Hi,

Does any one know the current status of SPR road in Gurgaon? I am not sure when it is expected to be complete and whether construction has started or not?

Also, is there any hurdles (Court Stay) that anyone is aware off?

Please share some information if you have.

    Which areas are still under litigation/dispute which could hamper smooth movement to NH8 towards sohna road and vice versa.

  • Only one area remains under litigation as of now, though I have been hearing from many builders and contractors that movement is fast is getting the area litigation free. But no concrete date for this area.

    Other than this patch average case scenerio should be Mar-Apr 2014, would not comment on worst case as in NCR reality and goverment projects worst case can be eternity.

    I visited this area last week and there are around 25 family moved to Tulip orange ........So there is reasonable progress in last 2-3 months.

    I am an end user from Tulip Violet.

    Just wanted to know regarding the discussion on the one way road that is being constructed connecting Sohna Road to SPR.
    From photos I understand construction has commenced.
    But why is it one way road? The statue has already been removed?
    Is it because the land one the other side has not been acquired?
    Is Ambedkar Bhavan - a private or government owned complex? Is the Bhavan important or the status? Because a statue can easily be shifted back in the middle of the road as a landmark once both sides (6 lanes are completed)?

    I went through the entire thread but still had these queries.

    1. Construction of Fly Over at Subhash chowk along road from Bhaktawer Chowk to
    Hero Honda Chowk, Gurgaon.

    The SE-II, Gurgaon explained that 40 Nos. test piles have been casted at site out of total 52 No. piles. The Shifting of A.B. lines & water supply are being under taken & the project will be completed by time schedule i.e. by 14.10.2014.

    2. Remodeling of Kost-Nallah along SPR-Gurgoan.

    The SE-II, Gurgaon informed that the decision for construction of Box Type drain has been
    conveyed & the work will be started by contractual Agency.
    The Chief Administrator, HUDA directed that work should be expedited and completed as
    per time schedule i.e. by 30.6.2014.


    3. Remolding of Badsapur Nallah from Sohna Road to NH-8, Gurgaon.

    The SE-II, Gurgaon informed that the work will be taken now after monsoon since the
    drain is carrying heavy discharge of town.The Chief Administrator, HUDA directed to take up the project on priority since the project is beyond schedule & monsoon is over and work be completed by targeted date i.e. by 8.10.2014.


    4. Up-gradation of Master Road from HUDA City Centre to Subash Chowk, Gurgaon.

    The SE-II, Gurgaon explained that main carriage way has been special repaired & the work of construction of service road on both sides is in progress. The progress is likely to be effected due to permission of deforestation from Forest Department.
    The Chief Administrator HUDA directed to take up the matter on priority and complete the
    work by time schedule.


    5. Construction of Sohna Road, Gurgaon

    The SE-II, Gurgaon explained that special repair of main carriage way has been completed and R.H.S. Service Road has been constructed but there are number of A.B. Cables & services towards L.H.S. However, the work in available width (at least in 4Metres) is being under taken.

    The Chief Administrator, HUDA directed SE-II, Gurgaon to complete the work at the
    earliest & develop the road as Model Road and further directed SE-II, Gurgaon to take up the beautification of above road by HUDA including signages, proper kerbs & channels, footpaths, central verge, & Horticulture works to make the above road as Model Road.
    (Action by: - SE-II, GGN, S.E.Hort.)

    6. Providing Master SWD- Sector 58 to 67, Gurgaon
    .
    The SE-II, Gurgaon explained that the work of Master SWD is in progress and 60% work
    completed. The balance work shall be completed as per the target date i.e.by 31.1.2014.The Chief Administrator, HUDA directed to ensure to complete the work as per time schedule.

    7. Construction of SPR from Sohana Road to NH-8, Gurgaon.

    The Chief Engineer-I, HUDA informed that the work of temporary Passage, construction
    of road in balance available land and construction of Culvert on Badshapur Drain to make the constructed portion motorable is in progress and shall be completed by 31.12.2013.
    The Chief Administrator, HUDA, directed to complete the work by the targeted date.
    (Action by: - SE-II, GGN).

    8. Up-gradation of 60M wide road from NH-8 to Sector 55/56, Gurgaon. (J.V. of HUDA
    & DLF).

    The SE-II, Gurgaon explained that the progress of the work is slow due to encroachment,
    litigations, court cases & transfer of land from HSIIDC, HIL & Colonizers etc.
    The Chief Administrator, HUDA directed Administrator, HUDA, Gurgaon to get all the
    encroachments removed on priority and transfer the land for speedy completion of project.

    Administrator shall submit weekly progress report of the work by e-mail including the progress of acquisition of isolated & necessary pockets as discussed
    .

    9..Master Water Supply:
    -
    The matter regarding the Master Water Supply, Gurgaon was discussed in detail
    and it was desired by Chief Administrator, HUD A that the progress of second unit water treatment plant of 22 MGD should be monitored closely and agency should be pursued to do the work in at least two shifts i.e day and night so as to complete the work by targeted date. Also the progress be reviewed after every three days by SE-I, Gurgaon. In case of default the final notice should be given and further necessary action against the agency be taken as per agreement of the work.

    Regarding the poor utilization of less than 50% of the capacity of the unit 1 of 22 MGD the concerned CE-I, SE & XEN be Charge sheeted for major penalty.

    10.Distribution Network:

    The matter regarding the insufficient distribution network of Master Water Supply was discussed in detail and it was brought to the notice of Chief Administrator, HUDA by Administrator, HUDA Gurgaon that although efforts are being made to increase the generation of treated water but the further distribution network is insufficient to carry treated water to the town. He further desired that full efforts should be made for getting the work of up-gradation of 35 rdZone i.e. laying of pipe line completed by 31.12.2013 so that there is no problem of supply of water in the next year. Further it was brought to the notice that the sanction of railway authority is still awaited and sum of Rs.2.00Crores (Appx.) needs to be deposited with Railway Authorities for getting the necessary approval. The Chief Controller of Finance, HUDA Panchkula was directed in the meeting by Chief Administrator, HUDA to immediately release Rs.2.00Crores to Executive Engineer, HUDA Division No. III, Gurgaon for getting the required approval of Railway Authority

    NEW DELHI: The National Highways Authority of India wants Gurgaon-Sohna Road and Southern Peripheral Road beefed up to handle more traffic before it starts building a flyover at Hero Honda Chowk on the Delhi-Gurgaon expressway.

    Both roads, whose upgrade work will have to be undertaken by the state government, will be used for diverting traffic while construction of the six-lane flyover is on.

    In a letter to the engineer-in-chief of the state's public works department, the NHAI has said the condition of the two roads has to be improved so that they can carry high volumes of traffic. It also said a signalized junction has to be set up at the intersection of Southern Peripheral Road and Gurgaon-Sohna Road.

    Traffic on the Delhi-Jaipur carriageway will be diverted to Gurgaon-Sohna Road just a few metres before Rajeev Chowk (Exit No. 10) and then to Southern Peripheral Road before joining the expressway just before the toll plaza at Kherki Dhaula. The Delhi-bound traffic from Jaipur will not be affected.

    Once the construction of the first three lanes of the flyover is complete, vehicles coming from Jaipur will shift to the elevated stretch to allow the other arm of the flyover to be constructed.

    Spelling out the task for the Haryana government, the NHAI has said Southern Peripheral Road currently has a three-lane stretch for a few kilometres, after which the width reduces to two lanes. "The central reach of SPR (around 2km) does not have proper road geometrics and needs to be developed to carry the diverted traffic of three lanes. Similarly, the last 0.5 km of SPR (Southern Peripheral Road) near Gurgaon-Sohna Road does not have proper road geometrics and this needs to be developed/ upgraded," the letter said.

    The NHAI has also said the government can strengthen the crust of both roads to sustain heavy traffic flow. It has suggested at least three lanes for the entire length for both roads as well as extra shoulder of 1.5 metres.

    Since many residential complexes have come up along these two roads, which will be used for traffic diversion for at least two years, the NHAI has asked the state to have a traffic management system and better lighting. Similarly, the state has been asked to widen entry and exit points on the expressway for smooth traffic flow.

  • They are targeting at least 2 years to complete the flyover but I will say they may take 3 to 4 years. Start date is already gone. The project was supposed to start from October 2013.

    a) Completed = 1.345 K.M. Balance portion 150mtr is under stay bearing CWP No. 2367/2009 (Sh. Rambir Singh Vs. state of Haryana. The application for vacation of stay was listed in
    Hon’ble High Court on 20.09.2013 for which next date for hearing is on 08.01.2014.

    b) The temporary passage has been constructed in balance available land and road portion of
    Southern Peripheral Road at junction with Sohna Road (towards NH-8) is to be re-aligned
    for which the case has already been referred to DTP Gurgaon. Work for construction of culvert on Badshahpur Drain is in progress. All efforts are made to completion of the work by target date as 31.12.2013.

    हरियाणा अर्बन डिवेलपमेंट अथॉरिटी (हूडा) के बड़े प्रोजेक्ट सदर्न पेरिफेरल रोड (एसपीआर) को सोहना रोड से जोड़ दिया गया है हालांकि अभी रोड पक्की नहीं बनी है। अब यहां से होते हुए गांव फाजिलपुर की ढाणी के बीच से गुजरकर एसपीआर होते हुए एक्सप्रेस-वे पर खेड़कीदौला के पास निकला जा सकता है। इससे पहले सिर्फ बाइक सवार ही यहां से गुजर रहे थे। लेकिन अब कार व अन्य वाहन चालक भी यहां से होकर एक्सप्रेस-वे की ओर जा सकते हैं। यहां पर करीब 430 मीटर हिस्से में रोड निर्माण का कार्य विभाग ने पूरा कर दिया है।

    हूडा इंजीनियरिंग ब्रांच से मिली जानकारी के अनुसार के मुताबिक सोहना रोड पर करीब 200 वर्ग मीटर में आंबेडकर भवन बना हुआ है। सोमवार को अधिकारियों ने विजिट के दौरान पाया कि यह पूरा भवन ही एसपीआर के दायरे में आ रहा है। इसे हटवाने के लिए एस्टेट ऑफिसर को पत्र लिखा गया है। पत्र में कहा गया है कि इसका समाधान जल्द निकाला जाए ताकि रुका पड़ा निर्माण कार्य चालू हो सके।

    8 जनवरी का इंतजार

    बादशाहपुर रोड से एक्सप्रेस- वे तक एसपीआर के 5.5 किलोमीटर लंबे हिस्से में एक स्थान पर गांव फाजिलपुर की ढाणी वासियों के दर्जन भर मकान आ रहे हैं। इन मकान मालिकों ने हाईकोर्ट में केस दायर किया हुआ है। केस की अगली डेट 8 जनवरी 2014 को है। हूडा प्रयास कर रहा है कि इन लोगों से समझौता कर लिया जाए। विभाग फिलहाल अगली डेट पर कोर्ट की कार्रवाई का इंतजार कर रहा है।

    दिसंबर 2012 तक पूरा होना था निर्माण कार्य

    हरियाणा शहरी विकास प्राधिकरण (हूडा) ने एसपीआर निर्माण का टेंडर 2 कंपनियों को दिया हुआ है। 16.4 किलोमीटर लंबी इस रोड को सितंबर 2012 तक पूरा किया जाना था। लेकिन कई अड़चनों के चलते यह पूरा नहीं हो सका है। फरीदाबाद रोड से बादशाहपुर रोड तक एसपीआर निर्माण पूरा हो चुका है। लेकिन बादशाहपुर रोड से एक्सप्रेस-वे तक के 5.5 किलोमीटर लंबे हिस्से में करीब 1000 मीटर लंबा हिस्सा अभी अधूरा पड़ा है। 800 मीटर हिस्से में निर्माण कार्य फिर से शुरू हो चुका है। जल्द ही बाकी के हिस्से में भी निर्माण कार्य शुरू होने का अधिकारियों का दावा है।

    एक्सप्रेस- वे को जोड़ा जा चुका है

    बादशाहपुर रोड से एक्सप्रेस- वे तक के हिस्से में करीब 4.5 किलोमीटर निर्माण बिल्कुल पूरा हो चुका है। एक्सप्रेस-वे से भी एसपीआर को अक्टूबर माह के पहले सप्ताह में जोड़ा जा चुका है। बाइक से तो सैकड़ों लोग रोज इस रोड से सफर कर रहे हैं लेकिन अब कार चालक भी यहां से एक्सप्रेस- वे जा सकते हैं। एक्सप्रेस-वे की सर्विस लेन पर खेड़कीदौला के पास यह रोड पहुंचती है।

    क्या कहते हैं अधिकारी

    हूडा ऐडमिनिस्ट्रेटर डॉ . प्रवीण कुमार के अनुसार एसपीआर रोड को सोहना रोड से टच कर दिया गया है। अब सिर्फ फाजिलपुर गांव की ढाणी के कुछ मकान और आंबेडकर भवन इसमें अड़चनें हैं। मकानों के लिए कोर्ट में केस चल रहा है।
