    Nashik division registers land records in record time

    In a bid to save time, the state government has digitised the RoR and brought the process of registration of mutations online, which is called e-mutation.
    NASHIK: All the five districts of Nashik division occupy top positions across the state in e-mutation entries for land records, said divisional commissioner Radhakrishna Game on Wednesday.

    “Nandurbar tops the chart of e-mutation entries among the districts across Maharashtra and Nashik division tops the chart division-wise,” he said.

    Game had reviewed the progress of each district, as a result of which the work was speedily done.

    Any change in the Record of Rights (RoR) of a property after transaction is registered through the mutation entry, which is carried out by the revenue officer — talathi. In a bid to save time, the state government has digitised the RoR and brought the process of registration of mutations online, which is called e-mutation.

    “During follow-up with the district administrations, the issues faced by people were noted and the officials concerned were asked to address them at the earliest and ensure minimal or zero pendency in online mutation entries against the property where transaction has been carried out,” deputy commissioner Gorakshnath Gadilkar, said.

    Nandurbar district topped the chart in the state, followed by Ahmednagar, Jalgaon, Dhule and Nashik districts.

    “We conducted meetings regularly and analysed the progress report, which further helped us get rid of anomalies and improve the performance,” Nandurbar district collector Rajendra Bharud said.

    Additional collector Mahesh Patil and deputy collector Baban Kakde took the help of National Informatics Centre, Pune, to resolve the issues.

    It may be noted that the average performance of completing mutation entries stood at 97.7% across Nashik division. Nandurbar district has achieved registration and certification to the extent of 97.97%, Ahmednagar 97.81%, Jalgaon 97.79%, Dhule 97.76% and Nashik 97.59%.

    Nashik collector seeks scrutiny of land deals

    Nashik: After the registrar’s office in Deola registered a property deal, in which fake stamp paper was used, the Nashik collector formed a team to scrutinise documents registered recently to check if fake stamps were used.

    “We have formed a team of 12 members, who have been asked to inspect 40,000 registrations carried out in the recent period across the district,” Mandharer said. Of the 40,000 documents, 241 have been verified and no discrepancy has been found in them.

    In Deola taluka, farmland was transferred using fake stamps and this was noticed by the sub-registrar department after which an inspection of all the properties registered is being carried out to check for genuineness.

    A case has been registered against the person who had allegedly got the ‘mutation entry’ on the land records in his name using the fake stamps procured from a stamp vendor in Deola.

    The stamp vendor has also been booked. The main accused, who got the process done is, however absconding.

    The department of stamps has received some complaints related to the use of fake stamps and the teams are now verifying the same.

    The licence of the stamp vendor in Deola has been revoked after the incident. The register with the stamp vendor has also be seized for inspection and verification.

    Collector of stamps Kailas Dawange has appealed to the people to keep inspecting the 7/12 extract of their property periodically to ensure there was no change in the record of right without their consent.

    He has also appealed to the people to notify the registrar office at the earliest in case of any discrepancies.

    Corporator protests over nullah encroachments

    Nashik: Shiv Sena corporator and standing committee member Kalpana Pande on Friday staged a sit-in agitation in the meeting hall of the civic panel seeking removal of encroachments over the nullah in her ward in Cidco division and construction of a protection wall to stop rainwater from getting into the houses in the area.

    During the meeting of the standing committee on Friday, Pande called out the Nashik Municpal Corporation (NMC) for its negligence in removing the encroachments in Cidco division despite raising the issue several times in previous meetings. She also expressed concerns about the civic administration not paying heed to her plea of constructing a protection wall on the nullah to prevent the flood water from entering the houses during monsoon.

    City engineer Sanjay Ghuge said the works could not be carried out due to lack of funds. Chairperson of the standing committee Ganesh Gite directed the officials to look into the matter and sort it out immediately.

    However, Pande was not satisfied with the directive of the civic panel chief. She staged a sit-in in the meeting hall and sought that funds be approved for the construction of a protection wall along the nullah in her ward.

    Pande finally called off the sit-in agigation two hours later after additional municipal commissioner Suresh Khade and Ghuge assured her that they would hold a meeting with the civic chief to make an additional provision in the budget for the construction of the protection wall under essential works..

    Civic panel head to talk to municipal chief about curbs on new projects

    Chairperson of the standing committee Ganesh Gite on Friday said he would talk to municipal commissioner Kailas Jadhav about the curbs on the new projects. Fearing that the rise in Covid-19 cases may again lead toa drop in revenue collecton in the next fiscal, the civic chief has issued a circular directing HODs to hold new projects of less importance for which provisions have been made in the budget of the current and next financial year. Standing committee member Sudhakar Badgujar opposed the decision of the civic chief and said the development works approved by the standing committee should not be stopped.

    Barrier-free road in Nashik to get an extension

    Nashik: The civic administration, which is constructing a barrier-free road from Trimbak Naka signal to Savarkar swimming pool, has decided to extend the stretch up to Sharanpur junction on the Trimbak Road.

    Commissioner of Nashik Municipal Corporation (NMC) Kailas Jadhav has made an additional provision of Rs 5 crore for the purpose in the budget of the civic body for the next financial year.

    “The first phase of the barrier free-road is already in progress and the finishing works are expected to be completed in a month or two,” said R Bagul, a civic official.

    “We have already constructed a footpath and a cycle track with a width of 3.5m and 3m respectively on both sides of the road. Moreover, a drainage line, storm water lines and cable ducts have been constructed below the footpath and the cycle tracks,” he said.

    “Earlier, the road near the swimming pool would get water logged during monsoon. This year, waterlogging did not happen due to the storm water lines,” said Bagul.

    Now, the stretch from Savarkar swimming pool to Sharanpur road junction will be an extension of the barrier-free road with footpaths and cycle tracks on both sides. The length of the expanded stretch is expected to be around 600m and is expected to be completed in a year.

    Nashik city police to focus on land sharks

    Nashik: Commissioner of police Deepak Pandey said that going by the recent murder that took place in the Gangapur area of Nashik city, land sharks could be active and appropriate action will be taken against them.

    The CP has appealed to the citizens that if they are being pressurized by someone to sell off their land, they should immediately approach the police and lodge a complaint.
    On February 17, a 75-year-old farmer was stabbed to death by unidentified people in the Anandwali area falling under the jurisdiction of Gangapur police station.

    While the police has arrested six people on the suspicion of their involvement in the murder, Pandey said that he suspected the involvement of land sharks in the incident.

    “Such land sharks would not be spared by police. There could be many civil cases in courts over land disputes. However, if someone is pressuring a landlord to sell off his land, then it is a problem. If lands are sold from outside pressure, police will definitely look into the issue,” said Pandey.

    “Such landlords can approach the police with their problem and necessary action will be taken against the culprits. We would take strict action like arresting land sharks under stringent acts,” the CP added.

    Property row claims elderly man’s life in Nashik, 3 held

    NASHIK: A man and two of his sons have been arrested for their alleged involvement in the murder of an elderly man in Shinde village on Monday night.

    Assistant inspector of police Nitin Kandare said the deceased, Bhaskar Salve (60), and his brother Ramchandra Salve were brothers who resided close to one another on their ancestral land. The two brothers have been at loggerheads with each other for a long time owing to some dispute over the distribution of their ancestral land.

    Around 9.30pm on Monday, both the brothers got into an argument over vehicle parking. The argument took a violent turn with Ramchandra Salve’s two sons and other family members pitching into the scuffle and beating up Bhaskar.

    Bhaskar’s son Sandeep also intervened and lost the ring finger on his right hand after he was attacked by a cousin with a sharp weapon. Meanwhile, Bhaskar suffered serious injuries and was declared brought dead at Nashik civil hospital.

    Since Bhaskar’s relatives also attacked Ramchandra’s family members, the situation became quite tense along the Naygaon Road in Shinde village of Nashik Road. Sandeep registered a complaint against seven members of his uncle’s family with Nashik Road police. Later in the night, an FIR was also registered by Ramchandra family.

    NMC to provide funds for Nashik metro project

    Nashik: The Nashik Municipal Corporation (NMC) has done a turnaround on its stand about funding the city’s metro project. It has now agreed to provide funds for the project.

    The tyre-based Nashik metro project is estimated to cost Rs 2,092 crore. The project is partially funded by the state government, which had earlier asked the civic body to chip in with some amount.

    However, the NMC had then told the government that it would not be possible to provide funds. The NMC had also written a letter to the state government, citing its inability to provide funds of its share,which is estimated at Rs 102 crore, as it will be providing land for creating infrastructure for the project.

    “We had earlier urged the government to exempt the civic body from any financial burden of the project as it will be providing land for the project. But since it is an ambitious project and will fuel the growth of the city, we have decided to follow the further instructions of the state government,” said municipal commissioner Kailas Jadhav.

    “We will provide funds of our share for the project if the state government asks us for it. We are awaiting instructions from the state government on the issue,” he added.

    Union finance minister Nirmala Sitharaman has announced allocation of Rs 2,092 crore for the Nashik metro project. During his visit to Nashik on Wednesday, deputy chief minister Ajit Pawar said that the state government will also allocate funds for the project although the quantum is yet to be decided.

    The Nashik metro model, called the Metro Neo, has been touted as the prototype to be followed by tier II cities. The rubber-tyred AC electric coaches with a capacity to carry around 300 passengers will ply on two elevated corridors, stretching 32 km.

    One elevated corridor with a length of 22-km will stretch from Gangapur to Nashik railway station with 19 stations, via Satpur colony, CBS and Dwarka and towards Nashik Road. Another elevated corridor will be of 10-km stretch between Gangapur and Mumbai Naka with 10 stations.

    Apart from the two elevated corridors,there will be two feeder routes with a total length of 24 km.Battery-powered feeder buses will run on the feeder routes and also on the elevated wires.

    NMC waives Jan-March period penalty for regular taxpayers

    Nashik: The Nashik Municipal Corporation (NMC) has waived monthly penalty of 2% for three months between January and March for the regular taxpayers during the current financial year to boost the property tax collection.

    As per the norms, taxpayers have to pay their annual property tax payment by December 31 every year. Thereafter, the civic body levies a penalty of 2% on the tax amount every month on dues.

    “But to increase the property tax collection, we have decided not to levy penalty to the taxpayers if they pay their property tax for the current financial year by March 31. This is a part of our measure to give opportunities to the regular taxpayers to pay their property tax for the current financial year,” said Manoj Sangamnere, the assistant superintendent (tax) of the NMC.

    NMC has set the property tax collection target of Rs 360 crore for 2020-21, including current demand of Rs 128 crore and remaining Rs 232 crore tax dues. So far, the civic body has earned revenue of Rs 97 crore through property tax, including around 75% of the amount from current demand and the remaining 25% as tax dues.

    In the corresponding period last year, the civic body had collected property tax of Rs 135 crore. There has been a drop of 28% in the property tax collection by November 9 of the current financial year against the property tax collection during the same period last year.

    The civic body has already introduced an amnesty scheme for the property tax defaulter. As per the amnesty scheme, the property tax defaulters will get 50% rebate on penalty of tax dues if they pay tax dues between January 16 and February 15. The defaulters will get 25% rebate if they pay all tax dues between February 16 and 28.

    The NMC administration has warned of action against the tax defaulters in March if they fail to clear their property tax dues.

    NMC seeks guidance about revision of 200 building plans

    Nashik: The Nashik Municipal Corporation (NMC) has decided to seek guidance from the state urban development department about the revision of the old buildings plans as per the new unified Development Control Promotion & Regulations(DCPR).

    A section of builders, who had already received approval for the building plans from the town planning department of NMC and completed constructions up to plinth, have now submitted their revised plans as per the new norms to the town planning department for its approval .

    Government has given more FSI and premium benefits in unified DCPR as compared to the old one. Hence, some builders have submitted revised plans to the NMC. The new unified DCPR was introduced by the state government with effect from December 2 last year.

    “There is no clarity about the revision of the old building plans, which were already approved by the civic body. Hence, we have put on hold all such 200 proposals,” said Rajendra Aher, executive engineer of the town planning department of NMC.

    “We have sought the guidance from the state government in this connection. We will take decision on the issue after we receive communication from the state government,” he added.

    NMC issues warrants to 40 big property tax defaulters

    Nashik: The Nashik Municipal Corporation (NMC) has started issuing warrants to confiscate the properties of property tax defaulters,who have not paid their dues despite getting notices several times. This comes after a significant drop in revenue through property tax collection.

    The civic body, on Monday, issued warrants to 40 big property tax defaulters with dues of more than Rs 1 lakh. There are around 1,000 property taxpayers who have dues of over Rs 1 lakh.

    Municipal commissioner Kailas Jadhav has already directed all the six divisional officers of the NMC to start taking action against the big property tax defaulters. Nashik Road divisional office has started issuing warrants from Monday, while other divisions will start issuing warrants in a day or two.

    “We are targeting big property tax defaulters with more than Rs 1 lakh as dues as per the directive of the civic head. We have issued warrants to 40 big property tax defaulters with an ultimatum of one month to pay the property tax dues. We will confiscate the properties thereafter and such properties will be auctioned,” said Dilip Menkar, the divisional officer of Nashik Road division.

    In the past two months, NMC had given final notices to over 1.25 lakh property taxpayers asking them to pay their dues. But most of the defaulters have not done so. Hence, the civic body has decided to issue warrants to the defaulters.

    The NMC administration has set a property tax collection target of Rs 150 crore for the current financial year, but they could only collect Rs 95 crore so far.

    With one-and-a-half months remaining in the current year, NMC is yet to collect Rs 55 crore in property tax. During the corresponding period last financial year, NMC had collected around Rs 132 crore.
