Default jaipur ring road status April 2013

JAIPUR: Clogged arterial roads of the city will continue to remain so for a longer period as the all important ring road project is still awaiting official nod.

Even after receiving an approval for financial closure from urban development and housing (UDH) minister Shanti Dhariwal, the civic authorities have turned a blind eye to carry the procedure forward.
"To receive the final official nod, the proposal will have to be tabled in the empowered committee meeting. The approval to the financial closure has been given informally by the minister. However, even after two months, no meeting has been called to expedite the project work," an official source at JDA said.

According to officials, once the letter is issued by the JDA, Sanjos Supreme, the contract company, will have to complete work within 21 months. "On July 2011, the work was awarded to the company. The duration of 21 months will be over soon, however, procedure and issue with the farmers is still pending. In such a situation, the project seems to be a distant dream," a source said.

Officials said the company will start construction of the ring road once the documentation process is complete. So far, levelling of the land has been completed. The project would involve an investment of Rs 890 crore.

JDA has proposed a 90-metre-wide transport corridor and 135-wide development corridors on both sides. The idea has, however, not gone down well with the farmers. Under the banner of the Sangharsh Samiti, they are demanding compensation at market price for 90 metres and the return of excess land.

Official said the ring road is the only solution to ease the congestion of the city as the project consists a 47-km-long road of six lanes (three on each direction), 3.5-m-wide each, two toll stations and 25 structures and four clover-leaf junctions. The JDA will also build slip lanes and underpasses.

The authority has acquired nearly 1,620 hectares for the project and officials claimed that it has completed land acquisition for the phase 1 (47-km long) of the proposed ring road from Ajmer Road to Agra Road. Possession of nearly 29-km land has been completed; however, it is not sufficient to start work as the land available is in small patches.

No decision yet on regularizing PRN scheme

April 22, 2013, Times of India Jaipur reported:

JAIPUR: It has been almost a year now since the records were submitted by the housing societies falling under the Prithvi Raj Nagar (PRN) Scheme, but so far no decision has been taken in this regard by the Jaipur Development Authority (JDA).

This has affected over five lakh residents. With the state government not doing anything till now about the regularization of scheme, the dreams of many residents living here to avail basic facilities such as roads, water , electricity for the past 24 years are shattered.
Giraj Singh Khangarot, president of Prithvi Nagar Sangharsh Samiti said, "We feel cheated as the state government is not taking the procedure seriously. The high court has banned the new water and electricity connections as decision to provide plots to successful allottees in PRN scheme is still pending. An apt answer should be presented so that relief to all the residents can be provided."

According to officials, around 22 years ago when JDA was launching the scheme in 11,600 bighas, the authority received around 3,000 applications for houses in the scheme. "However, the scheme could not be regularized and JDA allotted houses to the applicants in Kalpana Nagar on Agra Road. Many allottees approached the court and asked for plots in the PRN scheme. The decision over this is still pending," said an official.

Khangarot added, "The government can at least work on the submitted records so that when the order is given land allotment can be done."

High court seeks details of illegal constructions in Prithviraj scheme

Jaipur (Dec 20, 2012);

JAIPUR: The Rajasthan high court has asked state government to file an affidavit stating the number of water and electricity connections issued in Prithviraj Nagar Scheme despite a stay order issued by the high court as also the list of illegal constructions in the region.

The order came on a petition filed by successful allottees of PRN scheme who have staked their claim before the high court alleging that a large number of illegal constructions are going on and also filed proof thereof. It was, however, contended by counsel for JDA that there is no illegal construction going on. Looking to the counter claims, Justice Munishwar Nath Bhandari asked JDA to file the affidavit by January.
It was contended by R D Rastogi, counsel on for applicant Sugam Singh that, "There were many successful allottees who were required by the JDA to be given plots in PRN but they were never allotted houses and the government is now regularizing the illegal encroaches in the locality without allotting land or plots to the original allottees."

The applicant said that he was one of the successful allottees of first phase of PRN but they were told that the JDA has earmarked one Kalpana Nagar in Jagatpura for them. Now the same has also been scraped and the allottees have been proposed to be shifted to Kanota village some 30 km away from the original site of allotment whereas illegal sale purchase of land is still going on in full swing in PRN scheme.
