    Nashik finds place in top-20 performing smart cities

    Nashik: The Union ministry of Housing and Urban Affairs (MoHUA) has ranked Nashik 12th among the top-20 performing smart cities for planning and implementing projects.

    The ministry has also directed Nashik to pair with Jammu city and lend a helping hand in improving the latter’s execution of smart city projects and improve its ranking. Jammu city has been ranked 95th for lagging in implementation of smart city projects.

    CEO of the Nashik Municipal Smart City Development Corporation Ltd (NMSCDCL) Prakash Thavil said that securing a high rank among 100 cities under Smart City Mission is praiseworthy. “It will give boost to the entire team involved in the implementation of the projects related to Smart City,” he added.

    Some other cities that have found place in the top-20 performing smart cities include Ahmedabad, Nagpur, Tiruppur, Ranchi, Bhopal, Surat, Kanpur, Indore, Visakhapatnam, Vellore, Vadodara, Agra, Varanasi, Indore and Pune.

    MoHUA sources said the ministry had undertaken internal assessment of the overall performances about implementation of projects based on the weekly progress of the projects over a period of time.

    “Based on these assessments the ministry has ranked the cities in the manner the projects are planned, tenders & work orders issued, status of projects, among others.”

    The ministry has decided that each of these top-20 cities would pair with the worst performing 20 cities.

    “We have been given the responsibility of guiding the Jammu municipal body for implementing projects. Initially a team of officials from the Jammu civic body would visit Nashik so that we can explain to them the manner in which projects are planned and implemented,” Thavil said.

    The ranking of Nashik among the top-20 cities come at a time when the NMSCDCL has received flak from various quarters about the implementation of the city’s maiden smart road.

      Nashik civic body's properties leased without agreement to be sealed

      NASHIK: All Nashik Municipal Corporation (NMC) properties, which had either been leased out without any agreement or which the lessees are using despite the expiry of the agreement period, will soon be sealed.

      On Thursday, the NMC standing committee directed the civic administration to take immediate action.

      TOI had recently reported on the findings of an internal audit of the civic body. The audit had found out that many of the municipal corporation’s properties were leased without agreements and the NMC had not been receiving any rent from about 400 of its 900 properties.

      Uddhav Nimse, the chairperson of the standing committee, directed the civic administration to seal such properties. The directive came after the panel members complained that some of the NMC properties are being used by parties without agreement and also few years after the end of the agreement.

      Standing panel member Swati Bhamre said that in her ward, the NMC had leased one of its properties to a particular party for 30 years. The lease period ended two years ago, but the party is still using the property.

      Kalpana Pande, another panel member, complained about a party that used an NMC property for 10 years free of charge. Pande said the party recently signed an agreement and paid a lease amount for the next four months. “But what about the payment for the past 10 years?” she asked.

      Pande asked standing committee chairman to recover all the rent from the party concerned.

      Nimse pulled up the civic officials and directed them to look into the issue.

      Civic officials said the municipal commissioner has directed all the six divisional officers to recover the rent pending for years.

        NMC to submit report on efforts to tackle river pollution

        Nashik: The Nashik Municipal Corporation (NMC) has prepared a detailed report on the steps taken in the past to tackle Godavari river pollution. The report will be submitted to the state government soon.

        According to sources, the report has highlighted the civic body’s initiatives to reduce the biological oxygen demand (BOD) level of its existing sewage treatment plants (STPs) as per the standards set by Maharashtra Pollution Control Board (MPCB).

        According to MPCB, the BOD of nine existing STPs is up to 26-30 and it has directed the NMC to bring it down to 10 as per the new norms of the board. Accordingly, the municipal corporation has started upgrading its existing STPs.

        “We have already prepared a detailed project report (DPR) of four STPs, including two each in Agar Takli and Tapovan. The DPR has been prepared with the help of a consultant and will soon to be sent to the state government for its approval,” said NMC sources.

        Moreover, the municipal corporation has recently built a new STP at Gangapur with capacity of 18 MLD. At present, the civic body is building another STP at Pimpalgaon Khamb with capacity of 32 MLD.

        “We have already acquired land for the proposed STP at Pimpalgaon Khamb and have started its construction. It is expected to be ready within the next two years,” said NMC sources.

        The Bombay high court had appointed a committee led by the divisional commissioner Rajaram Mane for tackling Godavari river pollution.

        The court appointed Rajaram Mane as the nodal officer and asked him co-ordinate with other agencies in Nashik to deal with the river pollution issue and oversee the implementation of the court’s directives on the same.

        Accordingly, a meeting is held once in every two months and a report of the same is submitted to the Bombay high court.

        In addition, the civic body has started mechanical cleaning of Godavari. Also, Ramkund and Goda ghats are being cleaned on a regular basis.

        The NMC has also put up nets around the bridges constructed on Godavari to prevent people from throwing waste into the river.

          Prompt payment of property tax in Nashik to get 5% rebate

          NASHIK: To collect maximum property tax in the first quarter of the financial year 2020-21, the Nashik Municipal Corporation (NMC) has decided to introduce up to 5% incentive on prompt payment of the property tax bills. They will get another 1% rebate if they pay online.

          Those who pay their annual tax in April will get 5% rebate in the tax amount while 3% and 2% tax rebates will be given those those who pay taxes in May and June, respectively.

          The municipal corporation has taken this initiative to encourage people to pay property tax in the first three months of the financial year.

          The concession in property taxes was stopped during the last financial year by the then municipal commissioner Tukaram Mundhe. However, it was re-introduced by current municipal commissioner Radhakrishna Game.

          “The NMC may collect maximum revenue in the first quarter of the financial year if we give incentives to prompt tax payers. Now, the incentive schemes would be into effect from the beginning of the new financial year,” an NMC official said.

          In 2018-19, the civic body had collected property tax amounting to Rs 112 crore. It was for the first time that the NMC’s property tax collection target had touched Rs 100 crore.

          In 2019-20, the municipal corporation had set a target of Rs 218 crore. By February 15, the NMC had collected property tax amounting to Rs 137 crore as against Rs 98 crore collected during the same period last financial year 2018-19.

          The municipal corporation has already decided to auction the properties of major defaulters. In the first phase, properties of 89 tax defaulters are to be auctioned on February 26 at the Dadasaheb Gaikwad auditorium in the city.

          “There are 1.92 lakh tax defaulters having dues ranging from Rs 4,000 to Rs 1 lakh. We have served notices to around 1.80 lakh property tax defaulters, asking them to clear their dues immediately,” an NMC official said.

            Nashik civic body levies fine on 87 housing societies for defunct rain pits

            NASHIK: The civic administration has slapped notices on 87 housing societies and apartments and recovered fine to the tune of Rs 83,000 from them since January this year as the rainwater havesting systems installed on their premises were found to be defunct.

            As per norms, it is mandatory for residential buildings, societies and apartments constructed on at least 500 sqm of land to have rainwater harvesting systems. While some residential societies and apartments have not put in place the infrastructure, there are others that have installed the rainwater harvesting systems, but they are lying defunct.

            The public works department of the Nashik Municipal Corporation (NMC) has started a survey based on the directions issued by municipal commissioner Radhakrishna Game.

            “We have started conducting a survey of housing societies and apartments to ensure they have installed rainwater harvesting systems. Only installing the system is not enough, it should be functional as well,” said officials.

            “So far, we have surveyed 583 residential buildings in the city since January 1. During the survey, we found rainwater harvesting system operational in 335 residential buildings, while the facility was lying defunct in 248 buildings,” said civic officials.

            “Of the 248 residential buildings where the rainwater harvesting system is lying defunct, we have issued notices and slapped fines of around Rs 1,000 each on 87 buildings. Notices will soon be slapped on 161 residential buildings for not operating their rainwater harvesting system,” said sources in the NMC.

            Apart from this, NMC has also started making provisions for rainwater harvesting at its own buildings and properties. The civic administration has over 1,000 properties of which it has possession over 145, while the remaining ones have been leased out to various social outfits. The NMC has decided to install rainwater harvesting system in all its properties.

            The civic administration has zeroed in on 110 plots, including its own buildings and properties, where they will install the rainwater harvesting system in the next couple of months.

              Nashik Municipal Corporation (NMC) recently conducted an audit of its properties and found glaring loopholes in the lease agreement of 900 properties given to private parties and social outfits. In many cases, properties were leased out to parties without any formal agreement while a few others were paying a very low rent. In some cases, the parties concered continued using the properties even after the expiry of the lease period.

              Hence, the civic body has decided to put into effect two new policies to ensure lease agreements are given to credible parties in a transparent manner and elected representatives do not have much say on the issue.

              Officials from the civic administration said, “The urban development department of the state government has sent a letter directing us to implement a new policy in leasing our properties. As per the new policy, the properties should be leased in an open auction and at 8% of the ready reckoner rates prevailing in the area where the plots are located. The properties of the civic body will now be leased as per the new policy of the state”

              “We will soon inform the corporators about the new policy in the general body meeting,” said the officials.

              NMC has over 2,800 properties—1,900 of which have been leased out for commercial purposes. The remaining 900 properties have been leased to different social outfits for setting up study halls, community halls, library, laughter clubs, gymnasiums and a host of other facilities.

              A few months back, city-based educationist Ratan Luth had filed a public interest litigation (PIL) in the Bombay high court (HC) over the misuse of civic properties.

              During a hearing last year, the HC had directed NMC to submit a report on the status of properties that were given to social institutes and NGOs at nominal rates on May 3. The civic body failed to submit the report.

              The court then pulled up the municipal corporation for not maintaining a record of its properties. It also directed municipal commissioner Radhakrishna Game to remain present during the next hearing.

              On being taken to task by the HC, NMC started taking action against the properties being misused and sealed 382 of the 945 properties it owns across six divisions.

              Thereafter, the HC directed NMC to give a detailed history of each property. The civic body has conducted an audit of all its properties and will present the report before the court in the next hearing.

                NASHIK: Nashik Municipal Corporation (NMC) has collected Rs 23 crore from property tax defaulters through amnesty scheme that was implemented between December 15 and Feb 10.

                As per the scheme, the defaulters who pay their dues in one time were to be given a waiver in penalty, warrant and notice fees.

                NMC waived penalty amounting to Rs 5.87 crore to defaulters for paying their dues.

                “We had planned collecting Rs 50 crore revenue through amnesty scheme, but we could collect only Rs 23 revenue from tax defaulters under the scheme. We waived tax penalty to the defaulters who paid all their tax dues,” said NMC officials.

                This was for the second time the amnesty scheme had been introduced between December February months.

                In September last year, NMC had introduced amnesty scheme for tax defaulters. Penalty on property tax dues of defaulters, who cleared their tax dues, were waived under the scheme. NMC had collected property tax dues amounting to Rs 30 crore through amnesty scheme in just one month.

                    NASHIK: The Nashik Municipal Corporation’s (NMC) auction of properties, which belong to property tax defaulters, received poor response on Thursday.

                    A total of 89 properties were to go under the hammer, but the civic body did not receive a single bid. It was the NMC’s second attempt at auctioning properties of the defaulters.

                    Last month, the NMC had put up another 44 properties for auction, but then too, it did not receive any response. Now, the civic body has decided to change ownership of these 133 properties on the 7/12 extract.

                    A civic official said they will soon start the process to change the ownership and will approach tehsildar to complete the process.

                    “As per norms, the civic body may change the ownership if it does not receive response to auction of properties of tax defaulters for two times. We may take the decision following approval from the standing committee,” he said.

                    Earlier, the NMC had set a property tax collection target of Rs 218 crore for the current financial year 2019-20, but has so far managed to collect only Rs 133 crore. Hence, the civic administration has revised the property tax collection target to Rs 140 crore.

                    Municipal commissioner Radhakrishna Game recently presented the civic draft budget for the financial year 2020-21 to the standing committee for its approval. In the budget, the NMC has set a property tax collection target of Rs 170 crore.

                    In the last financial year, 2018-19, the NMC had collected property tax amounting to Rs 117.12 crore. It was for the first time that the NMC’s property tax collection target had touched Rs 100 crore.

                    “There are total 1.92 lakh tax defaulters having dues from Rs 4,000 to Rs 1 lakh. The civic administration has served notices to 1.85 lakh property tax defaulters, giving them a deadline of 21 days to pay their taxes,” a civic official said.

                      Cantt board cuts water supply of 85 consumers for defaulting tax

                      Nashik: Cantonment Board, Deolali (CBD) has disconnected water connections of 85 consumers in the area as they had failed to pay the water tax.

                      “These defaulters have not been clearing water tax dues for several years despite our constant follow-ups. Now, we have decided to disconnect their supply, which will only be restored after the dues are cleared. Our action against will continue,” said CBD officials.

                      There are nearly 6,500 water supply connections from the board. The consumers have to pay water taxes every six months.

                      In the last six months, the board has collected nearly Rs 68 lakh from the consumers.

                      “But during that period, the total amount that was supposed to be collected as water tax amounted to more than Rs 73.54 lakh. A large number of consumers have failed to clear the tax dues,” said board officials.

                      According to CBD vice president, Bhagwan Katariya, the board had to take this harsh step as the board needs money to provide proper services to the residents.

                      The current rate of water charges in the cantonment area is Rs 4.21 per litre which was last revised in June 2018.

                      Apparently facing problems in collecting water tax from a section of the residents, CBD has now planned to take an advance amount for new water connections.

                      The civic administration has placed a proposal before the board to seek its approval on this issue.

                      At present, CBD takes a deposit of Rs 2,120 as advance payment from applicants seeking water connections. The applicants have to produce documents like rent receipts, no objection certificates from property owners, ownership titles recorded in 7/12 extract.

                      “The move to increase the advance is a wise thing to do. If they fail to pay the tax, the board can use the advance money paid to adjust the pending dues,” added the board vice president.

                      The cantonment board has a water tank of 10 lakh litre that supplies water to the whole cantonment area with the help of four overhead tanks.
                      The water is supplied for one-and-a-half-hours in the eight wards of the area.
