Board irons out development bottlenecks

NOIDA: Several development projects were approved in the joint board meeting of the Noida, Greater Noida and Yamuna Expressway authorities on Friday. Even though the main focus remained on boosting connectivity and developing industrial clusters, the authorities even attempted to pacify agitating farmers by amending provisions related to land acquisition.

Noida Authority CEO Sanjeev Saran said rapid population growth has led to an urgent need to improve the transportation system. An additional 170 buses, including 20 semi low-floor buses and 50 feeder vehicles, will be started at the cost of Rs 40.5 crore. "The Authority will develop the city bus terminal in Sector 82 on 3.9 hectare with world-class infrastructure," he said.

Concerned over rampant accidents on Noida-Greater Noida Expressway, an Rs 15 crore Intelligent Transport System (ITS) will be installed to monitor and manage traffic flow.

To counter farmers' agitation, the board passed several amendments in the provisions to sort out abadi regularization, disbursement of developed land, enhanced compensation and inherited and non-inherited property issues.

"The land in Gautam Budh Nagar district was acquired in three phase in 1976, 1979 and 1997. Earlier, those farmers whose land was acquired in 1976 were eligible to get 5% abadi land, while those whose land was acquired between 1979 and 1997 were kept out of pool. The board has approved to grant abadi land to these farmers too," said Rajesh Prakash, administrative officer, Noida Authority.

"The minimum size of developed plots to be given to farmers whose land was acquired will be 40sq.mtr. The 5% developed plots will also be given to those farmers who were found eligible for plots below 40sq.mtr," Prakash added.

Around Rs 650 crore has already been disbursed towards enhanced compensation to farmers and the board has approved another Rs 450 crore. For village development work, the engineering department will not need approval from the land records department now.

The number of highrises in the city is expected to increase in the next two years, so there is a need of updated fire safety infrastructure. "The Authority will buy 72m hydraulic machines in case of fires in highrises," Saran said. A 1MW solar power plant will be developed on a 5 acre plot over the Sector 135-152 irrigation drain mainly for streetlights.

    NOIDA: The Noida Authority has invited public suggestions and objections for amendments in its building bylaws allowing development over 500 metres on either side of existing and proposed Metro corridors. A final decision will be taken by the end of the month after public hearings.

    Easing of coverage and height restrictions that will allow building properties with enhanced floor area ratio (FAR) of 0.5% was proposed in a joint board meeting of the three development Authorities of Noida, Greater Noida and Yamuna Expressway areas last month. Chairman and CEO Rama Raman said the 500m zone is aimed at carving out a mix of residential, commercial and public utilities along the Metro corridor.

    "The amendment will be applicable to all categories of land use. The 0.5% FAR will be purchasable and our exiting formula for buying it will be applicable. Proceeds from the sale of additional FAR would be used to strengthen the resources of the Metro system," Raman said.

    Though the Authority is pitching hard for maximizing the land use pattern, organizing open houses to garner peoples' support is also part of their agenda. "Suggestions and views can be given in writing to the chief architect planner's office or by appearing personally between 9.30am and 6pm on working days at our office. Once the process is complete, the plan would be finally reviewed and implemented. We have already sent the proposal to the state government for approval," Rama Raman said.

    The Authority's aim is to increase population density along the Metro corridors and bring passengers within walking distance of stations. "We are encouraging mixed land use and higher floor area ratios along the Metro corridors to enhance economic activity. Through the proceeds we plan to mobilize resources to fund the future phases of the Metro besides funding the proposed special purpose vehicle (SPV) between Noida and Greater Noida - Noida Metro Rail Company - set up for constructing the proposed Metro corridors," Raman added.

    The proposed increase in the FAR is also expected to boost realty rates in both townships. Planning around transit lines is linked to economic development because of the scope to increase real estate value, increase tax revenues and generate jobs. Residential development around the Metro, especially if it is a part of a mixed land use strategy, is potential especially for developing cities like Greater Noida and Yamuna Expressway areas, the CEO said.

    नोएडा से ग्रेटर नोएडा के बीच प्रस्तावित 5500 करोड़ के मेट्रो प्रोजेक्ट को लेकर नोएडा और ग्रेनो अथॉरिटी एक्टिव हो गई है। दोनों अथॉरिटी मिलकर दिल्ली, चेन्नै, कोच्चि व बंगलुरू के पैटर्न पर केंद्र के साथ साझेदारी कर नोएडा मेट्रो रेल कॉरपोरेशन (एनएमआरसी) के नाम से कंपनी गठित करने की तैयारी कर रही है। इस कंपनी को लेकर अथॉरिटी अपने बोर्ड में प्रस्ताव पारित कर चुकी है। अब जिस तरह की कंपनी गठित होगी इसमें बोर्ड के मेंबर में पांच मेंबर सेंट्रल गवर्नमेंट के हो सकते हैं। इस कंपनी में 12 से लेकर 16 तक मेंबर हो सकते हैं। इनमें 5 सदस्य राज्य सरकार के हो सकते हैं। नोएडा अथॉरिटी के अडिशनल सीईओ पी. के. अग्रवाल ने पुष्टि करते हुए बताया कि सेंट्रल गवर्नमेंट की भागीदारी से बनने वाली कंपनी से नोएडा व ग्रेटर नोएडा के बीच मेट्रो टै्रक बनाने व ऑपरेशन का काम आसान हो जाएगा। इस प्रस्ताव को राज्य सरकार के पास जल्द से जल्द भेजने की तैयारी है।
    अथॉरिटी सूत्रों के अनुसार देश भर के विभिन्न शहरों में मेट्रो का जाल फैल रहा है। कोच्चि मेट्रो को सेंट्रल गवर्नमेंट की पब्लिक इन्वेस्टमेंट बोर्ड के अनुमोदन के बाद अप्रूवल मिली है। इसे जॉइंट वेंचर में सेंट्रल गवर्नमेंट व केरल सरकार के सहयोग से शुरू किया जा रहा है। इस बोर्ड में केंद्र सरकार के पांच मेंबर है। अलबत्ता गुजरात में मेगा (मेट्रो लिंक एक्सप्रेस फॉर गांधीनगर एंड अहमदाबाद) के नाम से कंपनी गठित हुई है। इसमें केंद्र की भागीदारी नहीं है। पर चेन्नै की सीएमआरएल कंपनी मेट्रो का निर्माण कर रही है। इसमें भी केंद्र व राज्य सरकार के जॉइंट वेंचर में मेट्रो का निर्माण हो रहा है। वहां भी केंद्रीय शहरी विकास मंत्रालय के सेक्रेटरी चेयरमैन हैं। इसमें कुल 12 बोर्ड मेंबर हैं। दिल्ली मेट्रो रेल कॉरपोरेशन के बोर्ड में 16 मेंबर हैं। इनमें भी 5 मेंबर केंद्र व 5 दिल्ली सरकार के साथ 6 मेंबर फुल टाइम डायरेक्टर हैं। अब इसी पैटर्न पर केंद्र सरकार के साथ यूपी गवर्नमेंट भी कंपनी बनाने की इच्छुक है। राज्य सरकार के निर्देश पर नोएडा व ग्रेटर नोएडा अथॉरिटी ने कंपनी का खाका तैयार कर लिया है। इसे जल्द ही लखनऊ भेजा जाएगा। इसके बाद राज्य सरकार की तरफ से इसे केंद्र को भेजा जाएगा। इस कंपनी के गठन के बाद केंद्र व राज्यों के बीच अहम कड़ी फंडिंग की होगी। इससे केंद्र से भी इस प्रोजेक्ट के लिए अलग से फंड मिल सकेगा।

  • Nod to multi-level parking at Botanical Garden Metro station

    NOIDA: After numerous delays, the multi-level parking lot at Botanical Garden Metro station has finally been approved by Noida Authority in its board meeting. The Authority is now inviting bids for the project which will cater to the projected increase in footfall at the station once it is developed into a junction to accommodate the Botanical Garden-Kalindi Kunj line.

    At present, only 500 vehicles can be parked in the existing parking lot at the station. However, once the Metro extension is complete, the place will be upgraded into a junction by constructing a second station close to the existing one within the Botanical Garden area on Master Plan Road-III. The Metro expansion will lead to a major increase in footfall as well as vehicular movement at and around the station, so the Authority has decided to construct the new parking lot. Commuters heading towards Akshardham or Kalindi Kunj will be able to use the new multi-level parking lot.

    "Following the extension of the existing Metro line, the Botanical Garden station will be made a junction with broad gauge and standard gauge lines. As a result, the station will witness a major increase in footfall as well as vehicular traffic. The two slip roads will provide a smooth access for commuters to the station and the parking lot from the main Master Plan Road-III," said an official.

    संवाददाता, नोएडा : आने वाले दिनों में नोएडावासी शहर में ही पिकनिक स्पॉट का लुत्फ उठा सकेंगे। सेक्टर-117 में करीब 50 एकड़ क्षेत्र में इसे बनाया जाएगा। इसके निर्माण कार्य में 50 करोड़ रुपये खर्च होंगे। इसके लिए जल्द ही कंसल्टेंट का चयन किया जाएगा। इस पिकनिक स्पॉट में बच्चों से लेकर युवा समेत सभी वर्ग के लिए कुछ न कुछ खास होगा।

    इस बारे में नोएडा प्राधिकरण के परियोजना अभियंता हरि नारायण सिंह ने बताया कि इसमें एम्यूजमेंट पार्क, इनडोर गेम्स, क्लब के अलावा कैफेटेरिया भी होगा। इसके अलावा लोगों को ंटहलने के लिए हरियाली भी होगी। इसका प्रारूप तैयार करने के लिए जल्द ही कंसल्टेंट तय किया जाएगा।

    इस पिकनिक स्पॉट की लोकेशन भी खास होगी। दरअसल, नोएडा से ग्रेटर नोएडा मेट्रो रूट से भी यह स्थान नजदीक होगा। ऐसे में भविष्य में मेट्रो निर्माण के बाद इस जगह तक पहुंचना भी लोगों के लिए आसान हो जाएगा।

  • Demolition on floodplains

    NOIDA: Officials are getting ready to demolish over 300 illegal farmhouses and buildings constructed in about 124 hectares of the floodplain area in the next one week. Notices are being issued to owners of illegal structures. Strict action will also be taken against government officials who sanctioned layout plans and issued NOCs for construction.

    Rules say floodplains land can only be used for farming and just temporary structures can be constructed. Officials said nearly 4,000 acres along the Hindon floodplains has been occupied illegally, of which at least 3,000 acres is in the primary river flow area.

    More than 100 developers are illegally operating in the area meant only for agricultural use.

  • Meet to save Sector 47 park turns violent

    NOIDA: A public hearing at the Noida Authority on Monday turned into a battleground after two sections of residents belonging to the Sector 47 RWA clashed with each other.

    The hearing had been organized to discuss objections and suggestions over building a commercial complex on a well-developed park.

    Some anti-social elements attacked a resident who has been fighting to protect the park. The injured has been admitted to a hospital. Meanwhile, residents opposing the Authority's plan have called an indefinite hunger strike to save the park.

    The Authority had called a public hearing in Indira Gandhi Kala Kendra in Sector 6. The panel of officials headed by deputy CEO Vijay Yadav heard the residents for nearly two hours. After the meeting wrapped up and residents came out of the meeting hall, a heated argument started between two groups. The residents then went the Sector 20 police station where they raised anti-police slogans as cops refused to lodge an FIR.

    Earlier, Noida Authority OSD Manoj Rai had issued a notice to residents prohibiting them to undertake a plantation drive in the park. Residents alleged that even though Authority chairman Rama Raman knows the entire issue, he has distance himself from discussions in the matter. Residents have also alleged that the complex is being planned to facilitate vested interests of some developers and Authority officials.

    Officials, however, say that no final decision has been taken on the park. "We will initiate a probe to find out on what grounds a notice was issued to keep residents away from planting saplings. Action will be taken against guilty officials," said Pramod Kumar, ACEO, Noida Authority.
