी के प्रोजक्ट का मैप ग्रेटर नोएडा अथॉरिटी के पास अप्रूवल के लिए पड़ा है। कंपनी ने फाइनैंशल प्रॉब्लम की वजह से प्रॉजेक्ट पर अब तक काम शुरू नहीं किया है। हमने कंपनी के मैनेजमेंट से साफ कहा है कि पुराने बायर्स का अलॉटमेंट कैंसल करने की कोशिश ग्राहकों के साथ धोखा है और इसे किसी भी हालत में बर्दाश्त नहीं किया जाएगा।'

    Rohit,

    I booked a flat(12th Avenue, GC2) in oct 2012 and when one my friend wanted to have a flat there, he could not get anything below then 19th floor. What it means ??

    When I booked there, I was totally aware of the NE facts and the money I invested was also hard earned money and I guess apart from few, everyone has invested their hard earned money.

    You can not get anything like NE with in 40 lac, I mean with such location and connectivity. RTM starts with 70 lac and needs to have a big chunk of cash. Everyone is expecting that the issue would be resolved. Whosoever thought that they will invest once the issue will resolve, just have a word with them about how they are feeling. Since then rate are increased by 2.5 times and still are increasing.

    Apart from this, I have always heard you saying that NE is full of issues. You are right, but against those issues, I wrote a reply. In a healthy discussion, it is not an obligation to reply against a query but I guess, it is ethical...

    You are right rohit but there is a point, if in worst case scenario SC cancels the land acquisition and builder has already completed the construction up to say 5-6 floors on
    the same disputed land. Those buildings would be even given to farmers.
    That would also be unfair. If any construction has not been started on any land then definitely the risk is more.

    Another point, if acquisition got canceled then authority will ask for the money that they distributed to farmers. Not sure, that all of them will be able to refund that.

    A piece of land where any builder has started the construction does not belong to a single farmer and what if few owners of that chunk has accepted the payments and others are not able to return the payment ?

    My point of view is that NE is definitely a disputed area with involved RISK. It will take time to settle down. May be you have to pay more, in case court favors farmers with increased compensation. So risk is involved in NE but handsome returns are also involved. Off course, everyone is aware that bigger the risk is then so will be the profit/loss...

    Do some number crunching
    Check how much you would pay in 5 years.
    That is the time every one is expecting the delivery of the project.

    Risk is for rewards plain vanilla risk is speculation and there are better avenue available for speculation like a 100 yd plot in bawana around 30 lakhs or even 100 sq yd floor in newly authorised colonies in delhi for 15 to 18 lakhs.
    Why take risk when better avenues are available.
    Buy in delhi give that property on rent live on rent by the proceeds of that property . Buy when things even out.

    even after sc scraps the whole ne,nothing is going to happen.The builder and famers are already in agreement regarding their land usage.The farmers will directly get their demands done from builders and authority would support the same.Investors have to shell out more money from their pockets.

    why the hell do u keep poking your nose in a forum...in which you do not hav any interest....we all members hav invested after our own due diligence. Infact a prospective buyer wil also do the same.

    I do not have any interest in noida ext apart from the fact that most of the so called end user s here are trying to befool innocent buyer in tge name of affordable housing.

    If everything is alright fir mirchi kyu lagti hai.

    Why the flag bearers of noida ext are not answering the simple question what is the exit route for the buyer who does not want to pay the extra money in name of increase d super area.
