Board irons out development bottlenecks

NOIDA: Several development projects were approved in the joint board meeting of the Noida, Greater Noida and Yamuna Expressway authorities on Friday. Even though the main focus remained on boosting connectivity and developing industrial clusters, the authorities even attempted to pacify agitating farmers by amending provisions related to land acquisition.

Noida Authority CEO Sanjeev Saran said rapid population growth has led to an urgent need to improve the transportation system. An additional 170 buses, including 20 semi low-floor buses and 50 feeder vehicles, will be started at the cost of Rs 40.5 crore. "The Authority will develop the city bus terminal in Sector 82 on 3.9 hectare with world-class infrastructure," he said.

Concerned over rampant accidents on Noida-Greater Noida Expressway, an Rs 15 crore Intelligent Transport System (ITS) will be installed to monitor and manage traffic flow.

To counter farmers' agitation, the board passed several amendments in the provisions to sort out abadi regularization, disbursement of developed land, enhanced compensation and inherited and non-inherited property issues.

"The land in Gautam Budh Nagar district was acquired in three phase in 1976, 1979 and 1997. Earlier, those farmers whose land was acquired in 1976 were eligible to get 5% abadi land, while those whose land was acquired between 1979 and 1997 were kept out of pool. The board has approved to grant abadi land to these farmers too," said Rajesh Prakash, administrative officer, Noida Authority.

"The minimum size of developed plots to be given to farmers whose land was acquired will be 40sq.mtr. The 5% developed plots will also be given to those farmers who were found eligible for plots below 40sq.mtr," Prakash added.

Around Rs 650 crore has already been disbursed towards enhanced compensation to farmers and the board has approved another Rs 450 crore. For village development work, the engineering department will not need approval from the land records department now.

The number of highrises in the city is expected to increase in the next two years, so there is a need of updated fire safety infrastructure. "The Authority will buy 72m hydraulic machines in case of fires in highrises," Saran said. A 1MW solar power plant will be developed on a 5 acre plot over the Sector 135-152 irrigation drain mainly for streetlights.

    उल्लेखनीय है कि जीआईपी मॉल में इस समय सामान्य दिनों में कार का 40 और वीकेंड में 50 रुपये पार्किंग चार्ज लिया जा रहा है। यह नोएडा के किसी भी एरिया में सबसे ज्यादा है। नोएडा अथॉरिटी के नियमों के अनुसार निजी क्षेत्र में पार्किंग चार्ज को लेकर अथॉरिटी वैसे तो सीधे हस्तक्षेप नहीं कर सकती, लेकिन पार्किंग का एरिया पब्लिक की सहूलियत के लिए दिया गया है, इससे मुनाफा कमाने पर अथॉरिटी को आपत्ति है। अथॉरिटी अब निजी क्षेत्र में चल रही पार्किंग चार्ज को लेकर भी अपनी तरफ से कोई नई शर्त लागू करेगी ताकि पब्लिक के साथ किसी भी तरह की कोई जबरन वसूली न हो।

    गांधी जयंती के दिन से नोएडा में शुरू हुए राष्ट्रीय दलित प्रेरणा स्थल और ग्रीन गार्डन धीरे-धीरे एनसीआर का पसंदीदा टूरिज्म स्पॉट बनता जा रहा है। पिछले छह दिनों मंे साढ़े चार हजार पर्यटक यहां आ चुके हैं। सिर्फ संडे को ही यहां 2764 लोग पहुंचे।
    पार्क खुलने के दूसरे दिन यानी 3 अक्टूबर से यहां टिकट से एंट्री शुरू हुई थी और उस दिन 368 लोग यहां आए थे। पहले दिन यहां आने वालों की कम संख्या पार्क मैनेजमेंट के लिए चिंता का विषय बन गई थी। लेकिन इसके बाद संडे को जब रेकॉर्ड 2764 लोगों ने पार्क में एंट्री की तो अब मैनेजमेंट को भी लगने लगा है कि आने वाले कुछ दिनों में दिल्ली एनसीआर का बेहतरीन पर्यटन स्थल बनेगा। यहां के टिकट काउंटर के सुपरवाइजर सूरज कुमार का कहना है कि पहले दिन की संख्या देखने के बाद ऐसा लग रहा था कि यहां आने वाले लोगों की संख्या ऐसे ही रहेगी। लेकिन इसके बाद अगले पांच दिनों में साढ़े चार हजार से अधिक लोगों के यहां पहुंचने के बाद ऐसा लग रहा है कि आने वाले दिनों में यहां पर्यटकों की संख्या में और इजाफा होगा। उन्होंने कहा कि 52 फुट ऊंचे बने फाउंटेन और दर्शनीय स्टैच्यू यहां आने वाले लोगों को आकर्षित कर रहे हैं। इसके अलावा इसकी बनावट और गार्डेन के पेड़ -पौधे भी लोगों को काफी पसंद आ रहे हैं।

  • Stage set to widen three bridges over Shahdara drain

    NOIDA: In what will spell major relief to commuters shuttling between Delhi and Noida from east Delhi and via DND Flyway, the Delhi irrigation and flood control department has issued tender notices for widening of three bridges over the Shahdara drain. Estimated to cost about Rs 50 crore, flanks of three bridges located near Sectors 14A, 16A and Okhla Barrage near Sector 94 will be widened. The tenders will be finalized on October 24, 28 and 30.

    Starting from Chilla Regulator in Delhi, the Shahdara Drain enters Noida at Sectors 14, 14A and runs along Sector 95 flowing into Yamuna River below Kalindi Kunj Bridge. Along the way, the drain flows under five bridges located at Udyog Marg, Master Plan-I Road, Master Plan-II Road and the Noida-Greater Noida Expressway link road. Traffic snarls are a daily occurrence at the bridges as vehicles are forced to converge into four lanes across the bridges leading to bottlenecks and chaos.

    Authority officials say the project will involve widening of the Sectors 16A-18 Bridge, Sectors 14-14A Bridge and the bridge near Okhla Barrage. "Considering the increasing traffic load on the bridge flanks, we have been fast-tracking the project. The first of the five bridges on Shahdara Drain - between Film City and Mahamaya Flyover - was completed and opened to traffic in April this year and we expect smoother flow of traffic when the other bridges are widened," said AK Goel, chief maintenance engineer.

    Last year, the Authority had sanctioned Rs 90 crore for widening of the five bridges across the drain. Since the jurisdiction of the Shahdara Drain comes under Delhi, after signing an MoU with the Delhi government, the Authority had released 3% cost of the project, about Rs 1.41 crore, to the irrigation department for widening of three of the five bridges over the drain. "The initial amount was released for soil testing, site survey, construction of the site office and preparing the design and blueprint of the bridges," said Goel.

    According to the agreement, the Authority will fund the project. The work, however, will be carried out by the Delhi government. The Authority will release the estimated amount of Rs 50 crore in phases. Currently, the Detailed Project Reports (DPR) has been finalized for the widening work and, now that the tenders have been initiated, construction on the proposed widening is expected to start in November, 2013.

    Officials said during construction, they will adopt methods that cause minimum traffic disruption. "We will use a special method called the segment technique to cause the least disturbance to traffic movement. Once construction starts, it will take 18 months to complete the project," Goel added.

    The three bridges, which have four lanes, will be converted to eight-lane ones. These bridges will be widened by one lane on both sides of the carriageway.

    NEW DELHI: Realty firm Grihapravesh Buildteck today announced tie-up with technology firm Radius Group for providing energy efficient devices in its housing project at Noida, which is being developed at a cost of Rs 280 crore.

    Mumbai-based Grihapravesh Buildteck is developing its first housing project in the NCR comprising 500 units.

    "We have collaborated with Radius to provide us with world class energy efficient technologies. This will benefit of our customers as they will get itemised bill for electricity consumed," Grihapravesh CMD Abhay Kumar told reporters here.

    Kumar said the company had launched the project in 2011 and the construction would be completed next year.

    Asked about investment on Noida project, Kumar said it would be about Rs 280 crore including land and construction.

    "We have already invested around Rs 175 crore in this project which has been sold 70 per cent so far," he said, adding that flats are being sold in a price range of Rs 60 lakh to Rs 2 crore.

    Elaborating on the partnership, Kumar said the company would be able to offer a complete energy management of the home to the buyers through this tie up. This would cost the company additional Rs 5 crore.

    This would be the first project which is compliant to Machine-to-Machine (M2M) communication technology based green building in the country, he claimed.

    Grihapravesh has completed 5 projects in Mumbai and Pune region and is currently working on three projects -- two in Pune and one in Noida, comprising 1500 flats.

    Gurgaon-based Radius Group is a technology firm involved in design, supply and operation of technology solutions in the areas of smart metering, advanced metering Infrastructure, home energy management and infrastructure management.

    The prolonged power outages in the national capital region has been an open secret. Now, it transpires that the UP Transmission Corporation Limited (UPTCL) has been repeatedly warning the UP Power Corporation Limited of an intense crisis if the power infrastructure in Gautam Budh Nagar comprising Noida and Greater Noida was not upgraded.

    With the warning falling on deaf ears, the entire NCR has been pushed into a scenario in which Noida, Greater Noida and Ghaziabad are not able to get more than 14 to 16 hours of power even though they qualify to get round-the-clock power given their vast industrial potential.

    Documents accessed by TOI show that Noida power distribution system and the transmission division dispatched a number of letters to UPPCL headquarters suggesting enhancement of power distribution infrastructure in various sectors of Noida.

    For instance, in Pali subdivision, the transmission division sought to get the capacity enhanced from 945mVA to 1,500 mVA as early as March earlier this year. The work is yet to be completed. In Khoda sector, number 62 the current load was forcibly limited to only 90 mVA as against the required 120mVA. This left the UPPCL with no option but to resort to rostering, the letter dispatched by the division on November 2012 said.

    Likewise, the 132kVsub-station in sector 66 is also overloaded. It has a capacity of 103mVA. However, the overloading is forcing the authorities to resort to rostering. The letter speaks of enhancing the capacity of a line in sector 20 which has a significance presence of residential and industrial areas.

    Even the comptroller and auditor general report of 2012 on power situation in NCR says that while the power load increased by 36.98% between 2006 and 2011, the capacity enhancement done by the UPPCL was only 32.29%.

    A senior UPTCL official said that the power situation in Noida has turned extremely sensitive. While UPTCL chairman, Kamran Rizvi could not be contacted, a top official, on the condition of anonymity said that two sub-stations, each of 765kVA, are proposed to be constructed on public-private-partnership model in Greater Noida.

    One of the sub-stations is proposed in Sector 9 of Yamuna Expressway Authority while the other is proposed in Sector 150 of Noida. The transmission corporation has been insisting on construction of sub-station in Sector 9 of YEA on "war footing". "But the work is yet to start," the official said.

    Officials predict that with average demand for power rising by 8% to 12% every year, the gap between peak demand and supply will only rise.

    The NCR residents even blame it on political reasons for their plight. With the ruling SP having a bare minimum presence in the region, power authorities are just not interested in doing enough to upgrade the infrastructure, they say.
