If I don't immediately pay the amount, they will charge 2% interest every month. They are not ready to give me extra time. I am still short of half the amount.

when you purchased in 2001 have you registered the agreement?
generally the govt comes out with a "samaadhan" scheme once every 3 yrs or so.you can wait for that if you have regd recently.CommentQuote0Flag
