    A developer has sold several collector NA developed plots, and supposedly all plots ( 100+) in the project are sold off. Only Agreement to sale was executed with individual buyers, who in turn have already paid entire amount including society formation charges. Developer has not provided individual 7/12 yet and neither is he forming society.Today the buyers cannot do any transaction for the plot ( sell/ construction ) without developer NOC. Is there a way in which plot buyers can form a society ?A

      In my knowledge, a group of > 11 people can come together to form a co-op. housing society. So the property ownership is not really required. This model especially works when they intend to buy land to develop a project.

      Compare this with the most prevalent case where builder forms the society, but conveyance is not executed. Until conveyance is done, the land and property on it does not belong to the society. Yet, the society (as a registered entity) does exist. However, I may be wrong.
