Board irons out development bottlenecks

NOIDA: Several development projects were approved in the joint board meeting of the Noida, Greater Noida and Yamuna Expressway authorities on Friday. Even though the main focus remained on boosting connectivity and developing industrial clusters, the authorities even attempted to pacify agitating farmers by amending provisions related to land acquisition.

Noida Authority CEO Sanjeev Saran said rapid population growth has led to an urgent need to improve the transportation system. An additional 170 buses, including 20 semi low-floor buses and 50 feeder vehicles, will be started at the cost of Rs 40.5 crore. "The Authority will develop the city bus terminal in Sector 82 on 3.9 hectare with world-class infrastructure," he said.

Concerned over rampant accidents on Noida-Greater Noida Expressway, an Rs 15 crore Intelligent Transport System (ITS) will be installed to monitor and manage traffic flow.

To counter farmers' agitation, the board passed several amendments in the provisions to sort out abadi regularization, disbursement of developed land, enhanced compensation and inherited and non-inherited property issues.

"The land in Gautam Budh Nagar district was acquired in three phase in 1976, 1979 and 1997. Earlier, those farmers whose land was acquired in 1976 were eligible to get 5% abadi land, while those whose land was acquired between 1979 and 1997 were kept out of pool. The board has approved to grant abadi land to these farmers too," said Rajesh Prakash, administrative officer, Noida Authority.

"The minimum size of developed plots to be given to farmers whose land was acquired will be 40sq.mtr. The 5% developed plots will also be given to those farmers who were found eligible for plots below 40sq.mtr," Prakash added.

Around Rs 650 crore has already been disbursed towards enhanced compensation to farmers and the board has approved another Rs 450 crore. For village development work, the engineering department will not need approval from the land records department now.

The number of highrises in the city is expected to increase in the next two years, so there is a need of updated fire safety infrastructure. "The Authority will buy 72m hydraulic machines in case of fires in highrises," Saran said. A 1MW solar power plant will be developed on a 5 acre plot over the Sector 135-152 irrigation drain mainly for streetlights.

    NOIDA: The department has decided to reduce circle rates, especially in group housing and commercial categories, as it has failed to achieve the annual target revenue. Senior department officials said they were not able to generate the revenue due to a steep hike in circle rates undertaken earlier.

    The target revenue for Gautam Budh Nagar for financial year 2013-14 is Rs 1,536.60 crore. However, till January, the department has only managed to earn Rs 1,083 crore. Officials said that in the past few months the number of properties being registered have gone down due to the steep hike in circle rates. In 2012-13, the department's target was Rs 1,835.30 crore, but it was only able to earn Rs 1,015 crore.

    In the group housing category, the registry department charges 5% extra for facilities being provided,

    like swimming pool, club, etc. However, the aggregate of all facilities has a cap of 25%. "If the circle rate in group housing is Rs 55,000 per sq metre, then buyers end up paying Rs 67,500 per sq metre (25% extra) for enjoying five facilities. We have found this to be unjustified and proposed to curtail charges on extra facilities. We have also proposed slashing rates in the commercial category by at least 10%," said a senior department official.

    "The proposal will be sent to the DMdistrict magistrate who in turn will send it to the Allahabad head office," the official added.

    Officials said that hike in circle rates of the residential category will be dependent on the lease rent, the rates of which are varied. "In some lease deeds, the authorities charge 1% as lease rent, while in others 2.5% is levied," an official said.

    Real estate experts have welcomed the move and suggest that this is the best time for investment. At the same time they have criticized the earlier policy of the government in hiking circle rates.

    Last year, circle rates were increased by the department despite opposition by city residents and homebuyers. At the same time the authorities had hiked property rates by up to 30%.

    Greater Noida Industrial Development Authority has last week in its board meeting announced a 10.21% hike in the allotment price across all categories of land in the city. The hike comes into effect from April 1.

    Developers said circle rates in Noida are unrealistic. "We have raised this issue on various platforms through CREDAI. In some cases market rates are below prevailing circle rates in Noida, but the buyer has to pay a higher registration tax," said Manoj Gaur, president CREDAI (west UP) and MD of Gaursons. "This decision should have been taken earlier as it will reduce the burden on buyers," said Amit Gupta, MD, Orris Infrastructure and Assocham member.

  • If projects get delayed and completion certificate is not obtained then how can registry be done irrespective of the circle rates.

    The reason being given to justify reduction in rate is not correct. This will only cause loss of revenue to the state.

    Next year when more projects get completed and more reigistries are done they will once again pat their backs for exceeding the targets when it is well known that revenue is directly proportional to the completion of number of projects, irrespective of the circle rates.

    सेक्टर-37 चौराहे को जल्द ही विदेशों की तर्ज पर डिवेलप करने की प्लानिंग अथॉरिटी ने की है। ब्रेक फ्री और स्टॉपेज रहित यह चौराहा आने वाले दिनों में मेट्रो कनेक्टिवटी का केंद्र बनेगा। कालिंदी कुंज से बॉटैनिकल गार्डन मेट्रो रूट के लिए इसी चौराहे पर अलग स्टेशन बनाने की योजना है। मौजूदा बॉटैनिकल गार्डन और नए बनने वाले मेट्रो स्टेशन को एक ओपन टनल से जोड़ा जाएगा। साथ ही ग्रेनो और गाजियाबाद जाने वाले पैसेंजरों को इसी चौराहे पर तैयार हो रहे बस स्टैंड से सर्विस मिलेगी। करीब 20 बसों की कैपिसिटी वाले इस स्टैंड में कवर्ड बस शेल्टर के अलावा कम्यूटर्स के लिए फुटपाथ, टायलेट, कैंटीन आदि भी बनाई जाएंगी। ट्राईपॉड शेप में बस स्टैंड समेत पूरे प्रोजेक्ट पर करीब 4 करोड़ रुपये खर्च होंगे। अगले 3 महीने में काम पूरा करने का टारगेट रखा गया है।
    टर्निंग पर जाम खत्म
    अथॉरिटी के वर्क सर्कल-2 के इंचार्ज एस. सी. मिश्रा ने बताया कि सबसे बिजी इस चौराहे को इंटरनैशनल पैटर्न पर तैयार किया जा रहा है। मेट्रो और सिटी बस की कनेक्टिवटी एक ही पॉइंट पर मिलेगी। महामाया फ्लाईओवर से सेक्टर-37 होते हुए बॉटैनिकल गार्डन मेट्रो स्टेशन की तरफ जाने वाले लेफ्ट टर्न से ही हेवी वीइकल गुजर रहे हैं। सवारियों को सड़क के बीचोबीच उतारने और चढ़ाने से रोकने के लिए 2.5 मीटर ऊंचे बैरियर लगाए गए हैं। इन बैरियर के नीचे से केवल हल्के वाहन ही गुजर सकते हैं। करीब 15 दिन पहले बैरियर लगाने के बेहतर नतीजे मिले हैं। इसकी वजह से पूरा चौराहा भीड़भाड़ रहित हो गया है।
    महामाया फ्लाईओवर होगा स्मार्ट
    महामाया फ्लाईओवर को भी ट्रैफिक मैनेजमेंट के लिहाज से नए तरीके से डिवेलप किया जा रहा है। सेक्टर-44 स्थित एमिटी की तरफ से रॉन्ग साइड का इस्तेमाल करने वालों पर रोक लगाने के लिए नीचे यू टर्न तैयार होने से एक्सिडेंट के मामलों में काफी कमी आई है। इसके अलावा सेक्टर- 44 और महामाया इंटर कॉलेज की तरफ से एक्सप्रेस-वे की सर्विस रोड का इस्तेमाल कर दिल्ली जाने वालों को इसी फ्लाईओवर से कनेक्टिवटी देने की योजना पर भी काम किया जा रहा है। इसके लिए एक रिवर्स क्लोवर लीफ के जरिए ट्रैफिक को फ्लाईओवर के नीचे से निकाल कर दिल्ली जाने वाले मेन एक्सप्रेस-वे से जोड़ा जाएगा। वर्क सर्कल-9 के इंचार्ज आर. एस. राघव ने बताया कि करीब 50 लाख रुपये की लागत से इस काम को अगले 2 महीनों में पूरा किया जाएगा।
