    Haryana now offers developed plots in lieu of acquired land

    The Haryana government on Friday announced a revamped ‘Land Pooling Scheme’, which gives farmers, whose land is to be acquired, an option to become “partners in the process of planned development of residential and industrial infrastructure”.
    “Once put in place, the scheme will provide an option to the landowning farmers to get ‘developed land’ in return for their acquired land,” Chief Minister Bhupinder Singh Hooda said.
    A decision to this effect was taken in a cabinet meeting, chaired by Hooda, in Chandigarh today.
    Announcing the details, Hooda said that the ‘Land Pooling Scheme’ paves the way for a land owner to get a 1,000 square yard residential plot and one commercial plot of 100 sq yards for each one acre of land acquired by the government for development of residential sectors by Haryana Urban Development Authority.
    In the case of Industries Department, where infrastructure is developed by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), the land owner will have the option to get developed land measuring 1200 sq yards for each one acre of land acquired.
    “The scheme is purely at the option of the the person whose land is being acquired,” the CM said, adding that if a land-owner does not exercise this option in writing , “he would be entitled to the compensation as announced by the Land Acquisition Collector and the benefits admissible under the Rehabilitation & Resettlement Policy of the state government.”
    A land-owner will be eligible to participate in the Land Pooling Scheme only if a minimum of 1,000 sq yards or more land is acquired for development of residential schemes by HUDA, and if a minimum of half an acre or more is acquired in the case of development of industrial infrastructure by HSIIDC.
    “The developed plot awarded to the land-owner will be in proportion to the land acquired. Those opting for the scheme will be required to communicate his option in writing to the Land Acquisition Collector within a period of four months of the issue of Section 4 notification,” Hooda added.
    The land-owner would be free to use the developed land for his own use or sell the same in the open market subject to conditions.
    Haryana Financial Commissioner (Industries and Commerce), YS Malik, added that the land-owners opting for the scheme, can also seek a part of the compensation amount at the time of announcement of the award and adjust the balance when plots are floated. “The advance shall be no more than the amount applicable as the minimum floor rate for the area,” Malik said.

      This is an old news and just a jugglery in terms of appropriating and compensating.. The dway litigants are expecting more than anything that the best combination can give.. and unfortunately, when one is offered greed/politics might take over

              The said article & the article in HT ( a few days back )- which was almost opposite of this news, both seem to be paid articles ( maybe, by opposing lobbies ).


              Let the facts get ascertained, before any jubilation/celebration begins or any sort of disappointment sets in .

                some guy in HUDA was also saying that New palam vihar guys were demanding plot in sector 112 sector but Huda was giving in other location... that was the fight between both parties...

                    As per some information, earlier HUDA has already offered the plots at different sector to outsees which were later refused by court and litigants.

                    Now, the same offer are repeating which I hardly feel shall be acceptable and as per litigants demands they are asking the plots of similar size of their houses/plots and more importantly in sector 110a (where HUDA is unable to acquire the land) and also asking for construction cost of houses at market rate. These demands are overruling the present land acquisition policy and being HUDA as a legal body, they can't settle it at illegal way.

                    Also as per article the HUDA is offering the plots for house owners not for plot owners whereas someone told me that they are also equally share in court case. Means, if this offer is only for house-owners than still matter shall remain pending in HC till they do not offer the adequate compensation to land/plot owners.

                    Its look like that effort of HUDA is half-hearted and if this time they get fail than it might prove disaster for NPR project considering the time left for next assembly election.

                      My sources, who are in the know, tell me that everything will be sorted out and irrevocable steps taken so that the new political dispensation that may come in power in 2014 state elections can not tweak much with the project as everyone knows the views of opposition ( since they didnt get anything out of this project)...

                      Looking at the current environment in the country where the people who matter (top politicians/ bureaucrats) have basically turned property dealers (easiest and fastest way of making huge sums of money), I am now very hopeful of a breakthrough soon and NPR seeing the light of the day well before 2014...!!!

                      Disclaimer: I have bought a flat for end-use in Sector 110A
