पतवाड़ी के किसानों का लिखित समझौता
जागरण संवाददाता, ग्रेटर नोएडा किसानों के साथ समझौते की दिशा में ग्रेटर नोएडा प्राधिकरण को बृहस्पतिवार को बड़ी सफलता हासिल हुई। पतवाड़ी गांव के किसानों के साथ प्राधिकरण का समझौता हो गया। इससे बिल्डरों व निवेशकों को बहुत बड़ी राहत मिली है। समझौता भी किसानों के लिए फायदेमंद रहा। उन्हें अब 550 रुपये प्रति वर्गमीटर अतिरिक्त मुआवजा देने पर सहमति बन गई है। साथ ही आबादी व बैकलीज की शर्तो को हटा लिया गया है। हालांकि नोएडा के सेक्टर-62 में गुरुवार को देर रात तक अन्य मुद्दों पर प्राधिकरण व किसानों के बीच बातचीत जारी थी। इलाहाबाद हाईकोर्ट ने 19 जुलाई को पतवाड़ी गांव की 589 हेक्टयेर जमीन का अधिग्रहण रद कर दिया था। अधिग्रहण रद होने से सात बिल्डरों के प्रोजेक्ट प्रभावित हुई हुए थे। 26 हजार निवेशकों के फ्लैट का सपना भी टूट गया था। प्राधिकरण के ढाई हजार भूखंड़ों, चार सौ निर्मित मकानों व दो इंजीनियरिंग कॉलेज की योजना भी अधर में लटक गई थी। 26 जुलाई को हाईकोर्ट ने नोएडा एक्सटेंशन के अन्य गांवों की सुनवाई के दौरान प्राधिकरण, बिल्डर व किसानों को 12 अगस्त तक आपस में समझौते करने का सुझाव दिया था। हाईकोर्ट के सुझाव पर प्राधिकरण ने किसानों से समझौते के लिए वार्ता की पहल शुरू की। 27 जुलाई को प्राधिकरण के सीईओ रमा रमन ने सबसे पहले पतवाड़ी गांव के प्रधान को पत्र भेज कर वार्ता करने के लिए आमंत्रित किया। दूसरे दिन ग्राम प्रधान रेशपाल यादव ने प्राधिकरण कार्यालय पहुंच कर सीईओ से बातचीत कर उनका रुख जानने का प्रयास किया था। 30 जुलाई को सीईओ ने गांव पतवाड़ी जाकर किसानों से सामूहिक रूप में बात की। इस दौरान मुआवजा वृद्धि को छोड़कर किसानों के साथ अन्य मांगों पर प्राधिकरण ने सकारात्मक रुख दिखाया। मुआवजा बढ़ोतरी पर बातचीत करने के लिए किसानों को आपस में कमेटी गठित कर वार्ता का प्रस्ताव सीईओ दे आए थे। इसके बाद किसानों के साथ गुरुवार को नोएडा के सेक्टर-62 में बैठक बुलाई गई। इसमें प्राधिकरण के सीईओ रमा रमन, ग्रामीण अभियंत्रण मंत्री जयवीर ठाकुर, सांसद सुरेंद्र सिंह नागर व जिलाधिकारी के साथ किसानों की वार्ता शुरू हुई। आठ घंटे तक वार्ता चलने के बाद किसान समझौते के लिए तैयार हो गए। सूत्रों के अनुसार पतवाड़ी गांव के किसानों को मिले 850 रुपये प्रति वर्गमीटर के अलावा 550 रुपये प्रति वर्गमीटर और देने पर सहमति बन गई है। देर रात तक बैठक जारी थी। अभी इसकी अधिकारिक घोषणा नहीं की गई है। हालांकि गांव के कुछ किसानों ने वार्ता की पुष्टि की है। इससे पूर्व किसानों की आबादी को पूरी तरह से अधिग्रहण मुक्त रखा जाएगा। बैकलीज की शर्ते हटा ली जाएगी। पतवाड़ी गांव का समझौता होने पर प्राधिकरण को नोएडा एक्सटेंशन के अन्य गांवों में किसानों के साथ समझौता करने की राह आसान हो गई है। नोएडा एक्सटेंशन विवाद ने रोके खरीददार : नोएडा एक्सटेंशन विवाद ने समूचे ग्रेटर नोएडा एवं यमुना एक्सप्रेस वे प्राधिकरण क्षेत्र में संपत्तियों की खरीद-फरोख्त पर ब्रेक लगा दिया है। दोनों जगह ढूंढे से भी खरीददार नहीं मिल रहे हैं। कुछ समय पहले तक जो लोग शहर में अपना आशियाना बनाने के लिए आतुर थे, वे अब यहां संपत्ति खरीदने से हिचकिचा रहे हंै। पिछले बीस दिनों में भूखंड व मकानों की गिनी-चुनी रजिस्ट्री हुई हैं। सिर्फ गांवों में कृषि व आबादी भूमि की रजिस्ट्री हो रही है। इससे प्रदेश सरकार को राजस्व की भी हानि उठानी पड़ रही है

  • Partial 130sqm road is already operational (one way) from Noida sector 71 to Hindon flyover to till sector 3/10 NE sector....

    Sure.. property price will boom... plot in NE rate is reached 25-28K/sqm after this flyover.. IF this is operational....minimum price would be 25ksqm+ (same price Y.Expressway pvt builder offering 16-18Kps yard for same distance plot from Noida).

    Don’t forget… plot is not cheap now.. Current Authority rate is now 17000/sqm to residential/builder projects use. all builder have been allotted plot 10500 and now 70% increased rates.. So any new project/allotment will always be 50-70% costly than current price.

    Which are the IT companies or SEZ or commercials being planned in NE as of now?
    How is this area expected to do after it comes abck to normal... i feel in terms of living it would be far better than e-way?

    Why there are no big names like 3-C,Logix,Jaypee,Unitech,Poorvanchal etc in this area.. is it not an area for their standards...

    Would investment in ansals golf links 2 make sense... if they are still available at the rates i have mentioned.

    I dont have issue with location but builder "Ansal"...which is main issue..Can not say if you ever get possesssion and if YES than what would be time period...no one confirm... High risk builder with High risk location.

    I think you have not got it right... the plots were given possession 10 years back... it is adjacent ot DENSO and behind zeta sector on dadri road

    GNA allotted partial land in Techzone IV (first gol chakkar) to some IT companies/SEZ and institutional institutes.

    I have seen HCL board/RMA Park near first gol chakker (towards Eco villege). Another SEZ was also approved in techzone.

    TICTM(management institute) is already operation in Techzone IV, Balak Inter college is already operational near Sector 1 (after Casa green,Staller).

    Sector 10/11 in NE (these sectors are just opposite side of 130sqm road of sector 2 near Eros sampurnam - 300M ahead) are marked for commercial use.

    Ecotech IV is partially marked for industry purpose (just next to RG luxury, Eco-village 3)


    Well.. no Idea about 3C, Jaypee why they have not interested in NE.. these builder are normally come with big size flat size projects OR PLOT OR luxury projects….

    No one will pay 3-4k/sqf in NE so these builder might have not come….3C/ Jaypee is also not invested in G.Noida core sectors (alfa, gama etc)… but except in expressway….

    Jaypee Green is at the heart of Gr noida. and 3C already launched lotus City on Yummuna Expressway.

  • Long way for nod to Greater Noida Plan

    NOIDA: The Uttar Pradesh cell of the NCR Planning Board may have passed the Greater Noida Master Plan, however officials fear that the future of Noida Extension and Yamuna Expressway may get trapped in a cross-fire between the state government and the Centre. In 2009, the Yamuna Expressway Master Plan was sent to the NCRPB in Delhi, but it is still waiting for the nod.

    Speaking to TOI, former commissioner of the NCR Planning Cell Promilla Shankar said, "Just approving the Master Plan by the UP planning cell does not mean that the roadblock for construction in the area has been cleared. In 2009, the Yamuna Expressway Master Plan was sent to the NCRPB by the UP planning cell with an expected population of seven lakh. With the delay in passing the Plan, within two years the Cell is set to send a revised plan to the Board with an expected population of 35 lakh."

    Shankar said that the situation given in the Yamuna Expressway Master Plan is unrealistic and it will not be easy to get a nod from the Board. "Greater Noida was established in 1991 and even after two decades the population is not more than 1.5 lakh. It seems unrealistic that the population of Yamuna Expressway would be 35 lakh in the next 20 years as it is much further from Delhi compared to Greater Noida," Shankar added.

    Sources in Greater Noida Authority have a similar tale to tell, "The NCR Planning Board falls under the Centre while the Planning Cell is under the state government. Getting approval from the Cell was easy, however we are keeping our fingers crossed that in the next weeks the Board passes the Plan. UP polls are around the corner and chief minister Mayawati has been cracking down heavily on Rahul Gandhi. Amidst such political cross-fire, it seems tough to get the nod," sources said.

    The NCR Planning Board member secretary Naini Jayaseelan recently stated that no deviation from the regional plan would be permitted. If there were any violations, they would not be allowed in any form. "So far, the NCR Planning Board has not received the sub-regional plan from UP. After getting that, the Board will examine it to see if it is in accordance with the NCR Regional Plan 2021. In case of anomalies, the state government can be asked to make certain changes," said sources in NCR Planning Board.

  • No interest on EMIs of Noida Extn buyers

    NOIDA: Homebuyers of Noida Extension have been granted some relief by the NCR unit of the Confederation of Real Estate Developers' Associations of India (CREDAI) by directing all developers to not charge any interest on pending EMIs of those who have paid the 10 per cent booking amount till the projects become bankable again. However, those buyers who have just paid the token amount and not signed the agreements have been "requested" to book their flats and pay the 10 per cent booking amount soon.

    Representatives of several buyers' associations had met CREDAI (NCR) vice president Anil Sharma on Monday to dispel apprehensions regarding the status of their homes as even after three weeks of the Allahabad High Court verdict on land acquisition, the actual ground situation remained far from clear. Soon after the HC order, some developers sent off demand letters asking the buyers to pay interests on their pending instalments. Buyers also feared that that the quality of their houses may be compromised if the developers chose to increase the floor area ratio (FAR) of their projects and construct new towers or floors. The buyers, thus, met Sharma on Monday to "request him to bring about some order."
    "After the HC order on October 21, we thought things will be clear, but a lot of confusion continued to prevail among the buyers. To make matters worse, some developers began sending demand letters asking us to pay interest to the tune of Rs 50,000 within a deadline. The banks have stopped disbursing loans so how can we pay any money to the developers?" said Shweta Bharti of the Noida Extension Flat Owners and Members Association (NEFOMA).

    However, Sharma has now assured the buyers that not only will the developers be asked to withdraw their demand letters, but they will also not make any major changes in the layouts, the reserved green area of the buildings, and FARs of the buildings. CREDAI NCR will soon issue a "formal direction" to all developers of Noida Extension regarding the same. "We have agreed in principal over almost all the issues that the buyers raised, including interest on EMIs and changes in FARs," said Sharma. "We will now get in touch with all developers with upcoming projects in the Noida Extension area and take up the matter at the all India CREDAI convention scheduled for November 24 and 25 after which a general consensus will be drafted for all developers to follow," he added.

    जेवर से नोएडा तक का सफर होगा आसान

    ग्रेटर नोएडा भविष्य में जेवर से नोएडा तक का सफर सुगम होगा। नोएडा व जेवर तक जाने के लिए यमुना एक्सप्रेस-वे के अलावा उससे चौड़ी 130 मीटर सड़क होगी। यमुना एक्सप्रेस-वे से जेवर तक जाने के लिए टोल टैक्स देना होगा। 130 मीटर से जाने पर कोई टैक्स नहीं देना होगा। इस सड़क पर चढ़ने के बाद गाजियाबाद, ग्रेटर नोएडा व जीटी रोड तक आसानी से पहुंचा जा सकेगा। ग्रेटर नोएडा व यमुना एक्सप्रेस-वे प्राधिकरण के मास्टर प्लान 2031 को एनसीआर प्लानिंग बोर्ड गाजियाबाद डिविजन से मंजूरी मिलने के साथ ही 130 मीटर रोड को भी हरी झंडी मिल गई है। ग्रेटर नोएडा व यमुना एक्सप्रेस-वे के मास्टर प्लान के अनुसार 2031 तक दोनों शहर की आबादी करीब तीस लाख होगी। आबादी के साथ सड़क पर वाहनों का दबाव भी बढ़ेगा। इसे देखते हुए दोनों शहर ने इसका विकल्प अभी से तलाश लिया है। ग्रेटर नोएडा प्राधिकरण ने शहर को नोएडा से जोड़ने के लिए 130 मीटर सड़क की योजना बहुत पहले तैयार कर ली थी। सिरसा गांव से नोएडा एक्सटेंशन तक 26 किलोमीटर लंबे 130 मीटर रोड का निर्माण किया जा रहा है। नोएडा एक्सटेंशन में सड़क पर्थला खंजर पुल के पास जाकर मिली रही है। सिरसा गांव के पास प्रस्तावित ई‌र्स्टन पेरीफेरल हाइवे व यमुना एक्सप्रेस-वे से जोड़ जा रहा है। यमुना एक्सप्रेस-वे प्राधिकरण सिरसा गांव से आगे जेवर तक 130 मीटर रोड का निर्माण कर रहा है। यमुना एक्सप्रेस-वे क्षेत्र में 130 मीटर रोड आवासीय सेक्टर के बराबर से होकर जेवर तक जा रही है।
