Board irons out development bottlenecks

NOIDA: Several development projects were approved in the joint board meeting of the Noida, Greater Noida and Yamuna Expressway authorities on Friday. Even though the main focus remained on boosting connectivity and developing industrial clusters, the authorities even attempted to pacify agitating farmers by amending provisions related to land acquisition.

Noida Authority CEO Sanjeev Saran said rapid population growth has led to an urgent need to improve the transportation system. An additional 170 buses, including 20 semi low-floor buses and 50 feeder vehicles, will be started at the cost of Rs 40.5 crore. "The Authority will develop the city bus terminal in Sector 82 on 3.9 hectare with world-class infrastructure," he said.

Concerned over rampant accidents on Noida-Greater Noida Expressway, an Rs 15 crore Intelligent Transport System (ITS) will be installed to monitor and manage traffic flow.

To counter farmers' agitation, the board passed several amendments in the provisions to sort out abadi regularization, disbursement of developed land, enhanced compensation and inherited and non-inherited property issues.

"The land in Gautam Budh Nagar district was acquired in three phase in 1976, 1979 and 1997. Earlier, those farmers whose land was acquired in 1976 were eligible to get 5% abadi land, while those whose land was acquired between 1979 and 1997 were kept out of pool. The board has approved to grant abadi land to these farmers too," said Rajesh Prakash, administrative officer, Noida Authority.

"The minimum size of developed plots to be given to farmers whose land was acquired will be 40sq.mtr. The 5% developed plots will also be given to those farmers who were found eligible for plots below 40sq.mtr," Prakash added.

Around Rs 650 crore has already been disbursed towards enhanced compensation to farmers and the board has approved another Rs 450 crore. For village development work, the engineering department will not need approval from the land records department now.

The number of highrises in the city is expected to increase in the next two years, so there is a need of updated fire safety infrastructure. "The Authority will buy 72m hydraulic machines in case of fires in highrises," Saran said. A 1MW solar power plant will be developed on a 5 acre plot over the Sector 135-152 irrigation drain mainly for streetlights.

    Okhla sanctuary to get buffer zone after survey

    NEW DELHI: The Union environment ministry is still pondering over how much area around the Okhla bird sanctuary should be declared an eco-sensitive zone. This, when large-scale construction has already begun threatening the sanctuary located on the Delhi-Noida border.
    The ministry has asked the Uttar Pradesh government to conduct a fresh survey on upstream Yamuna to demarcate the zone.
    Over a decade ago, the Supreme Court had asked the ministry to declare eco-sensitive zone around all wildlife parks and national sanctuaries. Initially, the ministry wanted to declare up to 10 sqkm as eco-sensitive zone but diluted norms on pressure from the states.
    Official sources said that in case of Okhla Bird sanctuary — the only notified bird habitat in national capital region — no consensus could be arrived at a meeting this week primarily because the UP government wanted the cover of the ecosensitive zone to be less than 100 meters.
    The state government did not have any scientific basis to back their argument except that a vast eco-sensitive zone could lead to large-scale dislocation.
    “Only after the survey is done a decision on declaring the ecosensitive zone will be taken,” said environment secretary V Rajagopalan.

  • Smart traffic tool to manage Noida-Greater Noida expressway - The Times of India

    NOIDA: The 25-km long Noida-Greater Noida expressway is likely to have a fully-functional Intelligent Traffic Management System (ITMS) to monitor traffic and make movement safe for commuters. The system is expected to be in place by November.

    The ITMS, which is partly functional on the Yamuna expressway, is a hi-tech system which monitors traffic along expressways, alerts commuters of traffic movements and ensures swift response to them. It provides real-time traffic advisory information to motorists through electronic message signs. Overall, it is provides an integrated platform that centralizes the management of all traffic systems, such as traffic signal control, traffic monitoring, incident management, tunnel and highway monitoring and provision of real-time traffic advisory information are also other features of the ITMS.

    According to officials, the system is being sponsored by an Austrian company at a cost of more than Rs 26 crore, and is expected to bring down the accident rate on the road by about 25%. The work is going on at a hectic pace to launch it in the next five months.

    While the Optical Fibre Cables (OFC) on the Noida to Greater Noida flank have been placed, those on the other side will begin soon.

    "We will soon begin laying the cables along the Greater Noida to Noida carriageway," said Sandeep Chandra, the technical head of the project, and in charge of traffic in Noida. "This work should be done by September," he added.

    Soon after the cables are put in place, a total of 144 CCTVs, one each at a distance of 1 km will be placed at a height of 14 metres to detect movement up to a distance of 280 metres. Large LED display boards will also be put in place to caution motorists about road and weather conditions. The most important feature of the system is reducing response time to an accident. Road users will be guided on speed and will receive instant emergency services. "The expressway will be under surveillance 24/7 which will also help curb crimes on the e-way," Chandra said.

    Since its inception in 2002, the expressway has witnessed hundreds of deaths. More than a 100 people have lost their lives in this year alone. "Accidents on the expressway will decline if traffic police enforced the rules strictly and there is implementation of the ITMS. Around 50% accidents occur due to lack of traffic sense among commuters, which needs to change," Chandra said.

    Greater Noida to IGI Airport Metro link on fast-track - The Times of India

    GREATER NOIDA: The Greater Noida Industrial Development Authority (GNIDA) is getting ready to fast-track its plan of connecting a 66-km route between Greater Noida and the Indira Gandhi International (IGI) Airport via a high-speed metro link. Having completed the feasibility report for the project, final touches are being given to the project's detailed project report.

    According to GNIDA officials, a recent meeting was held for finalising the feasibility report. "The DMRC is working on the report, which should be completed soon," said a GNIDA official.

    Once in place, residents of Noida and Greater Noida will be able to reach IGI Airport in less than 50 minutes even during peak traffic. Sources said this Metro link is expected to run at 160 km per hour and will cover a distance of 66km with only five or six stations on its route. The proposed stations are likely to be located at Bodaki, Pari Chowk, Faridabad, Gurgaon and IGI Airport.

    Sources said that the proposed high-speed link is expected to run parallel to the Delhi-Mumbai Industrial Corridor and join the proposed Faridabad-Noida-Ghaziabad route. A bridge would be constructed on Yamuna river near Kondli village, 5km from Pari Chowk. The Metro would then be connected to Badarpur Metro, Delhi and Gurgaon. There is also a proposal to connect the domestic airport to the route, officials said.

    मुलायम सिंह यादव के खिलाफ आय से अधिक संपत्ति का केस दर्ज करनेवाले वकील विश्वनाथ चतुर्वेदी का कहना है कि असल में यूफ्लेक्स कंपनी मुलायम का बेनामी मुखौटा है और मुलायम के काले धन को सफेद करने का कारोबार करता है। कभी मुलायम सिंह के करीबी रहे अमर सिंह के दोस्त अशोक चतुर्वेदी की इस कंपनी के बारे में विश्वनाथ चतुर्वेदी ने बीते साल 2013 में प्रवर्तन निदेशालय को एक चिट्ठी लिखकर अशोक चतुर्वेदी की बेनामी कंपनियों का जांच कराने की मांग की थी। 25 सितंबर 2013 को लिखी चिट्ठी में विश्वनाथ चतुर्वेदी ने प्रवर्तन निदेशालय को साफ कहा था कि नोएडा में यूफ्लेक्स कंपनी मुलायम सिंह की बेनामी संपत्तियों के प्रबंधन का कारोबार करती है लिहाजा इस कंपनी की जांच कराई जानी चाहिए।
    विश्वनाथ चतुर्वेदी ने यूफ्लेक्स कंपनी के बारे में प्रवर्तन निदेशालय को जो शिकायत की थी उसके मुताबिक, "मुलायम सिंह यादव के मुख्यमंत्रित्व काल (2006-07) के दौरान नोएडा एथारिटी द्वारा होटल, कामर्शियल यूज और आईटी सेज के लिए जिन जमीनों का आवंटन किया गया था उसमें मुलायम सिंह के नाम पर यूफ्लेक्स ने अपनी हिस्सेदारी भी बनाकर रखी थी।" उस वक्त नोएडा में यूनिटेक, डीएलएफ, अंसल, सुपरटेक, गौरसन, एसोटेक और पोन्टी चड्ढा की वेव इन्फ्राटेक को जमीन आवंटित की गई थी। विश्वनाथ चतुर्वेदी का कहना है कि इन सभी कंपनियों को जो जमीन एलॉट की गई थी उसमें यूफ्लेक्स ने अपने बेनामी कंपनियों के नाम से 33 प्रतिशत से 49 फीसदी तक हिस्सेदारी रखी थी। विश्वनाथ चतुर्वेदी सवाल करते हैं आखिर यूफ्लेक्स किसके लिए इन भारी भरकम कंपनियों में अपनी हिस्सेदारी रख रही थी? और किसके कहने पर सभी कंपनियां यूफ्लेक्स को यह हिस्सेदारी प्रदान कर रही थीं?
    विश्वनाथ चतुर्वेदी का सीधा आरोप है कि नोएडा और ग्रेटर नोएडा के रियल एस्टेट कारोबार को अप्रत्यक्ष तौर पर मुलायम सिंह यादव और उनका परिवार नियंत्रित करता है। और इस काम के लिए वह यूफ्लेक्स को मुखौटे के बतौर इस्तेमाल करता है। नोएडा की हाईटेक सिटी में यूफ्लेक्स के बेनामी कंपनियों की 33 फीसदी हिस्सेदारी है। इसी तरह अंसल द्वारा ग्रेटर नोएडा में लाये जा रहे अंसल हाईटेक सिटी में यूफ्लेक्स के बेनामी कंपनियों की 49 फीसदी हिस्सेदारी है तो यूनिटेक को आवंटित जमीन में भी यूफ्लेक्स की बेनामी कंपनियों की 49 फीसदी हिस्सेदारी है। विश्वनाथ चतुर्वेदी कहते हैं कि इन बेनामी कंपनियों के जरिए खुद मुलायम सिंह यादव नोएडा और ग्रेटर नोएडा में जमीन का कारोबार करते हैं। आयकर विभाग द्वारा अशोक चतुर्वेदी और यूफ्लेक्स की बेनामी कंपनियों का खुलासा किये जाने के बाद विश्वनाथ चतुर्वेदी की उस समय की गई शिकायत सही साबित होती दिख रही है।
    यूफ्लेक्स कंपनी के मालिक अशोक चतुर्वेदी पर पहले भी जमीन धोखाधड़ी का मामला साबित हो चुका है और नीरा यादव मामले में अशोक चतुर्वेदी को भी चार साल की सजा हो चुकी है। फिलहाल अशोक चतुर्वेदी जमानत पर बाहर हैं।
