पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

    Hi Seniors,

    Please suggest if there is any Effect of Latest SC Oders of Bisrakh on Nirala Greenshire project.

    Since this project is on Patwari village land so is there any impact on this land also.

    Also please update if construction work is stopped in projects like Stellar, Paramount, Rudra, Earthcon, Panchsheel, Eco village 1 etc

  • I am looking to invest in some fresh project in Noida Extension. By fresh I mean it could be a reliable soft launch where the price is still not too high. I am looking at Skywalk from ValueInfra as an option. Any advice on this project or other suggestions would be helpful.

    5) Street lights are being installed in the internal sector road in front of Cherry County

    6) Pleasantly surprised to see that pace of work has finally picked up in Shubhkamna Monarch

    7) As usual Patel Neotown looks more like Patel Ghost Town :D :D

    संवाददाता, ग्रेटर नोएडा : किसानों को छह फीसद आवंटन के लिए अब प्राधिकरण के चक्कर नहीं लगाने पड़ेंगे। एसीईओ हरीश कुमार वर्मा ने मंगलवार को नियोजन, परियोजना, संपत्ति व भूमि विभाग के साथ बैठक कर आवंटन प्रक्रिया रुकने पर कड़ी नाराजगी जाहिर की। उन्होंने कहा कि छह फीसद भूखंड किसानों का हक है। समय से इसका आवंटन होना चाहिए, ताकि किसान मुआवजे के पैसे से भूखंड पर स्वरोजगार कर सके। किसानों को समय से भूखंड नहीं मिलेंगे, तो वह रोजगार से वंचित रह जाएंगे।

    किसानों को अर्जित भूमि की एवज में कुल क्षेत्रफल का छह फीसद हिस्सा विकसित क्षेत्र में मिलता है। भूखंड के पचास फीसद हिस्से पर किसान आटा चक्की, डेयरी, दुकान, गेस्ट हाउस, नर्सिग होम, नर्सरी स्कूल, प्ले स्कूल, कोचिंग सेंटर, पोस्ट आफिस व बैंक के लिए किराए पर भवन आदि 14 तरह की कमर्शियल गतिविधि कर सकते हैं। शेष हिस्से पर आवासीय गतिविधि करना अनिवार्य है। इसके लिए किसानों को प्राधिकरण में विकास शुल्क जमा कराकर अनुमति लेनी होती है। पिछले चार-पांच माह से आवंटन प्रक्रिया बंद पड़ी हुई है। किसान भूखंडों के लिए प्राधिकरण के चक्कर लगा रहे हैं। उनका आरोप है कि संबंधित विभागों के प्रबंधक भूखंड आवंटन में रुचि नहीं ले रहे हैं। दैनिक जागरण ने 12 अगस्त के अंक में किसानों की समस्या को प्रमुखता से प्रकाशित किया था। खबर छपने के बाद मंगलवार को एसीइओ हरीश कुमार वर्मा ने नियोजन, परियोजना, संपत्ति व भूमि विभाग के साथ बैठक कर आवंटन प्रक्रिया की समीक्षा की। उन्होंने भूमि विभाग को निर्देश दिए कि जो किसान मुआवजा उठा चुके हैं, उनके भूखंड का क्षेत्रफल तय कर नियोजन विभाग को जारी किया जाए। नियोजन विभाग फाइल मिलने के बाद एक सप्ताह के अंदर भूखंडों की लोकेशन तय करे। लोकेशन निर्धारित होते ही परियोजना विभाग को एक सप्ताह के अंदर भूखंड का लीज प्लान बनाकर देना होगा। इसके बाद संपत्ति विभाग आवंटन पत्र जारी कर देगा। उन्होंने कहा कि जिस विभाग से भी आवंटन प्रक्रिया में देरी हुई, उसके खिलाफ कार्रवाई होगी।

    Environmental depredation alleged in Greater Noida West - Times Of India

    GREATER NOIDA: The Uttar Pradesh government has cleared housing projects and townships in Greater Noida West, formerly named Noida Extension, without considering key environmental parameters and the rich wildlife of the area, which has now all but vanished, concerned environmentalists here say.

    "The state's environment directorate has completely failed in discharging its duties to protect wildlife and provide a healthy environment to its people. The government has simply acted as traders and agents of private builders," Akash Vashishtha, conservation coordinator of the Hindustan Environment Action Group (HEAG) said.

    "Wildlife is the first aspect while assessing the environmental impact of any project or development in an area. In Greater Noida West, this primary factor was completely ignored. These area still has a Saperon ki basti (snake charmers' settlement). We have captured several nilgai on camera which are on the verge of extinction in the area due to their lost habitat and complete loss of vegetation," he added.

    According to environmentalists, Greater Noida West, comprising villages like Bisrakh, Patwari, Itehera, Roja Yakoobpur, Jalalpur, Khairpur and Sadullapur, once abounded with reptiles, peacocks, blackbucks and nilgais but the UP State Level Environment Impact Assessment Authority ( UPSEIAA) ingored this while approving the private housing projects.

    Although several nilgais still inhabit the area, the reptiles, including diverse species of snakes and cobras, have altogether vanished due to the destruction of their habitats and rising noise pollution due to construction activities.

    Similarly, blackbucks have almost been exterminated from the area and the peacocks, too, are dying a slow death amidst their fast-shrinking habitat. All these species are protected under the Wildlife Protect Act, 1972.

    Seeking the urgent intervention of the Ministry of Environment and Forests (MOEF), environmentalists have written to environment minister Jayanthi Natarajan to direct the state and its agencies to immediately stop the reckless, unbridled construction work in the area under Section 5 of the Environment Protect Act, 1986.

    "Every forest division in the country conducts a wildlife census every two years. But surprisingly, the Gautam Budh Nagar forest division, comprising Noida, Greater Noida and Yamuna Expressway areas, has no wildlife census till date. They have never bothered to know how many wildlife species exist in the division, forget about conserving them," Vashishtha added.

    Housing projects and townships fall in the Category B of the Environment Impact Assessment Notification, 2006, which require clearance from the state government. The category A projects, on the other hand, need clearance from the centre. Environmental parameters like wildlife, local ecology, soil and ground water conditions are taken into account while granting environmental clearance to any project.

    Alleging that "deep collusion was taking place between the private builders and government officials", environmentalists have asserted that "only about 10-15 per cent of them have the environmental clearances in place. Of about 60 builders in the area, only 6-8 have the clearance while the remaining ones are carrying out work without the mandatory nod".

    "Several builders in Greater Noida West are illegally drawing out millions of gallons of groundwater daily for their construction purposes in violation of the orders of National Green Tribunal (NGT). Greater Noida West is a semi-critical zone declared by the Central Ground Water Authority. We fail to understand how clearances were awarded to these construction projects," Vikrant Tongad, another environment activist who is fighting against the ground water depletion by private projects in the NGT said.

    Environmentalists have also claimed that reckless construction activities by private builders in Greater Noida West have also endangered the lives of several villagers in the area who have complained of respiratory ailments amidst rising air pollution.

    The Greater Noida West area is one of the most fertile belts in western Uttar Pradesh, supporting three crops a year.

    When contacted, Ashok Kumar, the acting divisional forest officer of Gautam Budh Nagar, said: "We are acting as per the guidelines issued by the state government. It is up to the senior functionaries in the government to act against those who have not sought the environmental clearances. We have initiated the process of conducting a wildlife census in the district."

    Dear Trial, I had read that well. it was too elementary to be ignored.

    Did you see the first link I had shared ? What does that say ?

    this only has some allegations by "Environmentalists" (non governmental organisations) .. unless the Environment Ministry sends out some ban or adverse order on the construction there is no need to worry

    Environmentalists had also alleged few years back that Coca Cola has pesticides .. but its still being sold .. sab paise ka khel hai boss .. people with big money can get away with almost anything in this country :)

    Greater noida west too has "Surajpur Bird Sanctuary". You never know when NGT sends RED signal to Greater Noida west after 5 years when project are RTM.

    If the builder obtains environmental clearance for his project and abides by the conditions, then there is no issue even at a later stage as long as there is compliance.

    How many builders in GNW have actually obtained environmental clearance is a big ???

  • humare desh mai jese he kuch development ka kaam suru hota hai ek ek kar ke sarkar aur iske department naye naye clause la kar loot machane aa jaate hein. yanha sarkar development karti nhi hai balki rokti hai. tabhi desh ka ye haal hai.

    Master plan, Farmers compensation, NCR board se approval, Ground level water, Bird Sanctuary, Distance from airport are just few examples.
