If there is willingness from all parties, it is very easy job.... But please remember the root cause of this problem. There is strong politics involved (even central ministry & Mr. Gadkari couldn't do much), huge funding is involved from the parties who donot want DEX issue to be resolved and otherwise this matter would have Ben settled Loooooong time back...
As mentioned above, I agree if there is slightest news that a tunnel will be made or DEX is being re-aligned and resettlement of litigated plot is not required, all oustees will realised that they can't blackmail and will readily agree to whatever is available.....
Otherwise we all know the legal system and politics in India.

E-way oustees warn Huda of contempt plea

Gurgaon: Residents of New Palam Vihar, who will be displaced by the Dwarka expressway, held another protest outside the Huda office on Wednesday and have threatened to file a contempt motion against the development authority in the Punjab and Haryana high court if the allotment of alternative plots is delayed any further.

The protesters also opposed the idea of alternative plots in Sector 37C, saying that the high court had ordered Huda to give them plots in Sector 110A one year ago. The development of Sector 110A has been stuck because of land acquisition hurdles, after the landowners there raised objections against the changes made to the layout plan of the sector without consulting them.

The oustees have been protesting against the delay for the past one month and on April 29 had even locked the Huda office from outside.

Huda administrator Yashpal Yadav met the protesters and assured them that alternative plots would be given in the next three months, if there is no stay order from the court. "We are trying to resolve the issues related to Sector 110A. We are also ready to consider the concerns of landowners provided they are genuine," he said.

The oustees, however, said Huda does not have a concrete roadmap for the plot allotments and seeks a new date every time. "Every few months, the Huda administrator is transferred and it affects the rehabilitation process. We have to start all over again with the new administrator. We are just moving in circles and no significant development has been made in the past one year," said Pravin Mehra, one of the protesters.

As many as 528 houses at New Palam Vihar, Tekchand Nagar and Kherki Daula will be demolished to construct the Dwarka expressway.

According to the plan, all the oustees will be rehabilitated by Huda, which will allot alternative plots in sectors 110A and 37C.

Dwarka e-way oustees may get plots in Gurgaon Sec 37C

Around 400 residents of New Palam Vihar, whose houses are coming in the way of Dwarka Expressway, also known as Northern Peripheral Road (NPR), were supposed to be rehabilitated in Sector 110A, while accommodate oustees in case the sector can't be developed

GURGAON: Huda is exploring possibilities of allotting alternative plots to those displaced by the construction of Dwarka Expressway, in Sector 37C and other developed pockets under the urban body, though development of Sector 110A is being delayed over land acquisition.

Around 400 residents of New Palam Vihar, whose houses are coming in the way of Dwarka Expressway, also known as Northern Peripheral Road (NPR), were supposed to be rehabilitated in Sector 110A. But development of the sector faces land acquisition hurdles. To accommodate oustees in case the sector can't be developed, Huda is considering allotting alternative plots in Sector 37C and other areas.

However, oustees insist they be given plots in Sector 110A. "We're trying to expedite NPR work, while also considering alternative plots in other developed pockets for the displaced," said administrator Yashpal Yadav, adding Huda will discuss proposals with oustees.

After the meeting to review ongoing development works, Yadav said focus is on to push infrastructure development in the city. "Acquisition of land for services like roads, sewerage and water supply in new sectors 58-65 is our top priority. Land acquisition for CPR another priority," said Yadav.

Yadav admitted that on flood management, there is little time now left for projects planned, so they're working on alternatives. "We're looking for short-term land acquisition to dig an artificial lake in Sector 72A. Huda will also request the forest department to build a check dam in their area. De-silting of nullahs will also start soon, which should help handle waterlogging during monsoons," said Yadav.

The administrator has also formed a committee to frame allotment guidelines, to resolve the evolving house allotment controversy. "We're trying to put a system in place for house allotments," said Yadav. He added notices will be send to all illegal occupants of Huda staff quarters in the next few days.

Main issue is that no alternate is possible (including all unrealistic proposal such as tunnel, flyover etc) , though, if Authority would have been explore such possibility way back in around 2010 than alternate alignment could possible.

May drastic re-routing if ever envisaged by NHAI that could only be possibility, lot of investment have already been made by authority in such case as per my opinion keeping now the distance is not a worthy idea, however, if authority is thinking in this line than they must have a clean passage.

Transferring any project doesn't leave any existing liabilities of first party, and clean transaction has to be made.

2: Outsees : God knows when will we get a chance to extract like this.

Infact it's not these parties but human nature and tendency across lines. The Judiciary has to play a vital role here . And the executing agency has to be a established effective govt organisation unlike HUDA who has no father no mother but everyone wants to feed on her [emoji23]
                    Sir,

The oustees will want 2 buffalo sheds alongwith 1 car parking for each flat given to them. They will also need an exclusive swimming pool to bathe the buffaloes, they will also demand that each society should have a 1 acre open area where they can put their charpoys (beds) and smoke hukka and last but not he least they will demand guaranteed jobs in the management of the society for 2 members of each household.

if these demands are not met, they will do what they do best, aandolan - break the roads, set buses ablaze, kill innocent people and burn the cars & trains. then the govt will come with a package for them and we will all be paying 1000 per sq.ft on inflated super area of our flats to compensate them.

                      Jai ho..
