Even now some societies in posh areas like Viman Nagar do depend upon tankers from time to time."The term liveable area becomes a matter of debate".Water shortage is an accepted fact of life in Pune.We have lost our spirit/spine in demanding from our representatives the that they ensure basic facilities. Even this basic failure does not stop them from getting elected year after year.
    Water is really not short since tanker operators generally manage to get tanker loads even during summer even if it is at premium rates.Even our Muncipal pumping stations sometimes join hands with tanker operators due to inadequate supervision at that end. Proper records are not maintained and water gets siphoned off to sell as tanker supply.
    There are so many games and many personalities involved in tanker water supply.

      "Water Affidavit" by builders

      Both PMC and builders are hand in gloves for the water situation.

      Pune Municipal Corporation has great trust on builders. If the builder is taking the responsibility to supply the water, just by giving in writing - an affidavit - Pune Municipal Corporation is more than happy to sanction the project.

      The innocent flat buyers in suffer badly due to this secret "Water Affidavit" policy of PMC.

      But who cares? Builders/Tanker lobbys delight and common mans suffering is not something new to us.

        The process of obtaining sanction for buildings is quite a complex one.Large number of Rules,subrules,and so on and so forth.When there is over regulation problems begin.But our administrators manage to get past these rules with innovations.How they can accept affidavtis for as fundamental a requirement of water? It is PMC responsibility to provide water and failure to provide water renders them liable to judicial consequences.
        Most builders would give affidavits confirming arrangements for water supply till society is formed and such builders quickly form society and hand over and their responsibility for water supply ends.
        It is a mugs game.
        Buyers should not invest in such projects.
        Buyers have now woken up to such games and some cases are going on in court and favorable decisions are likely. Raheja gardens project in Wanworie is stated to be a similar project with "water Affidavit" system in force. PMC of course never fails to collect property tax from us but forgets to provide water and hides behind builder affidavit as a ploy to hide their failure in providing basic facilities.
        Why buyers invest in such project beat me? Due diligence is the main safeguard against such pitfalls.

          Water tanks should be cleaned up regularly by society management. Tanker water should be chlorinated to ensure basic hygiene.Tank lids should be regularly checked to prevent cockroaches from breeding.
          No one really goes up to check water tanks which are at a height in the terrace. Danger of gaps coming up on lids which will permit bird droppings,lizards etc falling etc should be checked and rechecked by committee members.
          Tanks should be locked properly by the management.We have many cases where, snakes have got into water tanks.Date of last cleaning should be painted on water tanks for everyone to read and get reminded.
          Water is the elixir of life,but if not kept in hygienic condition can cause serious water borne diseases.
          Very true Vaibhav, thanks for the information. But are there any vendors who we could outsource this job to. As all of us know, it is much trouble to do all of this on our own. Thank you.
