PUNE: After Pune, it could be destination Nashik for industry as Pune is fast running out of land. The vigorous land acuisition by the Maharashtra Industrial Development Corporation (MIDC) and private industry here is soon going to ensure this.

Sources said that the state government’s industrial infrastructure development arm is looking to create a land bank of between 10,000-20,000 hectares in the two cities, Pune and Nashik, with emphasis on the latter.

However, the attraction of destination Pune remains. MIDC is looking to acquire land for which notifications have been issued at Ranjangaon, Talegaon, Chakan, Karla and Khed.

The state government is believed to have received 1800 applications for the Chakan industrial area, 1100 for Ranjangaon and 600 for Talegaon. The land bank with the MIDC, Pune region, is close to being exhausted and it is facing problems in acquiring new land.

Industry experts think Nashik will prove to be the alternative to Pune. “Nashik, with it’s huge land availability, abudant water supply and connectivity with Mumbai offers ideal locations. It has got mild climate like Pune too,” sources said.

    NASHIK: The state government has decided to allow widening of 6-7.5m roads to 9m across the city to get benefits of premium floor space index(FSI) and transfer of development rights (TDR).

    The decision will ensure that over 3,000 housing projects across the city, which did not receive building completion certificates from the Nashik Municipal Corporation (NMC) because of the cupboard issue, get clearances.

    Moreover, plot holders on smaller roads (6 and 7.5 metre), who were deprived of premium FSI and TDR as per new DCPR, will also get benefits of premium FSI and TDR.

    Chief minister Devendra Fadnavis on Monday chaired a meeting involving a delegation of Confederation of Real Estate Developers Association of India's (Credai) Nashik chapter in Mumbai. A Credai delegation was led by its president, Sunil Kotwal, and former Maharashtra president of the association Anant Rajegaonkar. Also present at the meeting were district guardian minister Girish Mahajan, local BJP MLA Balasaheb Sanap and municipal commissioner Abhishek Krishna.

    Kotwal told TOI: "We had a meeting with the chief minister over various issues concerning the real estate. There had been some ambiguity in norms. Several positive decisions were taken during the meeting to settle some issues pending for long." A senior civic official privy to the development confirmed the development.

    Plot owners on smaller roads will have to surrender side margins from both the sides for road widening. TDR uploading and premium FSI were not allowed on smaller roads in the recently published Development Control Planning Regulations (RCPR) of the city. But it was allowed on road with 9-metre and above.

    Plot-owners and builders with projects on smaller roads (6m and 7.5m wide) had expressed disappointment as could not get benefits of the premium FSI and TDR. But the fresh decision of the government to convert the smaller roads into 9m roads will help these plot-holders get the premium FSI and TDR.

    The state government had on January 9 issued a notification of DCPR. But permissions to the old proposals submitted to the municipal corporation before January 9 were to be given permissions as per old norms. Accordingly, a transit policy will be incorporated in the new DCPR under 'saving' clause. This decision was also taken at a meeting.

    Moreover, there were issues pertaining to front and side margins, open space on podium and amenities plot provisions in the new DCPR of Nashik. The state had published DCPR of Pune city before Nashik city. It has been decided the issues above will be settled in line with the Pune's DCPR. The provisions for front and side margins, open space on podium and amenities plot provisions will be in line with Pune's new DCPR.

    Kotwal said, "The state government has also decided to revise the rates of premium FSI for affordable housing. The state government has asked the municipal commissioner to define the rates of premium FSI. He will submit the proper proposal about the rates to the state government."

    What is cupboard issue?

    As per norms, a cupboard with size upto 8x2 sq ft is allowed. But most of the developers have violated the norms by extending the cupboard spaces upto 12x2 sq ft or even upto room length. The NMC administration has stopped giving the Building Completion Certificates (BCCs) to such properties for violation of cupboard spaces and FSI. There are over 3,000 such properties and the BCCs of which have been stopped by the government. But as smaller roads are to be converted to 9 metre and they will get benefits of premium FSI and TDR. The cupboards issues are now to be regularized by using additional premium FSI and TDR, which they will get on the roads after widening.

    Nashikities fear that more concrete structures will come up in their city at the cost of green cover.

    The state government has decided to do away with 31 reservations in the city's development plan (DP) that it recently approved.

    In its January 9 notification, the the government stated that 31 plots, earlier reserved for setting up gardens, municipal markets, playgrounds and commercial and educational establishments. will now be converted into residential zones.

    The government's move has left a major section of residents livid with many questioning the logic of deleting these reservation. Many felt that the deletion of the reservation were "in violation of Supreme Court verdicts on gardens and educational establishments".

    These reserved areas were included in the DP prepared way back in 1993. The new DP has been planned for a period 20 years from 2016, projecting the future population growth at 24.50 lakh by 2026 and 34 lakh by 2036.

    "On what ground the government has deleted the 31 reservations? We fear that these deletions have done keeping in mind some vested interests," entrepreneur Rohit Patil said.

    According to him, reservations for municipal market places behind Durga Garden and at Dasak in Nashik Road have been cancelled along with the reservation for the garden behind Mhasoba temple on Nashik-Pune highway. These have been converted into residential zones. "As per the apex court direction, reservations for gardens and educational complexes cannot be deleted," argued Patil.

    NASHIK: The Maharashtra Industrial Development Corporation (MIDC) is in the final phase of acquiring additional 140 acres for the proposed industrial estate at Dindori.

    The MIDC is developing the new industrial estate at Talegaon-Akrale village in Dindori tehsil, baerly 18 km from here. It MIDC has so far acquired 457 acres and will acquire the additional 140 acres shortly.

    An official MIDC said, "We have proposed total 930 acres (372 hectares) for the industrial estate. Of which, 457.5 acres have been acquired so far. We are in the process of acquiring 140 acres more, which is expected to be acquired within two months."

    He added, "Land owners have already given their consent and the process of final acquisition is expected to be completed shortly."

    The MIDC has planned infrastructure work totally worth Rs 54 crore . The authorities have prepared a project to supply water to the estate in Dindori. It has already reserved 84 million cubic feet (MCFT) water in Palkhed dam, which is 16km from the new estate.

    The water pipeline is to be laid through the tender process. The total water supply project is estimated at Rs 37 crore, while Rs 17 crore will be spent for constructing internal and approach roads and putting up streetlights.

    An official of the Nashik Industries and Manufacturers' Association (NIMA) said, "We still don't have adequate land for industries in Nashik. How will industries develop if we don't have land here. The MIDC needs to acquire more land and provide it to industries at affordable rates."

    NASHIK: The civic administration is all geared up to take tough action against property defaulters in the city.

    In order to recover cent percent of the tax, the Nashik Municipal Corporation (NMC) has deployed 30 squads, with five squads deployed in each division, to recover property tax dues from the defaulters.

    In the first, phase, the action will be taken against the big defaulters who have not paid the dues worth Rs 1 lakh and above, while the tax payers with dues in the range between Rs 25,000 and Rs 1 lakh will be dealt with in the second phase.

    The NMC has also cancelled the holidays of all the employees from the property and water tax department till March 31 to ensure that a maximum number of property defaulters are taken into task. The property and water tax collection windows at all the six divisional offices of the municipal corporation will also remain open on holidays, including Sunday.

    A sources from the civic body said that there are a total of 1,159 defaulters who have not paid the property tax dues of Rs 1 lakh and above, bringing the dues to a total of Rs 22 crore.

    In the lower dues bracket, there are a total of 4,560 defaulters, who have not paid property tax between the range of Rs 25,000 to Rs 1 lakh. They have defaulted worth Rs 15 crore.

    “We have identified 1,159 defaulters with tax dues of Rs 1 lakh and above and another 4,560 defaulters with dues in the range between Rs 25,000 and Rs 1 lakh. We have already sent notices and final notices to these defaulters. Now, we have appointed a total of 30 squads across the city to recover the dues. There are five squads each for six divisions of the NMC,” an NMC officer said. He added, “The squads will first urge defaulters to clear their dues. If the defaulter still does not respond, we will take action against them by confiscating their properties.”

    Nashik: With around three months since the new garbage collection system being implemented along with plying of new garbage vans, the waste segregation system at the spot of collection is yet to be implemented.

    The health department of Nashik Municipal Corporation (NMC) had a meeting with garbage contractors on Friday regarding waste segregation.

    According to the NMC, every garbage van has waste segregation system but since very few people segregate waste before handing it to the garbage vans both dry and wet waste gets mixed.

    The citizens, however, beg to differ.

    Paramjit Singh, a resident of Panchavati, said, "Many a times empty garbage vans or vans with very less garbage are seen near our residence but I did not notice any compartments for segregated waste."

    Rohini Kulkarni, a resident of Gangapur Road, reiterated the same.

    "I asked the garbage van operators about it (waste segregation) and they asked me to hand it over to them," said Kulkarni.

    "Most of the people do not segregate waste before handing it over to the garbage vans but those who do should have the option of segregation in the van," she added.

    Vijay Dekate, health officer of NMC, said during the meeting with contractors he had asked them to segregate the waste completely in the next 3-4 months. Currently, the waste is segregated by the garbage collection employees and at the compost plant by the employees there.

    "People should also feel responsible and segregate waste before handing it over to the garbage vans. We have asked the garbage collectors to segregate the waste at the doorstep of people. Still if people do not feel ashamed and learn from this in the next 2-3 months then we will start imposing fines on them," said municipal commissioner Abhishek Krishna.

    Agreeing that the contractors should be creating awareness among people about waste segregation, he said that all the citizens had been instructed to do the same for a better Nashik.

    NASHIK: The Nashik Industries & Manufacturers' Association (NIMA) has identified five sectors to focus on for city's industrial growth and decided to involve all local industrial associations to make joint efforts for the same.

    The five sectors that NIMA will focus with the help of state government have been identified as auto, electric, electronic, food processing and tourism.

    Expectations of the industries have increased after the BJP got a clean majority in Nashik Municipal Corporation (NMC) and the party soon will have its mayor in the civic body.

    During a public rally before the civic polls, chief minister Devendra Fadnavis had promised people of Nashik to adopt Nashik if the BJP came to power in the civic body. Now, industries are expecting that the CM will take care of Nashik to boost industrial growth of the city. Accordingly, industrial associations are doing homework before meeting district guardian minister Girish Mahajan and the CM.

    Speaking to TOI, an office-bearer from NIMA said, "We have decided to focus on five areas for industrial growth of Nashik. Auto, electric, electronic, food processing and tourism are the strength of Nashik. There is good vendor base for auto, electric and electronic industries here."

    He added, "Existing vendors will get orders if large industries come from this sector. Food processing is another major sector of potential in the district. There is good scope for food processing industries. Moreover, Nashik may also emerge is major tourism and medical tourism destination."

    He also said they are going to meet Mahajan and the CM this week to hold discussion on new investments, air service and other issues.

    The NIMA, which is an apex body of industries, has decided to involve other local industrial associations and Confederation of Real Estate Developers' Association of India (CREDAI) Nashik.

    The state government and Hindustan Aeronautics Ltd (HAL) have jointly developed international standard airport, but air service is yet to take off from here. Moreover, not a single large industry has come here to Nashik in the past decade. Hence, industries are now expecting CM to make efforts for air connectivity and large investment here in Nashik.

    NASHIK: Going tough against the property tax evaders, the civic body officials on Saturday decided a unique method to recover its dues.

    Nashik Municipal Corporation (NMC) have planned a unique scheme where they will be beating drums outside the commercial and residential property owners who have evading tax worth Rs 1 lakh or more.

    Despite show cause notices and seizure of properties, NMC failed to recover taxes from defaulters. Dhol tasha will be played in front of the defaulters' properties with the hope that the defaulters would pay up due to public embarrassment.

    NMC has appointed 18 squads for recovering taxes before the end of this fiscal. In a span of three days these squads have visited different divisions and have recovered taxes or seizing properties.

    They have seized seven properties in Panchavati division on Saturday, two in New Nashik (CIDCO) and two in Nashik East. They have recovered taxes up to Rs 30.60 on Saturday.

    "We have recovered a sum of Rs 1.07 crore as property tax and have sealed 18 properties in the past three days," said deputy municipal commissioner Rohidas Dorkulkar.

    He said, "In order to have maximise property tax recovery scheme, NMC will be using dhol tasha which has been a success in other cities as well."

    Additional municipal commissioner Kishor Borde told TOI that they would be starting with the dhol tasha drive for tax recovery from next week onwards.

    In the meanwhile, notices have been issued to 200 mobile phone towers to pay their taxes by next Thursday. If they fail to pay their taxes NMC will start sealing the towers. These tower owners have to pay Rs 2-3 crore to the NMC.

    NASHIK: The Maharashtra Industrial Development Corporation (MIDC) has started a survey of its industrial estates in the city to find out operational and sick units along with the plots that are occupied but not operational.

    However, the survey would take a few months to complete due to inadequate numbers of surveyors . Speaking to TOI, an official from MIDC, said, "We have already started the survey to find out how many industries are operational and how many are sick. Moreover, some industries have constructed buildings and also obtained Building Completion Certificates (BCC), but they have not started operations. We will get all the details once the survey is over. We have started with Satpur and Ambad industrial estates."

    He added, "We have completed 30% of the survey, but it may be delayed due to inadequate surveyors. One of our surveyors just retired. Now, we have only three surveyors. Apart from the survey, they also need to do routine works. The survey has been going on for the past two months."

    The Satpur and Ambad industrial estates of the MIDC are fully occupied and there is no land available for the existing industries to expand further or new industries to set up their base here. The scarcity of land for industries in the district has affected the industrial growth of Nashik as new investors did not come to Nashik.

    According to industry expert, there are close to 100 acres lying unproductive because of the sick units in the MIDC. Hence, there has been demand from industries to revive the idle land of sick industries. This will not only bring new investment, but will also create job opportunities at large.

    NASHIK: Industrialists here expect the state budget to be presented on March 18 to outline an industry-friendly policy, along with low-cost land to set up projects.

    State finance minister Sudhir Mungantiwar will present the budget on March 18 for the 2017-18 financial year. Industries also want a revision in the Maharashtra Industrial Development Corporation (MIDC) norms by making operations mandatory after a specific period. According to the current MIDC rule, acquiring Building Completion Certificates (BCC) from MIDC is compulsory for industrialists after plot allotment. But, most of the industries are yet to start with production even after receiving the BCCs.

    M G Kulkarni, president of the north Maharashtra unit of the Laghu Udyog Bharti, said, "The state needs to differentiate between the real industrialists and investors. Investors buy plots in the MIDC's industrial estates, but do not start operations. After a few years, they sell plots to others. They buy land or plots not to run industries, but as an investment and to make profit."

    Kulkarni said that such practice needs to be stopped and plots should be only given to genuine industrialists. "Some of them construct buildings on the plots and get BCCs from the MIDC. But, they don't start industrial production. The MIDC only asks for the BCCs and does not take action even after industry doesn't start operations as there is no such norm," he said.

    Harishankar Banerjee, Nashik Industries & Manufacturers' Association (Nima) president, said, "The existing incentive schemes for the industries are not so lucrative and that is why there weren't many takers who invested here. The state needs to introduce lucrative incentive schemes to attract more investments here."

    NASHIK: Residents of the Polwada slum in Nashik Roadwould soon get a drinking water connection.

    The newly elected local corporator of the area, Bhagwan Donda, and a team from the Nashik Municipal Corporation, visited the slum separately on Friday and interacted with the slum dwellers.

    "We will see to it that the slum has a community tap to collect water. Those who pay property taxes for their dwellings will get separate water connections in their homes," assured an NMC team member.

    This comes in the wake of the TOI's March 10 report on the plight of the around 500 residents, who are forced to use water for their daily needs, including drinking and cooking, from a community toilet.

    The slum was established nearly five decades ago and is inhabited mostly by tribals who work as labourers. They have ration cards and take part in the voting process. Yet, they have been living without an NMC water connection for years together.

    "Our plan is to lay a pipeline connecting the slum to the one that we are laying and set up a community tap. We will complete the task as soon as possible," said the NMC official.

    Donde said after interacting with the slum residents, he had a meeting with the local NMC officials. "The NMC authorities have assured me that they will ensure that the slum gets drinking water in the shortest possible time. I will continue to take feedback from them till the work is done," he said.

    DEOLALI: The Deolali Cantonment Board has resolved to request the district collector to transfer the 54 acres of land currently with the collectorate to it for better infrastructure and improved civic amenities.

    The land, which comes under the limits of the Deolali Cantonment Board, has been a long-pending issue and is currently being used by civilians. It spreads from Lam Road to Anuradha Talkies and from Kargil Gate to Mumbai-Agra highway. "If the board gets hold on the land, we can develop it and provide civic amenities to the residents," said Baburao Mojad, vice-president of the Deolali Cantonment Board.

    A number of projects related to infrastructure development and the much awaited civic amenities was sanctioned during Thursday's general meeting. As Deolali has been included in the Smart Cantonment project on the lines of the Smart City, the board has sanctioned several beautification works for the town as well.

    "We are planning beautification work in all seven squares in the Deolali area. Our basic idea is to spread social messages such as 'Beti Bachao' and 'Jai Jawan Jai Kisan' through the beautification work," Mojad said.

    In another move, the board has decided to scrap the special committees for finance, building and health approvals. "Now, all necessary permissions will be granted in the Cantonment Office only. This will put a check on the corruption, which used to be noticed to get permissions at the committee-level," the Deolali Canontment Board vice-president said.

    Among the major works that got approval on Thursday were a recreation centre for senior citizens in the Vijaynagar area and garden renovation. Besides, at least 25 new benches will come up at select locations in each ward for residents. Ward number one will see a green gym, lawn and a dome. The Cantonment Board Hospital will get a separate team of sanitary officials.

    The meeting also gave its nod to the construction of welcome gates at Bhagur Naka, Pandhurli Road and the Lahawit Road entry points of Deolali Cantonment. Rainwater harvesting projects will come up at the Cantonment office, schools, library and hospital building, while a protection wall will be installed on the military land in ward number two to keep encroachers away. The general meeting also gave its nod to a reading room on 2,400 sq ft area on the second floor of the Deolali public library.

    Nashik: In order to give momentum to several land acquisition issues, the government has decided to seat the officers at the National Highway Authority of India (NHAI) office.

    The highway authority has announced a large numbers of projects which need to be completed on a war footing basis for faster connectivity between cities and towns.

    Since the process of achieving the land acquisition is lengthy, the government is trying to cut down on the time with making the concerned officials available right away.

    "As far as the construction of Nagpur - Mumbai Samruddhi High Speed Communication Corridor is concerned, the state government has adopted the measure of shifting the office of the land acquisition officer from the revenue department to the Maharashtra State Road Transport Corporation. A similar strategy is being deployed by the central government for the NHAI projects," an officer from the revenue department said.

    In Nashik, the NHAI has proposed three new projects where very few places require the land acquisition. But, outside of Nashik and other areas still need the process for development of new projects.

    "Usually, the movement of files from the office of the NHAI project director to the respective collectorate takes no less than five days. In executing big projects, the voluminous files are required to move from one office to another, which definitely consumes time. The aim is to cut down on this time and relocate the offices during the projects," the officer said.

    The NHAI office will provide all the logistics and infrastructure required for the functioning of the process of land acquisition.

    "Cutting down on travel time for transferring a file from one office to another will only expedite the work. This is also expected to cut down the turn-around time of files. This will expedite the process of declaring awards to the affected people (if any) and carrying out the construction of the roads at a faster pace to ensure safe and smooth travelling for the motorists," the officer added.

    NASHIK: The Maharashtra Industrial Development Corporation (MIDC) has been urged to develop the proposed additional industrial estatenear Dindori on a war footing.

    Nashik-based industries also demanded that the MIDC start allotment of industrial plots at the earliest.

    Earlier, the MIDC had announced concessional rates for industrial plots at the proposed industrial estate, but it has not yet started allotment of plots.

    The new industrial estate will be of 500 acres at the Talegaon-Akrale villages of Dindori tehsil in the district, but the MIDC's work is moving at a snail's pace to develop the infrastructure.

    Mangesh Patankar, vice-president of Nashik Industries & Manufacturers' Association, said, "The authority has started developing the infrastructure works there, but it needs to speed up to get the new estate ready for the new industries. This new proposed industrial estate will provide options for the new industries wanting to set up their base."

    The industries also want the MIDC to start allotment of plots at least to micro, small and medium enterprises. Infrastructural works worth Rs 54 crore have already begun at Dindori, which include construction of internal roads, jack-well, pump house and laying of water pipelines between the new industrial estate and Palkhed dam for supply of water to the industries.

    "Last year, the MIDC had announced concessional rates of Rs 2,300 per sq metre for the proposed estate for six months which has now been increased to Rs 3,000 per sq metre,"an industrialist said.

    He added, "The time frame of six months got over on September 30 last year. Now, the rates of Rs 3,000 per sq metre are applicable there. The industries could not avail of this facility as no allotment of plots was started. So, we want the MIDC to continue the same concession while allotting the plots there,"

    The high rates is what has become a matter of worry for the industrialists. M G Kulkarni, president of North Maharashtra unit of Laghu Udyog Bharati said, "Costly land rates are the major hurdle before the industries. Maximum investment goes in land only. Actually, the investment is needed in building and machineries. The MIDC needs to provide land to the industries at nominal rates."

    NASHIK: The Maharashtra Industrial Development Corporation (MIDC) has decided to act tough against the use of industrial plots for commercial purposes and take stern action against people if found guilty of doing so.

    The MIDC has already served notices to eight industries in Satpur and Ambad industrial estates, asking them to stop commercial use of the industrial plots.

    Speaking to TOI, an official from the MIDC said, “We noticed some industries have been using industrial plots for commercial purposes. Actually they are not allowed to use industrial plots for commercial purpose. Hence, we have decided to take action against them.”

    An official added, “During a survey, we identified eight industries using industrial plots for commercial purposes. We served them notices asking them to stop commercial use of the plots.”

    The official said defaulters are expected to stop commercial use of the plot within 15 days after the receipt of the notices. “We will take action against them if they did not respond to notices. Out of eight industrialists, six are from Ambad industrial estate, while two are from Satpur industrial estate of the MIDC,” he said.

    The MIDC has three industrial estates across Nashik district. The Satpur and Ambad industrial estates are located in the jurisdiction of the Nashik Municipal Corporation (NMC), while Sinnar MIDC is located around 30 km away from the city.

    The MIDC has already started a survey in its industrial estates to find out how many industries are operational and how many are sick. Moreover, some industries have constructed buildings and also obtained Building Completion Certificates (BCC), but they have not started operations. The authority has already conducted 30% survey in Satpur and Ambad.

    MG Kulkarni, president of Laghu Udyog Bharti (North Maharashtra) said, “This is a good move that the MIDC is taking against those using industrial plots for commercial purposes.”
