2G scam, DB Realty: Corruption, controversies haunt Sharad Pawar

Nana Chudasama's personalised banner on Marine Drive has been an institution for over half a century. Its headlines may vary in quality but are extremely topical. Last week, the banner read: Lok Pal Bill is fresh air in India's dirty politics. Sharad Pawar, Union agriculture minister, was passing through the area when a confidant drew his attention to the banner. Pawar wasn't amused. For many, Pawar has become the metaphor for the cosy relationship between power and money. In recent times, no politician has drawn the kind of flak Pawar has. Almost every week, the mighty Maratha has courted controversy for alleged investments made by him or his family in a host of projects. Anna Hazare, a fellow Maharashtrian, named him as the symbol of corrupt politics. The mighty Maratha is involved in innumerable controversies for investments made by him or his family in a host of grand projects. The latest revelations are:


    Ajit Pawar, Sharad Pawar's nephew, who was the state's irrigation minister in 2007, was named in a scam after documents revealed he had awarded AG Mercantile, a company partly owned by him, a contract to repair a dam in Raigad. But instead of money for the repairs, the company was given 93,646 square feet land on lease for 99 years. The land, located at the old Mumbai-Pune highway, overlooks a beautiful water reservoir. In 2008, the company got an additional 97,000 sq ft of land for building a road and a bridge. Ajit, who had earlier denied his involvement in AG Mercantile, had no answer when confronted with documents revealing that he held 8,800 equity shares. Vinod Goenka, Pawar's family friend and co-owner of of the 2G tainted DB Realty, is one of the directors of the company. Ajit said he sold his shares in November 2005 so he did not mention it in his election affidavit. However, records show he continued to have stakes in the company after 2005.
    On July 14, 2007, Pawar, Ajit, chief minister Vilasrao Deshmukh and some bureaucrats attended a meeting at a guest house in Lavasa to bend the rules for Lavasa Corporation, a company where Pawar's daughter Supriya and her husband Sadanand Sule held shares (which were eventually sold). Among the favours granted to the developer was the status of a town planner, normally reserved for municipal corporations.
    Documents show how Pawar, when he was chief minister in the 80s, helped a company owned by a friend expand a plot of 3.27 acres into 326 acres of land (see details and Pawar's viewpoint in box.)
    Pune Municipal Commissioner, Mahesh Zagde, blamed Pawar for shunting him out of the city after he issued a demolition order on DB Realty head Vinod Goenka for violating norms in his five star hotel project in Yerwada. The project was being built on land owned by Mukund Bhavan Trust. Sule has a stake in the project. "The politicians (read Pawar) shunted me out and forced me to go for training. I could have done this training this October," Zagde told INDIA TODAY in a tele interview from the IAS academy in Mussoorie. His duties, normally handed over to the additional municipal commissioner, was given to Pune's divisional commissioner, Dilip Band.

    One of the UPA regime's indispensable pillars has the dubious distinction of turning whatever he touches into a controversy, if not a scam. "A person of Pawar's stature cannot afford to have a scandal every week discussed in the state assembly. He and members of his family must come clean. Otherwise the charges will stick," Maharashtra Leader of the Opposition, Eknath Khadse of the BJP, told INDIA TODAY.
    Ravindra Barhate, an RTI activist who has accessed a lot of documents that helped Khadse target Pawar and his family members, agrees: "Pawar initially said he had nothing to do with Lavasa and here he is attending a meeting (as an agriculture minister) and offering facilities to the builders." Pawar's MP daughter Supriya Sule is facing questions about her links with DB Realty. Supriya and her husband jointly own 9 per cent of Panchshil Tech Park One (PTPO), which is a joint patron with DB Realty of the Mukund Bhavan Trust (MBT) at Yerwada in Pune.
    The PTPO, owned by Pawar's "family friend" Atul Chordia, is situated near an upcoming five star hotel being constructed by DB Realty in survey number 191-A at Yerwada. What surprises Pawar's opponents is a letter written by Balwa to the Union Ministry of Environment and Forests in June 2007 seeking environmental clearance for his hotel and IT park. He got the clearance in just one day, courtesy his friend, then Union environment minister, A. Raja. Khadse argues that Balwa's letter establishes his business links with PTPO, where Sule is a shareholder. "If Balwa had no links with PTPO, why would he send a letter on his letterhead on behalf of PTPO," he asks. NCP MLA and a confidant of the Pawars, Jitendra Avhad, rubbishes the argument. "The land for PTPO was bought in 2004 and its work was completed in 2006. Balwa bought the land for a five star hotel in 2007. So where does the question of his seeking environment clearance for PTPO arise? The word Panchshil is not mentioned in Balwa's application letter. He too is building an IT Park in the area," Avhad says. However, he has no answer on when Balwa sought environment clearance for the IT Park.   • Sule's business links with DB Realty are evident in the documents acquired by Barhate from Pune under the Right to Information (RTI) Act. Panchshil Tech Park filed Articles of Association on June 22, 2005 pertaining to PTPO with the Registrar of Companies. In this document, Panchshil Tech Park has said that they own 92,588 sq ft built-up space in survey number 191-A at Yerwada. Actually, they owned only 52,000 sq ft of built-up space on that day; the rest-40,000 sq ft-was owned by DB Realty. "If Panchshil shows the space owned by DB Realty as their own it establishes that they have business links," says Barhate. He says that the land where PTPO and DB Realty's upcoming hotel is situated originally belonged to the defence forces. "Records show that the land was in possession of the defence forces since 1931. It is a matter of investigation how the defence land was transferred to MBT and then the trust sold it to DB Realty and Panchshil." Barhate gives an example of one Persi Billimoria to corroborate his claim. "Billimoria had claimed that his forefathers had purchased the land in survey number. 191-B in 1937. The revenue department had handed over the land to Billimoria. However, the tehsildar nullified this deal four months later. He ruled that the land belonged to the defence forces. "It shows that the survey number 191 belongs to the defence forces. Will the Government take the land back from MBT as it did in the Billimoria case," asks Barhate.

    The IT Park at Yerwada in Pune

    PTPO is not the only example of Sule's proximity to DB Realty. DB Realty is constructing a 10-storey school at Chandivali in Mumbai for Pawar Public School, a trust headed by her. Interestingly, DB Realty is constructing a residential colony for slumdwellers a few metres from the school. If a minister from Mumbai is to be believed, DB Realty has not charged for constructing the school. In turn, Pawar's NCP is helping DB Realty to get involved in the redevelopment of a colony spread over 42,000 sq metres in the upmarket Worli area of Mumbai. The Worli plot is a hot potato because of its huge market value. DB Realty challenged Maharashtra's decision to give rights of redevelopment of Mumbai's second biggest slum after Dharavi in Worli to its arch rival, Lokhandwala Builders, in the Bombay High Court on August 24, 2010.

    Though Pawar maintains he is just an acquaintance of Balwa and Goenka, documents available with INDIA TODAY show that in 2004 a company fully owned by Pawar, his wife and Supriya Sule gave at least Rs 25 lakh to the Dynamix Hotel Group. Though money was paid as advance for purchase of land by Pawar familyowned Lap Finance and Investment Company, there is no evidence in official files to show that Dynamix bought them the land. The filings of Dynamix Hotels also do not show what happened to the money. Dynamix Hotels was later renamed as YJ Realty Private Limited, the mainstay of the Balwa-Goenka empire. Land is close to Pawar's heart. It is the source of his political agony today. Immediately after resigning from the GoM on corruption, the NCP supremo asked Prime Minister Manmohan Singh to drop him from all the 26 GoMs. The prime minister was not ready to let him go. As controversies swirled around him, Pawar called a select group of journalists to his home and made a impassioned plea: "Attack me, but spare Supriya." The following week, television channels started flashing Ajit's AG Mercantile links, causing immense discomfort to the deputy chief minister. Friends, some from the corporate world, advised Pawar to sign up a public relations agency. A subsidiary of his ministry even zeroed in on Mutual PR. "He was very upset, it seemed nothing will work in his favour. But he knows how to handle these tensions," Chandra Iyengar, one of his favourite bureaucrats in Maharashtra, told INDIA TODAY.

    For a period stretching over a decade and half, Pawar has found himself mired in controversy. His Vidya Pratishthan in Baramati came under a cloud for accepting donations from people linked with the underworld and his Baramati Sahkari Doodh Sangh, a milk federation, drew flak for not paying the farmers their legitimate due. The minister and his family have been dragged to court for taking undue advantage in acquiring land in and around Pune. Pawar has been accused of creating artificial shortages in the domestic wheat market in a scandal that rocked India in 2007 and was accused of importing and exporting sugar simultaneously, allegedly to help traders last year. The Pawar family had a stake in City Corporation that made the controversial IPL bid for the Pune Warriors. All these controversies have, over the years, taken their toll on one of India's toughest politicians.

    That is Pawar. Even as he floats in controversy, his political worth remains intact. "I am used to controversies. I have completed 43 years in Parliamentary and legislative politics. A person who survives for many years is bound to get attacked from this or that section. This does not affect me because only I know what is true," he told INDIA TODAY. (see interview) Today, he is forced to defend his reputation. When the Pawar story began decades ago, he was a star: a fine administrator and a secular hero. He was the one who renamed Marathwada University after Dr Babasaheb Ambedkar despite knowing that there would be a political price to pay; he revived the stock markets within two days of the 1993 serial blasts; and he changed the face of agriculture by tying the state employment guarantee scheme to horticulture.
    At a time when the UPA is on the defensive on corruption, Pawar has reason to be worried. While it suits the Congress president to keep Pawar off balance, she has no wish to topple him altogether. The party would prefer to keep its alliance with the NCP, even while putting pressure on Pawar by leaking information on his alleged links, questioning his performance as agriculture minister and by appointing a critic-Prithviraj Chavan-as Maharashtra chief minister.
    Congress insiders say the recent pressures on Pawar are deliberate. The manner in which the CBI leaked Niira Radia's conversation with a journalist, in which she maintained that he owned DB, indicated the powers that be wanted this angle highlighted. This was the latest in a series of revelations that have tarnished Pawar's image- right from the wheat import scam of UPA I to Balwa. People close to Pawar say that his direct association with business increased after his daughter Supriya married Sadanand Sule, son of Bhalchandra Sule, managing director of auto firm Mahindra and Mahindra. Sadanand, a director in Vijay Mallya-owned United Beverages, had stakes in Lavasa.

    Pawar claims Vinod Goenka and Shahid Balwa are acquaintances, but documents show otherwise.

    In the last few years, however, Pawar has been increasingly aware of the money big businesses have been raking in. He has constantly pushed for opening up of the market and allowing exports of commodities. Pawar has been linked with MCX, a commodity exchange run by Mumbai-based entrepreneur Jignesh Shah. Pawar also presides over the agricultural ministry at a time when genetically modified (GM) crops like cotton are increasingly grown in India, which is among the world's five biggest markets for nonfood agricultural crops. In short, he is laying the foundation to have a say in what will be the country's biggest preoccupation in the coming years- food. And land. An anecdote discussed in Mantralaya, the administrative headquarters of Maharashtra, describes Pawar's lust for land. When he was chief minister in 1993, Pawar was invited by an eminent Marathi producer to watch his latest. Pawar asked the producer to rewind a specific song thrice. The producer and others thought the chief minister liked the song. After the third rewind, Pawar asked the producer where the song was filmed. "Mumbai," the producer said. Pawar replied: "I can see a lot of open space. How come I don't know about such vacant land in Mumbai?"
    Pawar should have known. His detractors say the veteran politician can identify a plot's potential better than identifying a party worker's political potential. He personally selected the site for the controversial hill station Lavasa and a host of DB Realty's housing projects, including the Aldeia-De-Goa at Bambolim in Goa, little realising life's biggest passion will become his life's biggest curse.

    Sharad Pawar is headed for more trouble over the allotment of 326 acres of land to a private institute, Mukund Bhavan Trust (MBT), with which his "family friend of 30 years" Krishna Murari Goenka is associated, at Yerwada in Pune. The trust was entitled to get 3.27 acres of land whereas the state Government allotted it 326 acres when Pawar was the Chief Minister of Maharashtra in 1989. However, as the Public Works Department (PWD) already had some constructions on parts of land, MBT could take possession of only 79 acres. An RTI activist from Pune, Ravindra Barhate, is all set to file a PIL in this matter in the Bombay High Court. Pawar, when contacted, admitted to his friendship with Goenka but refuted charges of nepotism. "K.M. Goenka and I are family friends for 30 years. He launched Dynamix Dairy in my constituency, Baramati. It does not mean I have done him a favour. People always pelt stones at the tree which gives them fruit. I am such a tree so they are targeting me," he says.
    All of Yerwada belonged to Chhatrapati Shahu Maharaj in 1735. He gave the village away to a Bhat family as inam (reward). During British rule, the village was taken over and Yerwada Central Jail and mental hospital built. The rest of the land was with the armed forces. The British divided Yerwada into three parts bearing survey numbers 191-A, 191-B and 191-C. MBT had taken over some land in block number 191-A. A trustee, Murlidhar Lohia, filed a petition against the then collector in 1951 claiming the trust's right to revenue from 3.27 acres of land in Yerwada. In 1953, the Pune court ruled in favour of MBT. However, the Government did not hand the land over. So the trust approached Bombay High Court. The HC in 1964 upheld the Pune court's decision and ordered the Government to pay Rs 51,818 as compensation.
    The Government then approached the Supreme Court against the HC order. The Supreme Court sent the case back to the HC in 1986. Meanwhile, MBT served a notice on the Government and offered to settle out of court. On December 28, 1989, then Pune Collector Shriniwas Patil arrived at an out-of-court settlement with MBT, giving the trust 326 acres of land in Yerwada. Interestingly, MBT signed a Memorandum of Understanding (MoU) with Hillside Construction Company, owned by K.M. Goenka, on May 15, 1989 and agreed to hand over 32 per cent of the land. Barhate says, "The MoU was signed seven months before the out-of-court settlement. How come they knew that a settlement would be arrived at and MBT would be declared owner of the land?" He alleges that Patil did not take permission from the Government before settling the matter out of court. "The settlement was done in December 1989 and Patil took permission from the Government in April 1990. How come he knew that the Government would give its approval?" Barhate alleges that the settlement was effected at the behest of Pawar, who also headed the Urban Development Department at that time.
    "Pawar gave his nod to the settlement because his friend Goenka was the beneficiary," he says. While Patil had agreed to MBT's claim over 326 acres of land, the trust was handed over only 79 acres as the PWD had constructed offices on the rest of the property. The Yerwada jail and mental hospital are also part of the 326 acres. "This means the collector handed over ownership of Yerwada jail to MBT," Barhate says. Of the 79 acres in its possession, MBT has sold parts to Panchshil Tech Park and DB Realty. In one portion, MBT has built a plush commercial centre, Commerzone.
    Patil, on his part, rubbishes all allegations. "I went ahead with the settlement to avoid contempt proceedings," he says.

    Its not as simple as that. People know that Mr. Pawar is nose-deep in corruption. Pawar holds an iron grip over Maratha votes - at least among the rural/less educated ones. And this holds the key. We all know that the maratha community calls the shots politically, economically and electorally. This equation is not going to change in the near future and Pawar & family will continue to win in the foreseeable future.

    The new generation of voters has entirely different attitude - and there lies our last hope.

NCP disrtibutes money to captuure votes and also uses presser tactics. Ajit pawar in his election campaine said IF u elect NCp candidate then I will construct wide road of 4 lane else will make sure that even bullock cart will not go.

  • Very true. There is no balanced growth of Maharashtra. All the funds and state schemes starts from Mumbai and ends at Pune only. We can't see any good industry setup or schemes coming up at Vidharbha. On IT map also, Pune is bursting already but nothing at Nagpur side. This is really very bad.

    राष्ट्रवादी काँग्रेसच्या ताब्यातील महाराष्ट्र राज्य सहकारी बँकेचे संचालक मंडळ बरखास्त करण्यात आल्यामुळे सत्तारूढ आघाडीचे सरकार कोसळते की काय असा प्रसंग उद्भवला आहे. या बँकेचे खरोखर एवढे राजकीय महत्त्व आहे काय? वसंतदादा पाटील १९८३ साली पुन्हा मुख्यमंत्री झाल्यावर भाईसाहेब सावंत व विलासराव देशमुख या आपल्या नव्या सहकाऱ्यांना म्हणाले, 'तुम्ही राज्य बँकेच्या संचालकपदाचा राजीनामा देऊ नका. मीसुद्धा देणार नाही. मंत्रीपद हे अळवावरचं पाणी असतं. ते संचालकपद ही खरी सत्ता असते.' बरखास्तीनंतर या बँकेवर हुकमत असलेले उपमुख्यमंत्री अजितदादा पवार व राष्ट्रवादी काँग्रेस यांचा तीळपापड का झाला हे यावरून लक्षात येते. या बँकेचे यंदा शताब्दी वर्र्ष आहे. त्याच्या सोहळ्याच्या शुभारंभाला राष्ट्रपती प्रतिभाताई पाटील मुख्य पाहुण्या होत्या. येत्या १० नोव्हेंबरला सांगता करण्यासाठी पंतप्रधान मनमोहनसिंहांना निमंत्रित करण्यात आले होते. आत या बरखास्तीमुळे या शताब्दीवर अवकळा पसरली आहे.

    शेतीकरिता पतपुरवठ्यासाठी खेड्यातील प्राथमिक सहकारी सोसायटी, त्यावर जिल्हा मध्यवर्ती सहकारी बँक व नंतर राज्य सहकारी बँक अशी रचना असते. सन १९८४ पूर्वी रिझर्व बँक राज्य बँकांना अर्थपुरवठा करीत असे. नंतर हे काम नॅशनल बँक फॉर अॅग्रिकल्चर अॅण्ड रूरल डेव्हलपमेंट (म्हणजे नाबार्ड) या केंद सरकारच्या अखत्यारीतील वित्तीय संस्थेकडे आले. व्यापारी व नागरी सहकारी बँका यांच्यावर रिझर्व बँक पूर्ण नियंत्रण करते. राज्य व जिल्हा सहकारी बँकांवर असे दोन तृतीयांश नियंत्रण नाबार्डचे असते. बाकीचे रिझर्व बँकेकडे राहते. हे बरखास्ती प्रकरण नक्की काय आहे, हे समजण्यासाठी ही रचना लक्षात घेणे आवश्यक आहे.

    महाराष्ट्र राज्य सहकारी बँक ही भारतातील सवोर्त्कृष्ट व आदर्श राज्य सहकारी बँक अशी तिची प्रतिमा साधारणपणे १९७०पर्यंत होती. नंतर हे स्थान घसरू लागले. कर्जासाठी आलेल्या अर्जाची तांत्रिक व आर्थिक छाननी करून तो संचालक मंडळाच्या बैठकीपुढे ठेवावा ही पद्धत पुढे पाळली गेली नाही. अर्ज आताच आला आहे किंवा उद्या येणार आहे तो याच बैठकीत मंजूर करूया, असे अध्यक्ष सांगू लागले आणि तसे निर्णय होऊ लागले. यावर कडी म्हणजे बैठकीत अर्ज मंजूर झाल्याचे इतिवृत्तांतामध्ये खोटे घुसडवणे सुरू झाले. अशा अवस्थेत त्या कर्जाचा दर्जा पुढे वसुलीयोग्य राहणार नाही, हे उघड आहे.

    राज्य सरकारने हमी दिली, पण ती पाळली जात नाही, अशी तक्रार ही बँक ज्यांच्या ताब्यात होती त्यांचे म्हणणे आहे. त्यामुळे या बँकेची दूरवस्था झाली असे ते सांगतात. खरी गोष्ट अशी की, अशा बहुसंख्य प्रकरणी कर्जाचे कागद बरोबर तयार न करता पैसे देऊन टाकले. काही ठिकाणी तर या कागदावर कर्जदारांच्या सह्याच नाहीत. सरकारकडून शेअरभांडवल मिळेल आणि कर्जाला हमी दिली जाईल अशा केवळ अपेक्षेवर मोठी कर्जे मंजूर झाली आणि ते पैसे बुडाले अशीही उदाहरणे आहेत. न्यायालयात जाऊनसुद्धा काही कर्जे वसूल होणार नाहीत. दिलेली कर्जे व त्यावरील व्याज यांच्या २० टक्के एवढी रक्कम मुळीच वसूल होणारी नाही असे लेखापरीक्षकांचे म्हणणे का आहे याची ही कारणे आहेत.

    पुणे, अहमदनगर व सोलापूर या जिल्हा बँकांवर राज्य बँकेने व्याजाची आकारणी चुकून कमी केल्याचे लक्षात आले. त्यानंतर बरोबर हिशोब करून त्यांच्याकडून ७ कोटी ३९ लाख रुपये वसूल करण्यात आले. ते पैसे त्या तिन्ही बँकांना परत करा, असा अजितदादांनी फोनवर आदेश दिला. संचालक मंडळाला न कळविता त्याचे पालन झाले! राजगड सहकारी साखर कारखान्याकडे पुणे जिल्हा बँकेची अतिप्रचंड थकबाकी होती. अजितदादांनी हे सर्व कर्ज राज्य बँकेकडे वर्ग केले. शिवाय त्या कारखान्याला या बँकेकडून आणखी कर्ज दिले! राज्य बँक बुडाली तरी चालेल, पण पुणे जिल्हा बँक वाचली पाहिजे अशी मुख्यमंत्रीपदाचे दावेदार असलेल्या अजितदादांचीच भूमिका, मग राज्य बँकेची घडी ढासळणार नाही तर काय? थकलेली कर्जे वसूल करण्यासाठी सर्व मालमत्ता जप्त करण्याच्या नोटिसा लावलेल्या कारखान्यांना नव्याने कर्जे देण्यात आली अशी उदाहरणे थोडीथोडकी नाहीत. अशा अवस्थेत रिझर्व बँक हिसका दाखविणार नाही तर काय?

    या राज्य बँकेला २००९-१० या आर्थिक वर्षात १०४३ कोटी रुपये तोटा झाला, असा लेखा परीक्षकाने निष्कर्ष काढला. नाबार्डने हा आकडा ७५० कोटी एवढा निश्चित केला. नंतर संचालक मंडळाने आकड्यांची फिरवाफिरव करून २ कोटी २३ लाख रुपये नफा झाल्याचे खोटेच दाखविले! ही कथा येथे संपली नाही. यानंतर प्राप्तीकर खात्याचे अधिकारी आले. या बँकेला बराच जास्त नफा झाला, असा त्यांनी हिशोब केला आणि ७ कोटी २४ लाख रुपये प्राप्तीकर आकारला. हा कर मुळातच वेळेवर भरला नाही म्हणून ४८ लाख रुपये दंड ठोठावला! संचालक मंडळाला न कळवता बँकेने हे पैसे त्या खात्याला देऊन टाकले. अजितदादांचा तसा आदेश होता.

    बरखास्तीपूर्वी साडेबारा वर्षे या राज्य बँकेवर अजितदादांचा पूर्ण अंमल होता. या काळात अधिकारी व कर्मचारी यांचा दर्जा पार घसरला. अलीकडेच निवृत्त झालेल्या मॅनेजिंग डायरेक्टरला त्या पदासाठीची किमान शैक्षणिक पात्रता नव्हती. एक वाक्य इंग्रजी बोलता किंवा लिहिता येत नव्हते. केवळ अजितदादांची मर्जी हीच त्याची गुणवत्ता होती. त्या खालच्या अधिकाऱ्यांपैकी एक-दोन सोडले तर बाकीच्यांची हीच अवस्था आहे. नाबार्ड व एनसीडीसी या केंद्र सरकारच्या अखत्यारीतील यंत्रणांकडून दरवर्षी शेकडो कोटी रुपये महाराष्ट्राच्या विकासासाठी आणणे या बँकेला शक्य होते. तथापि, या यंत्रणांनी देऊ केले तरी ते घेण्याची मुळीच कुवत नाही अशी या बँकेतील अधिकारी मंडळींची अवस्था, मग काय बोलावे? ही बँक म्हणजे आपली प्रायव्हेट लिमिटेड फायनान्स कंपनी आहे असे गृहीत धरून अजितदादा ती चालवत होते.

    या राज्य बँकेच्या संचालक मंडळाची १९९८ साली निवडणूक झाली त्यावेळी अजितदादा प्रथमच तेथे आले. त्यांना लगेच अध्यक्ष व्हायचे होते. यावर अजितदादा हे 'कच्चे मडके' आहे, त्यांच्यावर ही जबाबदारी टाकू नका, अशा आशयाचे पत्र प्रस्तुत लेखकाने शरद पवारांना पाठविले होते. तरीही त्यांनी करायचे तेच केले व ते पत्र अजितदादांना दिले. अध्यक्ष झाल्यावर अजितदादांनी प्रस्तुत लेखकाला बोलावून घेतले आणि विचारले, 'तुम्ही मला 'कच्चे मडके' कसं काय म्हणालात? माळेगाव कारखान्याच्या निवडणुकीत मी योग्य उमेदवार उभे न केल्याने आमचे पॅनेल आले नाही, एवढीच माझी आतापर्यंत चूक झाली. बाकी काहीसुद्धा नाही.' त्यांच्या हातून ही बँक आता रसातळाला गेल्यामुळे 'मडके पक्के' नव्हते हे सिद्ध झाले. त्यासाठी साडेबारा वर्षे वाया गेली. बँकेचे तीन-चार हजार कोटी बुडाले! प्रफुल्ल पटेलांनी एअर इंडिया बुडवली तशी अजितदादांनी ही राज्य बँक संपवली. राष्ट्रवादी काँग्रेस स्थापन झाल्यापासूनच्या १२ वर्षांच्या इतिहासात ठळकपणे सांगता येतील अशा या दोन गोष्टी आहेत.

    संचालक मंडळ बरखास्त करायचे तर १५ दिवसांची नोटीस दिली पाहिजे, तशी राज्य बँकेला दिलेली नाही असे अजितदादा म्हणाले. खरे म्हणजे ७८ कलमाखाली बरखास्ती करण्यापूर्वी अशी नोटीस द्यावी लागते, पण ११०ए कलमानुसार अशी नोटीस आवश्यक नाही. बँकांसंबंधीचे कायदे आणि निश्चित झालेली कार्यपद्धती हे सर्व गुंडाळून ठेऊन राज्य सहकारी बँकेचा कारभार चालत आहे आणि त्यामुळे ती डबघाईला येत आहे, हे नाबार्डने आपल्या अहवालात तपशीलवारपणे मांडले होते. यावरून रिझर्व बँकेने पुढचे पाऊल टाकले. हे घडण्याचा संभव आहे याची पूर्ण कल्पना अजितदादांना बऱ्याच काळापासून होती. त्यामुळे त्यांच्या हुकूमतीखालील जिल्हा बँकांनी राज्य बँकेतील आपल्या ठेवींपैकी बराच भाग आधीच काढून घेतला. त्यामुळे तीळपापड निरर्थक ठरतो.

    राज्य बँकेवर रिझर्व बँकेची कुऱ्हाड येणार नाही याची पक्की व्यवस्था शरद पवारांनी अर्थमंत्री प्रणव मुखर्जी यांच्याकडे केली होती. तरीही ही कारवाई कशी झाली? यावर कोणी तरी रिझर्व बँकेकडे तक्रार केली, असे शरदराव म्हणाले. एका खासदारानेच याबाबत गेल्या एक नोव्हेंबरला रिझर्व बँकेचे गव्हर्नर डॉ. डी. सुब्बराव यांना पत्र लिहिले. या राज्य बँकेचे लेखापरीक्षक व नाबार्ड यांचे आपल्या अहवालात कडक ताशेरे असताना रिझर्व बँक गप्प कशी, निदान संचालक मंडळ तरी बरखास्त करा असे त्या पत्रात म्हटले होते. त्याची पोच देणारे छानदार पत्र गव्हर्नरांच्याच सहीने आले. पण पुढे काहीच हालचाल होईना. मग त्या खासदाराने पाच महिन्यांनी दुसरे पत्र पाठविले. दिल्लीजवळच्या गुरगाव येथे सिटीबँकेच्या शाखेत मोठा घोटाळा झाल्याचे कळताच रिझर्व बँकेचे अधिकारी तत्काळ तेथे पोचले. मग या राज्य बँकेबाबत ती तत्परता का नाही? आता मला हा विषय नाईलाजाने संसदेत उपस्थित करण्याची तुम्ही माझ्यावर पाळी आणत आहात, असे त्या पत्रात शेवटी म्हटले होते. यामुळे शरद पवारांची फिल्डिंग तत्काळ संपुष्टात आली!

    राज्य व जिल्हा बँका यांच्या संचालक मंडळाच्या बरखास्तीचे रिझर्व बँकेकडून पत्र आल्यावर त्यानुसार कारवाई करायला ११०ए कलमानुसार रजिस्ट्रारला एक महिन्यांची मुदत आहे. पण प्रत्यक्षात त्या अधिकाऱ्याने एक तासाचाही वेळ न घेता अविलंबे बरखास्ती केली. आपल्या फिल्डिंगचा भाग म्हणून आपणाला विचारल्याशिवाय रजिस्ट्रारने पुढे पाऊल टाकता कामा नये असे पवार मंडळी मुख्यमंत्र्यांकडे ठरवून घेऊ शकली असती. दरम्यान न्यायालयात जाऊन या कारवाईला बँक स्थगिती मिळवू शकली असती. पण ११०ए कलम न वाचल्यामुळे बरखास्तीला तोंड देण्याची पाळी आली.

    अजितदादांना आतापर्यंत जी सत्तास्थाने मिळाली तेथे लागू असलेले कायदे त्यांनी बाजूला सारून आपल्या मनाचा कायदा ते अंमलात आणत असत. बँकांबाबत तसे चालत नाही. तेथे फक्त रिझर्व बँकेचाच कायदा चालतो हे या प्रकरणी सिद्ध झाले
