About 4,500 farmers of 11 villages in Noida have refused to accept an agreement inked between the authority and Kisan Sansh Samiti, an umbrella body of farmers, on Saturday.

These villages have decided to move court, seeking their land back.
Houses and various other establishments were constructed on the land acquired from these farmers years ago.


Only 162 hectares of land — carved out of Morna, Nithari and Chhalera villages and today known as City Centre plot in sectors 32 and 25A — is vacant.

The authority sold this plot to a private builder for Rs 7,500 crore in March.

Farmers have demanded this land back too.

These are the farmers whose land was acquired before 1997. The authority started making allotment of developed land plots, measuring 5% of the total land acquired, after 1997.

Before 1997, the authority provided 17.5% reservation to farmers in housing plot schemes.

“Those whose land was acquired before 1997 also sought plots measuring 5% of their land acquired. When the authority did not promise this in the July 30 agreement, they’re upping the ante,” said a senior official.
On Saturday, farmers under the banner of Kisan Sansh Samiti in Noida said they had suspended their agitation for three months and, during this period, they would not stall any real estate projects in the city.

But the trouble is not yet over. “Our land was acquired at Rs 9 per sqm. We were not given any plots under the 17.5% quota,” said Ved Pal, a farmer. “We should also get the 5% developed land plots,” said Kripa Singh, another farmer.

“The City Centre land was acquired 35 years ago using the urgency clause. The land continues to be vacant. We want it back,” he said.
This group of farmers will on Wednesday hold another panchayat at Atta.
Wave Infrastructure, a real estate firm, sealed the City Centre deal with Noida Authority in March.

The Authority sold about 162 hectares (6 lakh sqm) of land comprising two sectors (32 and 25A) to the developer.

    Your are right, it seems to be at that way. In my opinion all those investors of NE will be smart who recently withdrawn from their disputed NE projects and getting their money back even with some loss. If SC de-notified whole NE (GOD will not happen this but consider all cases), then after that most of the NE investors will not be able to get back a single money from NE builders, 80% builders of NE will prefer to go Bankrupt.

    Was watching some farmers speak on Zee News (Familiar faces from past interviews/debates)

    They are stating that they will form 11 member committe for negotiation but will be firm on their demands
    1. 10% developed land
    2. Higher compensation
    3. Full regularisation of Abadi (as of today status) with freehold status
    4. 130 sq mt plots for all landless farmers in each village

    Adding that they are 99% confident HC will rule in their favour on 17 Aug and if 1% they loose they will go to SC

    This is totally going against the idea of compromise solution - as Authority is unlikely to accept their full list of demands

    In their respective villages, they are known as “the landlords of Rashtrapati Bhawan” and the residents of “Raisina colony”. A short distance from the Parliament, where the Land Acquisition Bill is likely to debated, lie two pieces of disputed land, which have been carrying on for a century now in courts.


    While 300 of those who are fighting that battle live a few kilometres from Sonepat in Haryana, in the Jat village of Harsana Malcha, 40-odd families live in Ghaziabad’s Bhatta Hajipur village of Jatavs.


    In 1911, the British government acquired 1,792 acres of land in Malcha village and around 2,000 acres in ‘Raisina village’ from 150 families for setting up the new capital in Delhi. Only 35 families accepted compensation in Malcha, while others refused to take it or were absent at the time the money was distributed. The residents of ‘Raisina colony’ in Bhatta Hajipur say they got no compensation at all.

    Having filed pleas in several civil courts over the years, four of the families in Harsana Malcha have filed fresh petitions demanding that they be adequately compensated for the prime land that their ancestors owned.


    Among them is Jeet Singh (68) who brings out a treasure trove of documents painstakingly preserved for a century. This includes one dated 16.12.1912, titled “Land Acquired for the New Capital of Dehli”, and carries details of the 70 landowners who gave their holdings and the compensations some of them received.


    Singh has also preserved records of the appeals they filed against these acquisitions in 1914, 1915 and 1916, and unanswered letters to the Patwari tehsildar, who acquired the land on behalf of the government. Bent double over the papers, Singh says: “In the appeals, it is stated that our ancestors demanded Rs 2,400 per acre for fertile land and Rs 1,920 per acre for non-cultivable land. But the British only paid compensation at the rate of Rs 85 and Rs 15 per acre, respectively. Also, only 35 families took the compensation.”

  • According to advocate Sanjay Rathi, who represents the farmers, 189 families that did not own land but lived in the Malcha village at the time were also driven out without any monetary relief.


    In 2007, Singh — who says it took him five years to get the documents translated from Urdu to English — filed a case in Tis Hazari courts along with Paras Ram and Rai Singh over acquisition of 752.6 acres. The case has since been transferred to Patiala House courts.


    Another resident, Sajjan Kumar Singh (70) had filed a case in 2004 against the acquisition of 220 acres. “We learnt about this only after Jeet sahab produced the records. I had heard from my grandfather that we used to stay in the Chanakyapuri area. Look at how they live and see our condition here,” an angry Sajjan Kumar says.


    In ‘Raisina colony’, a frail Lok Ram is the only one who still recalls how families like his were shifted. “I was around six years’ old. My mother hurriedly woke me up one morning and said we were moving to a new home. I asked her if I could pick some khajurs (dates) from the tree in our courtyard, but she said we did not have time,” Ram recalls.



    His youngest son Jeetendra, who works at a private courier shop in Geeta Colony in East Delhi, claims that the khajur tree is still in the greens surrounding Parliament House.

    The thing will not be in favor of farmers if the land acuisition took place before 3 years. So the farmers who sold their land within 3 years and have gone to the court can get justice. Rest farmers will not get anything.

    The kanoon will reject their plea. But the situation can be worst for the builder/buyer who is doing construction on the land that Authority bought it within 3 years of the time period.

    किसानों और नोएडा अथॉरिटी के बीच सुलह होती नजर नहीं आ रही है। अथॉरिटी की ओर से 1976 से 1997 के बीच जमीन गंवाने वाले किसानों के लिए लॉन्च की गई आवासीय स्कीम का किसानों ने बहिष्कार का ऐलान किया है। किसानों ने कहा है कि जब तक उनकी मूल मांगों पर अथॉरिटी कोई एक्शन नहीं लेती, तब तक इस स्कीम का कोई मतलब नहीं है। किसानों ने इलाहाबाद में सीनियर एडवोकेट और किसानों के वकील पवन भारद्वाज पर हुए हमले की भी कड़ी आलोचना की।

    गुरुवार को चौड़ा गांव में महापंचायत की गई जिसमें भाग लेने के लिए झुंडपुरा, हरौला, नया बांस, अट्टा, निठारी, चौड़ा, गिझौड़, बरौला, छलेरा, अगाहपुर और बिशनपुरा से करीब 800 किसान पहुंचे। विशेष आमंत्रण पर पहुंचे दादरी के बुजुर्ग किसान नेता बिहारी सिंह बागी ने कहा कि वे मरते दम तक किसानों के साथ हैं।

    महापंचायत में किसानों ने सर्वसम्मति से अथॉरिटी की रेजिडेंशल स्कीम को नकार दिया। उन्होंने कहा कि अथॉरिटी ने इस स्कीम में कई ऐसे क्लॉज लगा दिए हैं, जिसके चलते 95 पर्सेंट किसान प्लॉट पाने की पात्रता से पहले ही बाहर हो गए हैं। सभी किसानों से अपील की गई कि वे स्कीम में अप्लाई न करें। महापंचायत में आबादी के लिए पांच पर्सेंट विकसित जमीन हासिल करने के मुद्दे को कोर इशू करार दिया गया।
