    Rambir ki Dhani draw went well.outsees demanded plots for family in clusters. They will give affidavits tomo and get allottment letters by 3rd Feb

        GURUGRAM: In a fresh draw of lots, Huda allotted alternative plots to the 14 oustees of the Southern Peripheral Road (SPR) project in Sector 49 on Monday. The move cleared the last hurdle in the completion of the 16-km road, Huda officials said.

        "Now, in the next few days, the land will be cleared and construction work on the remaining 500-metre stretch of the 16-km road will be completed at the earliest," said Huda administrator Yashpal Yadav. The construction work had halted due to the rehabilitation process of the 14 oustees at Rambir Ki Dhani.

        Last year in August, the urban development body had conducted a draw for the SPR oustees. However, the oustees, who were given alternative plots as per the Relocation and Rehabilitation Policy of state government, filed a petition in the high court demanding benefits in accordance with the Final Terms of Settlement (FTS) prepared in May 2015 for the Northern Peripheral Road (NPR) oustees. On September 9, 2016, the HC directed Huda to provide all the benefits to the SPR, at par with the oustees of NPR.

        The fresh draw of lots was conducted in the wake of the HC order. Charan Singh, one of the oustees, asserted that the residents were not against the project. "We wanted fair rehabilitation. Now our demands have been met and we are ready to relocate."

          In one of contempt petitions notices has been issued and check today's Hindustan times to get other side of news.....as per my information Satyendra & anr. cases could took atleast 1-2 years from PHHC since there is verdict from SC hence, the resolution is not easy. For NPR (बसंती) my target anywhere between 2020-25.

          This is old news, I had already heard about this from another source 2 weeks ago. From what I have heard, GPA/SPA holders case might take some time to resolve owing to differing court judgements, but Huda is going to go ahead with the remaining allotments. I don't take these on face value, unless I see things happening on the ground. Will wait for a week to see how things unfold for the genuineness of the rest of the information that I got.

            1. HUDA didn't hold the possession of sector 110a land

            2. There are litigation itself at major chunk of land in sector 110a and 37c

            3. Still, there is a ground zero at either of sectors and no movement foreseen in near future, apart no request has been made for shifting HT lines in sector 110a which stands high at middle of sector.

            4. There was no force majeure applied to disbursed the allotment letter to valid title holders, the delay is inordinate and intentionally.

            5. Without settlement of GPA/SPA, there is no plausibility to have a single lane NPR through-out the length. Huda never made any investigation or conduct feasibility, their claim is imprecise.

            Whatever you heard may be old, however, systematic proceeding in all legal matters and fresh lawsuits are now more usual.

              We shall wait and watch. I do end up getting news/reports everyday which are not published in the news papers or reported widely, sometimes its about NPR as well. So far its all unfolded as per what was told earlier. Perhaps you are not aware of a lot of other plans which have already been made. Just remember, where there's a will there's a way. So far the political will wasn't there to sort this out, but from what I hear that's changed now. That's why I said, will wait for a week to see if the latest information rec'd is correct or not.

                Huda has enough land and land is not the issue this time Basanti will get married. You are presenting one side story only which suites you.

                    Dwarka Expressway: Huda seeks early hearing in GPA, SPA oustees rehabilitation case

                    GURUGRAM: Haryana Urban Development Authority (HUDA) filed an early hearing petition before Punjab and Haryana high court on Wednesday. Huda in its petition has appealed for early hearing for vacating stay on allotment of alternative plots to oustees of Northern Peripheral Road (NPR) also known as Dwarka Expressway without proper property documents.

                    The move is aimed at expediting the completion of Dwarka Expressway. "Application for early hearing filed in a case related to allotment of alternative plots to oustees of NPR with General Power of Attorney (GPA) and special power of attorney (SPA)," said Huda administrator Yashpal Yadav adding that they are hoping to get relief from court.

                    Earlier in October, the HC had stayed the issuing of allotment letters of alternative plots to oustees of Dwarka Expressway, who do not have proper property documents. Later on November 7, 2016 HC had directed Huda to produce all the original general power of attorney (GPA), special power of attorney (SPA) and agreement to sell on the basis of which names had been included in the draw of lot.

                    Huda, who claimed to have submitted all the relevant documents in court was hoping to get relief to start the work for completion of remaining portion of expressway. However, Justice Surya Kant and Justice Sudip Ahluwalia on December 12 refused to entertain the plea of urban development body and listed the case for next hearing on March 16, 2017. This had virtually put a brake on the project, as rehabilitation of oustees was essential to complete the e-way.

                    Huda had allotted 269 alternative plots to the expressway project oustees, including general power of attorney (GPA) and special power of attorney (SPA) holders, through lucky draws in July-August 2016. The oustees were from New Palam Vihar, Kherki Daula and Chauma village. The authority says allottees were chose from a pool of 465 applicants. Alleging irregularities Satyendra Singh, one of the oustees, had filed a petition in September. He alleged that genuine oustees were denied alternative plots, while allotments of alternative plots were made to GPA and SPA holders. Petitioner had alleged that Huda had made dubious allotment on the name of GPA and SPA.

                    Taking cognisance of it, the HC had earlier stayed the allotment and directed Huda to submit all the documents related allotment of plots to GPA and SPA. Huda claims alternative plots were allotted to oustees in accordance with the terms and condition of final terms of settlement (FTS) prepared under the supervision of HC and hoping to overcome this legal hurdle to complete the project.

                      What makes HUDA confident that the stay will be vacated by the PHHC after HUDA having messed up the whole process.

                      If HUDA has followed the FTS, why would hon'ble High Court put a stay. There is something on the part of HUDA which does not meet the eye.

                      From what I have heard, this time HUDA gave the plots even to GPA & SPA holders, but some others who were not entitled under FTS did not like that. So they nominated one to file a case against the allotment to GPA & SPA holders, saying that they do not have proper papers so should not have got. If anyone knows better then can comment on the exact nature of the case.
