पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    Generally speaking, I have observed your posts in NE threads quite frequently. I agree that your point about SC cases is valid but somehow there is more to you than updating potential buyers. If your concern is ACTUALLY to let buyers know about the negatives of NE, then why only NE???

    Why dont u post so in Delhi for example. R u aware that since POA has been banned in Delhi many transactions are happening only on Notary POA documents without any stamp duty? Dont u feel like doing something for those buyers???

    Every area has its +ves and -ves... Why do u target NE only. Just to let people think that u r genuine, sometimes post something about +ves of NE and -ves of others too... Then people will start taking your -ves more seriously...

    By the way, if u think u should write -ves about NE thinking it is competition to NP in FBD, then NO, NE is not a competition to NP in FBD... Both are leagues apart...

    Before you reach any conclusion about me, let me tell u i m invested in NE but just go through my previous posts, number of times i have pointed out -ves and +ves of NE and others...

    Whatever u do, enjoy yourself... :)


    The plain and simple reason for having more interested in noida ext is the kind of buyers. Off late there was an editor of times now who bought there .. chartered accounts ... it pros ... bpo staff . Police personal ... retired govt servant ..
    But I have seen one thing which is common to all of them is they all are net savvy people.

    This profile is interesting because it is small sample of the future india.

    The biggest drawback of being net savvy is that the person becomes lazy and starts living in virtual world. Now this means that he is porne to get cheated easily as it is possible to filter the content on the net and builder and their agents are doing that , showing just one part of the whole project, this means that everyone thinks he got the best deal but the whole picture is hidden from him. Once he realises that it is too late to exit and in frustration he becomes aggressive and defensive about his involvement.

    This is very serious situation and I understand this and by highlighting these I am trying to let new guys know what kind of trap they are falling into.

    It is very easy to turn a blind eye from what is not right but maybe I am of not of that kind.

    I will keep on asking the hard questions people may like it or no.

    As I know your interest in Noida extension has been from the very 1s day, even before the farmer issue.
    And you have been writing only negative since then but unfortunately nothing came true what you had said..

    By the way, Why don't you ever write anything in Neharpar?

    But the point remains the same. Why only NE?

    Does this so called "trap" not exist in other area?
    Just coz of pending case in NE, every matter gives u Reason (or "excuse") to term everything -ve?
    Are only investors of NE "net savvy" and "lazy" while ones buying in other areas are taking informed decision?
    "showing just one part of the whole project"... In other areas Builders declare their -ves to show "both parts" of project?
    By this logic each and every thing that sells (be is toothpaste, car, soap or even condom) is based on biased advertising? Why dont u stop that?

    Overdoing anything is harmful and ur over -ve energy in NE is making everyone believe that there is some vested interest in doing it...

    If so, be unbiased... Dont try to find reasons to write -ves about NE. I would really appreciate if bring into notice relevant points (whether +ve or -ve) but trying to show everything in bad shade is what turns off... Just for example, over issue out of increase in Super Area was totally uncalled for. This is what almost every Builder does. Highlighting such a fact is fine as everyone who is investing for the first time will make up his mind accordingly but again showing as if it will happen only in NE is not good.

    From your posts, i feel u r a seasoned person... If u hav such in depth knowledge, use it positively and not negatively...

    U, me and NE are alive... and Alive is awesome... Enjoy life positively

    Actually everything in noida extension is in bad shape. Here are some

    The land was acquired using urgency clause and later given to builders after changing the land use.

    The land was given to builders on long term lease so it is not freehold.

    The land was given to builders on long term payment plan of 15 years by initial payments of just 10-15 percent and as of last report 80 of them have defaulted.

    The builders have floated spv for each project so no two projects are connected in terms of liability.

    The builders who have just paid 10-15 percent of the land price have taken upto 50 to 100 percent of the payment from the buyer.

    The bank who are funding the buyer are taking a separate undertaking from the buyer that no matter what happens to the project he has to pay the loan.

    The builders are not allowing resale blocking the only exit route of the buyer.

    The builder is increasing the price every quarter or so and with that increasing the super area and asking to pay at the new rates.

    The far is 3.5 now which means denser project and huge unsold inventory.

    The case is still pending in supreme court and the point of litigation is why the whole acquisition not be nullified as it was done against the land acquisition act.

    The government of mayawati is no longer in power and present government is known to have different view on Noida region.


    The list is endless I can go on writing but the hype about the infra there both existing and proposed seems more of eyewash than anything else.
    The use of chaos theory seems to be used there in a form where the attention is diverted from the original problems in order to blind the innocent buyer from the real problems.

    We are not discussing what is hit or flop here.

    Its about noida extension only and regarding other regions atleast there are options of exit available to the buyer and the land belongs to the builder fully paid seald and mutated.

    Well ask them if they have bought just based on the glossy brochure and if they were aware about the payment plan of the builder for the land.

    Dude please understand the builders of noida extension do not have any stake in the project they got multiple times of what they paid and the day if they wish they can simply walk out of the project and no liability can be fixed onto them.

    Banks will come after the buyer for the loan payment and the buyer has nothing to fall back on because the land is not of the builder as its instalments are not paid.

    Let them know the present situation and ask them if they will buy at the present scenario.
